This article offers a review of the major literature about sectoral innovation studies of Korea and its implications over the past 30 years. The literature on the sectoral innovation studies in Korea has focused on analysing successful technological catch-up from an evolutionary perspective and most of research has centered on the issues about entry strategies, learning mechanisms. Recently "Emerging economies" like Korea in the 2000s face major challenges as they make a transition from (a) a phase of economic development characterised by 'catching up' with the global technological frontier, involving technological "imitation", to (b) a phase of continuing development based on the development of new knowledge for globally leading (post catch-up) product and process innovation. This paper reviews those bodies of literature of patterns of sectoral innovation, technological capability accumulation and catch-up process, catch-up innovation and institutions, and patterns of growth dynamics. Finally, given the importance of sectoral innovation studies, we suggest that industrial upgrading, transition towards leadership, dark side of catch-up issues are needed for future research directions.
In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.
Until Montreal Convention was established in 1999, the Warsaw System is undoubtedly accepted private international air law treaty and has played major role on the carrier's liability in international aviation transport industry. But the whole Warsaw System, though it was revised many times to meet the rapid developments of the aviation transport industry, is so complicated, tangled and outdated. This thesis, therefore, aim to introduce the Montreal Convention by interpreting it as a new legal instrument on the air carrier's liability, specially on the passenger's, and analyzing all the issues relating to it. The Montreal Convention markedly changed the rules governing international carriage by air. The Montreal Convention has modernized and consolidated the old Warsaw System of international instruments of private international air law into one legal instrument. One of the most significant features of the Montreal Convention is that it sifted its priority to the protection of the interest of the consumers from the protection of the carrier which originally the Warsaw Convention intended to protect the fledgling international air transport business. Two major features of the Montreal Convention adopts are the Two-tier Liability System and the Fifth Jurisdiction. In case of death or bodily injury to passengers, the Montreal Convention introduces a two-tier liability system. The first tier includes strict liability up to 100,000SDR, irrespective of carriers' fault. The second tier is based on presumption of fault of carrier and has no limit of liability. Regarding Jurisdiction, the Montreal Convention expands upon the four jurisdiction in which the carrier could be sued by adding a fifth jurisdiction, i.e., a passenger can bring suit in a country in which he or she has their permanent and principal residence and in which the carrier provides a services for the carriage of passengers by either its own aircraft or through a commercial agreement. Other features are introducing the advance payment, electronic ticketing, compulsory insurance and regulation on the contracting and actual carrier etc. As we see some major features of the Montreal Convention, the Convention heralds the single biggest change in the international aviation liability and there can be no doubt it will prevail the international aviation transport world in the future. Our government signed this Convention on 20th Sep. 2007 and it came into effect on 29th Dec. 2007 domestically. Thus, it was recognized that domestic carriers can adequately and independently manage the change of risks of liability. I, therefore, would like to suggest our country's aviation industry including newly-born low cost carrier prepare some countermeasures domestically that are necessary to the enforcement of the Convention.
In May, 2015, a 68 years old man, who has been Middle East Saudi Arabia and the United Arab Emirates, had high fever, muscle aches, cough and shortness of breath. he went two local hospital near his house and the S Medical Center emergency center. He was diagnosed MERS(Middle East respiratory syndrome) and the diseases had put South Korea the fear of epidemics for three months. Especially, this disease has firstly reported in Middle East Asia in September 2012 and spreaded to twenty-six countries. In 21, July, 2015, European Center for disease prevention and control reported 533 people were died and in South Korea, 186 people were infected, 36 people were died and 16,693 people were isolated from MERS. South Korea government were faced into epidemic control and blamed from public. Especially, hospital acquired infection, disease control chain, opening of information, ventilation, lack of isolation bed, the problem of function of local health center, the issue of reparation for hospital and insurance cover rate, the classification of disease, the role of Korea Centers for disease control and prevention, the culture of visiting hospital to see sick people, the issue of hospital multiple room and other related social support policy. it is time to study and discuss to solve these problems. South Korea citizens felt fear and fright from MERS. What is wore, they thought the dieses were out of their government control. It was unusual case for word except Middle East Asia. numerous tourists canceled visiting korea. South korea economic were severly damaged especially, tourism industry. South korea government should admit that they had failed initial action against MERS and take full reasonability from any damages. The government have to open information to public in terms of epidemic diseases and try to prevent any other epidemic diseases and try to work with local governments.
The upcoming century is a knowledge based society which did not exist before which requires creative ability to solve problems. Therefore, it is necessary to Provide a creative program of problem solution in order to match this global trend The creativity of problem solution means the ability to solve a problem using previous ideas in an advanced way or develop new ideas. Creative education is especially important for infants. Because the young mind is where fresh ideas preside and can frame-work the early stage of life like a blank sheet of paper. The Infant-Early Child Creative Development Institute. as an adhesive institute at Yeungjin College, develops various programs that integrate methods which match current trend in this era and also start the Creative Promotion Test with 2,000 Families for the expansion of creative education from the baseline as an alternative method. The infants tested in the creative test will find ways of problem solution through animation beam projects for their given situation and also discuss the problems with their family members. Through these processes the infant and family members will complete the creative structures to solve the problems using limited materials given by the institute, and the final product will be evaluated as objective results. The final evaluation of the test will also be considered the teamwork of family cooperation and the attitudes of participants as well as the product of problem solution. The criterion of the evaluation is to be considered both a creative way of thinking and creative attitudes. Because the score counts were conducted manually it delayed the selection of awarded students who took the test. Also, we found that some parents have difficulty in accessing information to find the score through homepage from the computer. this Problem might be corrected in the future plan. Like Freud's saying, if human character and exploring attitudes during the early stage of a child, a person's creativity is composed their infant period as their basic foundation. Therefore, the family wh first environment the infant encounters will be treated as a prima when making basic structure. From this viewpoint, this creative test work as a festival of creativity fare with 2,000 families.

"Borderless village" is a kind of alternative social project to build a multi cultural community of migrant workers around Wongok-Dong, Ansan leaded by Ansan Migrant Center since 1999. We thought this project deserved attention from a view point of social sciences for such reasons as follows. (1)This project could give an opportunity for us to examine the concrete effects of globalization on local areas and responses of these areas to those ones. (2)This project was composed of theoretical concepts very similar to those of reflexive modernization theory. So by examining this project we could have a chance to judge the validity of the latter. (3)The process of making discourses on this project was very interesting. It looks like more democratic and constructive one than others. (4)This project proposed the problem of creating a new form or way of social movement different from so called 'old or new social movements.' Our provisional conclusion of this study was this project could be estimated as very creative and progressive one but it was too abstract to be realistic and effective yet.

The relocation of the public institutions such as the provincial government attracts much attentions since it results in substantial regional economic impacts. In this context this paper analyzes the effects of relocation of Gyeongsangbuk-Do provincial government from Daegu city to Gyeongsangbuk-Do, which is scheduled for 2014, on Daegyeong economic region. Based on the interregional input-output model and I-O data which were provided by the Bank of Korea, this paper examines the multiplier effects of the relocation in terms of production, value added, and employment on Daegyeong economic region and other regions, except for the construction effects of the provincial capital. According to the analysis, the relocation is expected to reduce the production by 290million won, value added by 709million won, and employment by 571 persons in Daegyeong economic region. Also, the relocation turns out to decrease the production by 1,179million won and value added by 123million won of other regions. This paper discusses some policy implications of the analysis.

Tourism is a major sector of the national and regional economy in Southeast Asia endowed with rich natural environment and a variety of cultural and historical heritages. Tourism has been recognized as the industry without chimneys. However, as tourism sector is getting larger and being globally standardized, various problems such as environmental degradation as well as profits leakage from locals have been gradually aggravated. Against negative impacts from massive tourism various efforts have been tried and community-based ecotourism(CBET), seeking environmental conservation and community development at the same time, has emerged as a noteworthy alternative. By comparing the two cases of CBET in Indonesia and Cambodia, this paper aims to review the current status and future challenges of community development through ecotourism in Southeast Asia's rural villages. In the concrete, this paper analyses in-depth on case of JED(the village ecotourism network) in Bali, Indonesia and CBET project in Ramsar wetland reserves of Steung Treng province, Cambodia and founds out the possibility and main obstacles of community developmental strategy through CBET. Both cases have proven the positive outcomes in terms of environmental protection, local people's awareness improvement, and direct/indirect economic gain from CBET project. However, there are significant, but differentiated limitations in management capacities and stabilities of internal governance of two villages. Both villages are still in need of brisk networks with and assistance from the outside. In the conclusion part, this paper suggests CBET development program in Southeast Asia through Korea's social enterprises as one of the possible ODA programs(in tourism sector).

Sustainable development goals (SDGs) are designed to promote human and social development and address challenges related to sustainable economic development, in addition to creating quality employment. SDGs create new market and business opportunities that enable companies to effect business changes through innovative solutions. To tackle structural problems and create infrastructure for future societies, a national-level digital transformation strategy is being developed in Korea. The Korean government announced an investment plan for living social overhead capital (SOC) to address various social and structural problems caused by low economic growth. This study emphasizes the importance of building SOCs in accordance with the requirements of future societies. This study primarily aims to suggest business opportunities created by achieving SDGs, by analyzing business cases involving 3D printing-based construction. Implementing living SOCs through ingenious thinking will not only create new businesses and jobs through digital transformation, but also improve the economic and social value by encouraging community members to be proud of their future society.
This article discusses Dasan Cheong Yagyong(1762-1836)'s perspectives on The Book of historical documents("書經"). Dasan Cheong Yagyong considered The Shoo King as The Book of historical documents presented Ideas of Confucian Politics in ancient China. Many Scholar and Kings dispersed and re-edition The Shoo King as historical documents. Dasan Cheong Yagyong analyzed, de-constructed, and reinterpretations documents of dominant The Shoo King. Dasan Cheong Yagyong tried to recover the original documents The Shoo King. Dasan Cheong Yagyong collected dispersed material of The Shoo King, and complied the original documents. Dasan Cheong Yagyong wrote four book of The Shoo King. Dasan want to reconstruct the new theory by these reinterpretations of The Book of historical documents presented Ideas of Confucian Politics in ancient China, and to open new era.
