The purposes of this article are to raise the critical issues on both catalogs and cataloging of Korean academic libraries, and to explore the feasible solutions to resolve the issues. To the end the first task is a though examination on both the quality of library catalogs and the work capacity of catalogers, and then it is followed by a careful investigation on the causes of both poor quality of library catalogs and low capacity of cataloging work. Finally suggested is some indigenous solutions to improve the low capacity of cataloging work as well as the poor quality of library catalogs. Discussions on this research are based on both search experiments on library catalogs and field interviews with catalogers of 10 major Korean academic libraries.

This study was for suggesting the test methods in the revision process of the cataloging rules to understand the problem of draft cataloging rules and to apply the new cataloging rules correctly in libraries instead of collecting the opinions by the traditional seminar and conference in the process of revising KCR, KCR2, KCR3, KCR4. For this study, the literature review and the case study were used as the research methods. The case study was based on the US RDA Test by US RDA Test Coordinating Committee. The evaluation areas of the test were cataloging rules, record creation and system development by reflecting the new cataloging rules, user, and cost. The data for the analysis was the creation of bibliographic records and authority records by librarians, and the question investigations that were the use of institutions, librarians, and users. This study would contribute to revise the cataloging rules in future by analyzing the errors of applying new rules to bibliographic record and by investigating the difficulties of applying rules in completing the bibliographic record. Also, the libraries could be easy to decide to implement the new rules from the creation time of bibliographic record by new rules and the learning curve of new rules.

The purpose of this study is to suggest a reform after detecting out issues and problems associated with the KCR 4th ed.(draft). KCR(Korean Cataloguing Rules) is representative cataloguing rules in Korea, the 4th ed.(draft) of which was prepared by Cataloguing Committee(department of KLA) in 2001. As a result of this study, a lot of problem which are glossary, context, inconsistency of the contents, rules applied to card catalog, and others, were found out. Thus, substantial improvements were able to be suggested.

독일 연방작물보호법(PflSchG-Gesetz zum Schutz der Kulturpflanzen, 1986.9. 15 제정)은 식물강화제(한국의 친환경유기농자재와 동일)에 대한 정의를 3가지로 대별하여 명시하고 연방농림생물학청(BBA)에 신고를 의무화하도록 개정(1998.7. 27)하여 법률적인 근거를 마련하였다. 정부조직 개편으로 인하여 2002년 11월 1일부터 연방소비자보호 및 식품안전청(BVL)에서 유기농자재 등록 허가 업무를 주관하고 있다. 식물강화제는 작물보호법에 의하여 허가되는 농약, 생장촉진제, 작물보조제 및 비료관리법(Dungemittelgesetz)에 의한 식물영양제, 식물보조제, 작물재배 배양토 및 토양개량제 등과는 차별화하여 명시하고 있다. 식물강화제는 독일 작물보호법(PflSchG-Gesetz zum Schutz der Kulturpflanzen; Plant Protection Act) 제1장 제2조 10항에 의거하여 (1)유해생물에 대한 저항력을 높여주는 물질, (2)비기생성 피해에 대하여 식물을 보호해 주는 물질, (3)재배작물 이외의 잘려진 관상식물에 사용되는 물질로 정의하고 있다. 이러한 법률적 정의의 요지는 인간과 동물의 건강 및 자연계에 해로운 영향이 없으면서 식물체에 유해한 생물에 대하여 저항성만을 높여주는 물질을 말하며, 기상 및 환경공해 등에 의한 장해도 유해생물에 의한 것과 동일하게 간주되며 이에 대한 저항성을 높여 주는 물질도 포함시키고 있다. 식물강화제는 원칙적으로 유해생물 방제에 직접적으로 작용시키기 위한 이용목적으로 사용할 수 없으며, 단지 작물의 저항성을 높이는 경우에 한하여야 사용된다. 식물강화제의 등록 허가신청은 생산자, 판매업자 또는 수입업자가 연방소비자보호 및 식품안전청(BVL)에 신청하여야 한다. 이렇게 신청된 식물강화제는 작물보호법 제2조에 의거하여 이루어진다. 연방소비자보호 및 식품안전청의 작물보호제의 관리부서는 특별한 문제가 없는 한 4개월 이내에 등록을 허가하고 목록을 홈페이지에 목록을 공시한다. 목록공시는 통상적으로 매월 초순에 1회 게시된다. 허가 등록 절차는 맨처음 서류가 접수되면 구비서류가 완전한지 여부를 검토하여 신청서류에 문제가 없으면 4부를 복사하여 연방소비자보호 및 식품안전청(BVL, Federal Office of Consumer Protection and Food Safety), 환경청(UBA, Federal Environment Agency), 연방농림생물학청(BBA, Federal Biogical Research Centre for Agriculture and Forestry) 및 위해성평가연구소(BfR, Fedral Institute for Risk Assessment)에 우편으로 해당부서에 발송한다. 4개 기관이 검토한 내용이 서로 상이한 판단을 하였을 경우 연방소비자보호 및 식품안전청은 등록 허가결정을 하기 전에 "전문가위원회"를 개최하여 의견을 청취한다. 전문위원회는 연방농림생물청, 환경부, 위해성평가연구소 연구원 등 작물, 독성 및 환경보호 전문가 25인으로 구성되어있다. 연방소비자보호 및 식품안전청의 작물보호 제2부서(식물강화제 검토부서)는 전문위원과 검토기관의 의견을 종합하여 자체적으로 등록 허가 여부를 결정하여 제품 신청자에게 결정 내용을 통보함으로서 등록절차가 마무리 된다. 독일의 식물강화제, 즉 유기농자재는 국가에서 허가한 제품에 한하여 유기농업연구소(FiBL)에서 허용목록 책자를 만들어 유기농업단체 제공하면 단체에 따라 사용가능 유기농자재 제품을 다시 선별하여 회원에게 알려준다. 2009년 11월 30일 현재 독일의 연방소비자보호 및 식품안전청(BVL)에서 허가 공시한 식물강화제는 490개 제품에 이르고 있다.

The purpose of this paper is to investigate the three aspects of the construction and common use of old document DB in the foreign countries: i) the processing of old documents, ii) the problem and improvement of DB systems of old documents. and iii) the common use of old document DB. Results from this research are as follows: The National Library of Korea(NLK) copied old documents in the foreign countries from 1982 to 2006 and published the brief catalog. The Reogang Publishing company issued four volumes catalogs of old document in Japan. The National Research Institute of Cultural Heritage(NRICH) investigated old books and published some catalogs of several organizations in Japan. America. France. and all. The National Institute of Korean History(NIKH) investigated old archives and published some catalogs of several organizations in Japan. The characteristics of the Korean Old and Rare Collection Information System(KORCIS) of the NLK, the Old Books Cultural Heritage in Overseas System of the NRICH. and the Korea History DB System and MF Catalog/ Image System of NIKH were described in the DB systems of old documents, the problems of DB systems were checked over and some alternatives were suggested. In the common use of old document DB, KORMARC format and description rules(draft) for archives should be revised to adopt a new standard such as KS editions. and all the institutes involved should thoroughly follow the standards. when creating bibliographic records and digitizing texts. It is necessary to educate and train the specialists of old documents. A government organization should be established to supervise all the procedures of developing technology for sharing digitized resources. using contents. and cooperating with the related internationl organizations and institutes.

서울출판인포럼은 지난 10일 서울 조선호텔에서 가진 조찬모임에 이해찬 교육부 장관을 초청, '교육과 출판' 을 둘러싼 광범위한 의견을 나눴다. 이장관은 교육부가 초.중.고 권장도서목록을 올해 안에 선정할 수 있도록 30명으로 이뤄진 '새로운공동체추진위원회'(가칭)를 이달 25일까지 발족시키고, 이를 강력히 실천할 수 있도록 지역단위의 '새교육공동체 시민모임'의 정착에 간접지원하겠으며, 독서가 학교 교과과정의 한 형태로 자리잡을 수 있도록 제도화하겠다고 밝혔다. 교육의 입장에서 바라본 이장관의 독서와 출판에 대한 시각과 함께 출판인과 나눈 대화 내용을 정리해 싣는다.

This paper reviews international practices of naming undersea features, centered on SCUFN (Sub-Committee on Undersea Feature Names), and draws some implications for the newly announced undersea feature names in East Sea. Even though the history of the activities of naming undersea features in Korea is not long, recent years have witnessed considerable progress in finding and naming undersea features. In view of the guidelines for naming undersea features by SCUFN, it is evaluated that most of these names have been appropriately selected. But more justification should be made for specific terms using historical persons, symbolic term, and for two names proposed for those already listed in the Gazetteer. For further works on naming undersea features, three steps are suggested: first, conducting surveys and accumulating data on undersea features, second, naming and announcing newly found features and publicizing them, and third, making attempts to achieve international standardization of domestically announced names.

This research purpose to improve the qualification items for electronic commerce manager. Former qualification system for the electronic commerce manager was executed 11 times from year 2000 to 2005. To improve the standard for test questions and contents of qualification items, we reviewed literatures about job analysis for electronic commerce manager, electronic commerce curriculum, e-Business market and other countries' similar qualification systems and items. We also analysed the job related knowledge, skill, and abilities using job analysis by DACUM method, subject matter experts interview and workshop committee for development and validation of qualification items. Based on the results of job analysis and DACUM workshop, we derived a job model for electronic commerce manager and then validated it through field survey and additional expert review. Finally we developed and suggested an alternated qualification items using matrix analysis between categorized job knowledge and job tasks.

In accordance with the recent expansion of collection operation of independent publications through public libraries, this study conducted a status analysis on independent publications collection in public libraries and in-depth interviews with staff in charge of independent publications in order to suggest ways to effectively manage independent publications. As a result, it was deduced that the measures needed for effective management of independent publications are construction of joint cataloging system for building and sharing independent publications catalog in public libraries; platform for collecting various information of independent publications; support for ISBN, ISSN, CIP issuance of independent publications; and improvement of distribution system.
