동력자원부는 전력안정대책의 일환으로 전기소비절약 모범사례의 발급보급을 위하여 정부 각부처 및 정부투자기관, 전기 다소비업체 등으로 부터 접수된 절전 모범사례중 우수사례를 심사, 우수작 15편을 선정하고 제안자에게 장관 표창을 수여했다. 아울러, 우수작의 모범사례를 통해 우리 전기기술자들에게 도움이 되었으면 하고 15편의 모범사례를 소개하고자 한다.

The best practices of energy efficiency were selected by reviewing cases collected from the results of IEA research and prior studies, and then by evaluating the correspondence of each case for four attributes including economic performance, synergy, political adjustment, and marketability. The selected best practices included 36 cases in 6 fields such as governance, finance, utility, home, transportation, and industry/small and medium-sized businesses. The reduction of energy costs has brought countries implementing best practices of energy efficiency a variety of benefits, including higher rate of return, the reduction of incidental expenses, the increase of productivity, and the improvement of accessibility to energy. To have similar effects, other countries need to adjust these best practices before applying to their situations.

최근 해외시장에서는 Single Point Responsibility 개념의 선호와 프로세스사업관리능력의 중요성으로 건설사업관리 (Construction Management: 이하 CM)방식이 프로젝트 조달의 중요한 방안으로 사용되며 국내에서도 최근 CM 발주량의 획기적인 증가추세로 사업수행능력 향상을 위한 도구 개발이 절실하다. 가장 유용한 도구로는 국내${\cdot}$외 CM 수행사례 분석을 통해 이에 저해되는 요인과 모범사례 등을 파악하여 산업계로 하여금 체계적 점검과 벤치마킹을 통해 수행능력을 제고할 수 있는 핵심성공요인과 Best Practice의 보급 발간이다. 따라서 본 논문은 최근 감사원에 의해 모범선행사례로 선정된 무주 하천 1,2급 수해복구 건설사업관리 용역에 대한 CM성과를 분석하여 핵심성공요인과 Best Practice를 제공하는 것을 주요 목표로 한다. 본 CM용역에서는 무엇보다도 무주군내 수해복구공사에 CM 사업방식을 도입한 것은 현명하고 진취적이며 시기 적절한 일이라고 판단되며 이러한 선도적 기자체의 의욕적인 시도가 지방에서 수행되는 공공공사의 수준을 한 차원 높이는 계기가 됨은 물론 항구적인 복구공사기법의 하나로 정착하기를 기대한다. 또한 산업계는 CM관련 중심기관을 통하여 이러한 모범사례의 연속적인 분석과 보급을 통해 산업계 전반적인 CM수준을, 제고하여 국내외 CM확대 적용의 기반을 조속히 조성할 수 있기를 바란다.

개인정보 유출 및 소비자 피해를 최소화 할 수 있는 민간 자율적인 인터넷 모범 상점 인증제도가 시행됨에 따라, 비대면 거래로 인한 소비자의 개인정보 유출 등의 우려가 해소될 것으로 보여 국내 전자상거래 산업의 급성장이 가시화되고 있다.

In this paper, we present a vision-based human primitive motion recognition method. It models the reference motion patterns, recognizes a user's motion, and measures the similarity between the reference action and the user's one. In order to recognize a motion, we provide a pattern modeling method based on the Hidden Markov Models. In addition, we provide a similarity measurement method between the reference motion and the user's one using the editing distance algorithm. Experimental results show that the recognition rate of ours is above 93%. Our method can be used in the motion recognizable games, the motion recognizable postures, and the rehabilitation training systems.
