FIT모형에 의한 목포항의 조석특성 분석

  • 하구언과 방조제의 축조와 시기를 같이 하여 목포내항 부근의 만조시 수위가 크게 상승하여 목포시 저지대 곳곳에 침수문제를 야기시키고 있으며, 저조위는 하구언 건설 이전보다 낮아져 연안해운이 발달된 목포항에서 선박의 항해에 지장을 받는 등 이중의 고통을 받고 있는 실정이다. 이와 더불어 목포구의 조류속이 건설전에 비해 급격히 감소됨에 따라 외해수와 내해수의 해수교환이 여의치 않게 되었으며, 최근 크게 문제시되고 있는 영산호의 수질과 목포시의 폐수발생량을 감안하면 장차 목포항 인근의 해수오염이 크게 우려되는 실정이다. (중략)

Management of water quality by estimated the point source in Mokpo inner bay (점 오염원 조사를 통한 목포 내항의 수질관리)

  • The results of COD researched on August of 2004 were 6.8 ppm in North Mokpo inner Bay, 4.4 ppm in front of YongSang Bank and 4.6 ppm in front of ShinAn Beach Hotel which is over III level Marine-Environmental Standard. The other five stations sea water quality of Mokpo inner bay were reached II-III level. Concentration of total nitrogen range from 1.23 ppm to 3.56 ppm and total phosphorous was range from 0.07 ppm to 0.12 ppm which were II-III level. This results show that the Mokpo inner bay is unsuitable for aquaculture and growth of fish and for use of marine resort, it can be only available for industrial and harbour use. In results of estimated point source flow into Mokpo inner bay, the occupation ratio from YoungSang river in total inflow of TN and TP were up to 49-89 % respectively. It is indicate that in order to improve the water quality of MokPo inner bay have to control the discharge from YoungSang river first of all, then control the discharge from North Harbour domestic wastewater treatment, InAm river and NamHae domestic wastewater treatment.

  • The results of COD concentration on August of 2004 were 6.80 ppm in North Mokpo Inner Bay, 4.42 ppm un front of YongSang Bank and 4.60 ppm in front of ShinAn Beach Hotel which is over III level Marine Environmental Standard. The others researched five stations sea water quality of Mokpo inner bay are reached II-III level. The concentration of total nitrogen range from 1.23 ppm to 3.56 ppm and total phosphorous concentration was range from 0.07 ppm to 0.12 ppm which are to be II-III level. This results show that the Mokpo inner bay is unsuitable for aquaculture and for use of marine resort, it can be only avaliable for industrial and harbour port use. In this study, we researched 12 point source flow into Mokpo Inner bay. The rate from YoungSang river in total inflow of TN was up to 70-93 % and rate of TP was up to 31-91 % respectively. In this results, we have to control the discharge from YoungSang river first of all then control the discharge from North Harbour domestic wastewater treatment, InAm river and NamHae domestic wastewater treatment in order to improve the water quality of Mokpo Inner bay.

Simulation of Inundation at Mokpo City Using a Coupled Tide-Surge Model (조석-해일 결합모형을 이용한 목포시 범람 모의)

  • A coupled tide-surge model, which has been evaluated the utility in the previous study, is applied for simulating the inundation phenomena. The coupled model system adopts the hydrodynamic module of MIKE21 software, and the study area is identical to the previous study. The only difference is additional detailed areas for simulating inundation. An artificial scenario of a virtual typhoon striking Mokpo coastal zone at spring high tide is simulated. Then the calculated water level corresponds to the extreme high water level(556 cm) for 100 year return period. The result also shows the inundation depth is 50~100 cm not only near the Mokpo Inner Port but also near the Mokpo North Port. Finally, the coastal inundation prediction map is drawn on the basis of inundation simulation results.

A Study of the Factors Affecting the Sustainability of Coastal Shipping Companies: from the Perspective of Safety (내항선사의 지속가능성에 미치는 영향 요인 연구 : 안전관련 중심으로)

  • The demand for measures to enhance the safety of maritime transportation is growing internationally, and coastal shipping companies are pursuing sustainability by establishing various maritime safety policies. Increased awareness of the safety management system and safety culture of coastal shipping companies will minimize accidents and increase corporate sustainability. This study empirically analyzed the impact of a safety management system (safety policy, risk management, and safety guarantee) on the corporate sustainability of coastal shipping companies through the mediation of safety culture. The survey questions for each variable were constructed based on previous research and a dministered to 204 employees of coastal shipping companies. Analysis founed that safety policy did not have a statistically significant effect on safety culture, but risk management and safety guarantees had a positive significant effect on safety culture, which in turn had a positive and significant effect on sustainability. Furthermore, we found that safety culture has a mediating effect on the relationship between risk management and safety guarantees and sustainability. Coastal shipping companies thus need to systematize and strengthen risk management and safety assurance to increase safety culture awareness, and increased safety culture awareness can also increase sustainability.

The Effcet of 2010 Typhoon's DIANMU(1004) and KOMPASU(1007) at the Southwestern Coast (2010년 태풍 DIANMU(1004)와 KOMPASU(1007)에 대한 서남해안 영향분석)

  • 목포는 지형 특성상 도시기반이 낮게 조성되어 있어 폭풍해일에 의한 영향이 그리 크지 않더라도 조위가 크게 상승하는 대조기에 해안 저지대에서는 침수범람이 빈번하게 발생하는 지역이다. 특히 1997년 8월 태풍 WINNIE(9713)와 2004년 7월 태풍 MINDULLE(0407)의 간접영향시기가 대조기 고조와 중첩됨에 따라 목포 내항 및 북항 일대에 해수범람 피해가 발생한 바 있으며, 이러한 피해에 대응하여 목포 해안시설물 표고는 1997년 이전의 D.L.(+)480~500cm(목포지방해양수산청, 1998)를 D.L.(+)550cm로 증고한 상태이다. 태풍이 발생하여 내습하는 시기에 해당하는 2010년 7월~9월까지 목포지역 조석예보표(www.khoa.go.kr)에 따르면 거의 매달 500cm 이상의 조위가 예측(최고 511cm, 2010년 8월 11일)되었고, 2004년 범람이 발생한 7월과 8월에는 5.2m 이상의 조위가 3회 이상 예측된 바 있다. 또한 2000년 이후 목포지역의 태풍에 의한 해일고가 매년 50cm 내외로 기록(최고 59 cm, 태풍 RUSA(0215)됨을 고려할 때 D.L.(+)550cm의 목포 해안시설물 표고는 범람피해로부터 안전을 확보하기에는 어려움이 있을 것으로 우려된다. 특히, 최근 2년 동안은 우리나라에 직접 영향을 미친 태풍이 없었으나, 올해 8월 중순에는 대조기에 태풍 DIANMU(1004)가 내습하여 남해안 일대에 피해가 발생하였고, 올해 9월 초에 서해안으로 상륙한 태풍 KOMPASU(1007)는 강한 세력을 유지하면서 북상하여 서해안 일대 및 수도권에 큰 피해가 발생하였다. 만약 태풍 KOMPASU(1007)가 태풍 DIANMU(1004)가 내습했던 대조기 또는 9월 중순의 대조기에 내습했다고 가정한다면, 목포와 같은 서남해안의 저지대는 물론 많은 해안지역에 엄청난 피해가 발생했을 것으로 사료된다. 이에 본 연구에서는 관련연구와 자료분석을 통해 목포해역의 침수범람 위험성을 파악하고, 올해 발생한 태풍의 수치모의 적용을 통해 위험성을 검토하고자 한다.

무중 여객선 해상교량접촉사건에 대한 고찰

  • 우리나라 연안에서 육지와 섬 사이를 연결하는 해상교량은 계속해서 건설하고 있는 추세이며 해상교량이 선박의 안전한 운항에 새로운 위험요소로 대두되고 있다. 반면에 내항여객선 선장 및 항해사는 무중 레이더만 믿고 항해하여야 하나, 레이더가 해상교량의 주경간 항로와 해상교량 건너편 상황을 탐지하기 어렵다는 레이더의 한계를 인식하지 못하고, 경험과 관행에 의해 무리하게 선박을 운항하고 있다고 판단된다. 이 글은 목포지방해양안전심판원의 관할해역에서 발생한 여객선 비금농협카페리호가 신안1교의 교각과 접촉한 사건의 개요와 원인을 살펴보고, 레이더에 의해 해상교량의 주경간 항로를 식별할 수 있는 대책마련의 필요성, 선박의 해상교량 통항을 위한 최소 가시거리 인식 필요성, 해상교량 주변에 피항지 지정 및 관리, 내항여객선의 VHF청취능력 개선, VTS센터와 한국해운조합 운항관리실의 업무협력 강화, 연안 여객선의 안전문화 정착 필요성, GPS Plotter 과신 주의 등의 교훈 및 개선사항을 제시하고 있다.

The Estimation of the contribution rate of Mokpo Municipal Sewage Treatment Plant to the Improvement of Marine Water Quality in Mokpo Harbour (목포항 수질개선에 대한 목포하수처리장의 기여율 산정)

  • In order to evaluate the contribution of MMSTP operation to the improvement of marine water quality of Mokpo harbour and to estimate the change of pollution loads flowing into Mokpo harbour after the operation of Mokpo Municipal Sewage Treatment Plant (MMSTP), the pollution loads flowing into Mokpo harbour from land in dry weather were surveyed and estimated on the bases of the seasonal flow rates and the seasonal water qualities of streams and effluents located around Mokpo harbour from summer, 1997 to spring, 1998 before the operation of MMSTP, and the pollution loads of the inflow and the effluent of MMSTP were also surveyed and estimated from winter, 1998 to spring, 1999 after the operation of MMSTP. The treatment rates of MMSTP were shown to be about 49% in COD, 76% in TSS, 79% in VSS, 3% in T-N, 7% in DIP, 29% In T-P and -32% in DIN. The change rates of pollution loads flowing into the inner harbour of Mokpo due to the operation of MMSTP were shown to be about 56% in COD, 78% in TSS, 84% in VSS, 45% in DIN, 22% in T-N, 34% in T-P and -14% in DIP The contribution rates of MMSTP operation to the reduction of total pollution loads flowing into the entire Mokpo harbour were found to be about 3% in COD, 3% in TSS, 5% in VSS, 1% in DIP, 3% in T-P and -1% in DIN.

Numerical Simulations of Storm Surge/Coastal Flooding at Mokpo Coastal Zone by MIKE21 Model (MIKE 21 모형을 이용한 목포해역 해일/범람모의)

  • The city of Mokpo suffers lowland inundation damages by sea water flooding even without harsh weather like a typhoon, due to the low level urban infrastructure facilities, oceanic environmental changes by constructions of seadike/seawall and sea level rise caused by global warming. This study performs constructing the simulation system which employs the MIKE21 software. And the system is applied to several typhoon- induced surges which had resulted in inundation at Mokpo. Virtual situation of flooding is simulated in case 59 cm of surge height, which had been occurred actually by RUSA(0215), coincides with Approx. H.H.W. Then the water level of 545 cm corresponds to the extreme high water level(544 cm) for 10 year return period after the construction of Geumho seawall. The results show rapid and broad inundation at Inner-Port, requiring additional preparations for flood protections.

Local Citizenry Consciousness Survey of 『Campaign for Shaping Mokpo into Beautiful Seaport』 1. Urban Environment and Citizenry Cultural Consciousness (미항목포가꾸기에 관한 지역시민의식 조사 1. 도시환경과 문화의식)

  • Recently, Namak New Town is under construction adjacent to Mokpo City, and New Great Harbour Bridge between Mokpo City and Koha Island is designed to be built across Inner Harbour of Mokpo. Citizens' concerns about and participations in 「Campaign for Shaping Mokpo into Beautiful Seaport」 are required to make up the sight of Mokpo harbour beautifully. The of 「Master Plan for the Development of Beautiful Mokpo Seaport」 was reviewed. Citizens' levels of consciousness of and participation in 「Campaign for Shaping Mokpo into Beautiful Seaport」 were ascertained through questionnaire surveys of citizenry opinions, and prerequisites and requirements for the success of 「Master Plan for the Development of Beautiful Mokpo Seaport」 were suggested on the basis of the results of questionnaire surveys. As most of citizens are not satisfied with the existing urban environment in Mokpo City, the urban environment and the view of Mokpo are required to be made up according to the natural, social and environmental characteristics of Mokpo and its adjacent Islands in coastal waters. In order to cultivate citizens' basic cultural consciousness and sense of public kindness, cleanliness and orderliness, various educational programs are required to be developed and executed. Only when local government of Mokpo City collects the public opinions and continues to shape Mokpo into international beautiful seaport in the direction of a reflex of public opinion, Mokpo harbour can be made up into international beautiful seaport successfully with citizens' positive participation in citizenry practicable action plan.
