산업의 발달과 자연환경의 급속한 변화로 재난은 어떠한 모습으로 우리곁에 나타날지 모릅니다. 아무도 예상하지 못했던 코로나19는 전 세계 모든 사람들의 삶을 바꿔놓았습니다. 우리나라는 저출산과 의학의 발달로 인해 급속도로 고령화 사회로 접어들고있고 재난상황에서 이동이 취약한 노인의 재난안전 매뉴얼 및 안전교육에 대한 요구가 높아지고있습니다. 이를 위해 노인의 취약성 분석, 기존 매뉴얼 분석이 필요합니다. 재난은 예방을 통해 발생했을 때 대응할 수 있는 능력을 갖추어야하고 사전에 반복학습을 통해 대응능력을 키우는 것이 가장 중요합니다. 재난은 누구나 처음격게 되면 대처능력이 부족합니다. 철저한 대비만이 재난을 국복할 수 있습니다. 이동이 취약한 노인의 경우 재난 대피 상황에서 몸에 익힌 대응눙력만이 자신의 생명을 구할 수있습니다. 재난 안전매뉴얼에 대한 포괄적인 재난안전 분석을 적용, 현실가능하게 하는 다양한 연구가 필요합니다.

This study is to organize the manual for the safety accidents in campsite. For this, analyzing the types of safety accidents and reviewing the regulations of campsite. Through theoretical considerations, the problem was diagnosed and the elements of improvement were presented. Eventually, part of the Responsive and Preventative Behavior manuals were developed to organize 'Preparation Behavior Manual'. Especially, examples of safety accident prevention behavior manual were divided into: 1st, suffocation, 2nd, traffic accident, 3rd, fire, 4th, and electrical accident. "S.A.F.E.", An example, was created with the accident specific initials that were more frequently caused. Furthermore, it was emphasized that it is necessary to process of understood by the user. Subsequent studies recommended the study of cases, improvement of safety management indicators, and the specialization of campground manager and safety guard.

Many kinds of ritual manual books for the four ceremonies (coming-of-age, wedding, funeral, and ancestral rites) were published and transcribed during the Japanese Colonial Period. The ritual manuals are classified by 5 different types: 'ritual standards', 'ritual books for the four ceremonies', 'ritual books for the written prayers', 'religious ceremonial books', and 'general manners books'. All of them contributed much to the formation of folk rituals and religions, even though the purpose and contents of each book were different. The ritual manuals were not intellectual results of elites, but rather compilations of pre-modern ritual books and contemporary manners. These were widely spread among the people with the help of modern printing techniques. The ritual manuals aimed at common readers who wanted to look for ritual references easily. They were not just made for the special upper class. We can understand the contexts and characteristics of folk ritual and religion of the $20^{th}$ century by comprehending the ritual manuals of the Japanese Colonial Rule.

우리나라는 최근 COVID-19 감염병 재난에 대한 체계적이고 성공적인 방역과 대응으로 국제적인 주목과 인정을 받고 있으며, 세계 10위 수준의 국가 경제 발전과 재난관리 중요성의 인식 향상에 따라 수준 높은 국가 재난관리 체계에 대한 국민적 관심과 요구가 높아지고 있다. 2004년 국가 위기관리 기본지침의 제정과 함께 국가 위기관리 표준 매뉴얼이 수립된 이래로 국가 위기관리 체계에서 위기관리 매뉴얼은 중추적인 역할을 담당하고 있다. 하지만 4차시대 혁명시대 ICT 기술 및 재난정보들이 융합된 재난 대응 환경에서 책자와 파일 위주의 정적 문서 포맷과 비구조적인 내용구성으로 주요정보 간 연계·활용성이 낮은 현재 매뉴얼 체계는 실제 재난상황에서 KEY 역할을 수행하기에는 여러 측면에서 한계가 뚜렷하다. 본 논문에서는 국가 위기관리 매뉴얼 체계 개선의 초석을 마련하는 단계로써 표준 매뉴얼에 대한 구성요소를 분석하고 기관 간 협업관계를 분석하였다.

This paper is designed to report the results of response manual development in relation to the freeway Incident Management System(FIMS) development as part of Intelligent Transportation Systems Research and Development program. The central core of the FIMS is an integration of the component parts and the modular, but integrated system for freeway management. The whole approach has been component-orientated, with a secondary emphasis being placed on the traffic characteristics at the sites. The first task taken during the process was the selection of the required actions for each step within the Incident Management System. After through review and analysis of existing incident response procedures and manuals, the incident response manual led to the utilization of different technologies and actions in relation to the specific needs and character of the incidents. FIMS also provides Integrated Incident Management according to the verified incident information provided by the each components The deployment of containment and mitigation strategies for incidents will be automatic or manual depending on the configuration of the system. It is anticipated that, over a period of time, operators will be able to response the incident using integrated and organized Procedures and action items.

국토교통부는 세월호 사고 이후 정부 차원에서 집중적으로 재난안전을 최소화 하기 위한 방안으로 재난안전 혁신대책을 마련하고 분야별로 초기대응에 꼭 필요한 내용만 핵심적으로 담은 초동조치 매뉴얼을 발표했다. 이 중 하나로 해외 건설현장에서 발생할 수 있는 테러나 피습, 자연재해, 전염병 등 재난에 대해 해외 건설현장 및 건설사, 해외건설 관련 유관기관 및 정부에서 조치해야 하는 4단계 대처 사항을 책자로 만들어 배포했다. 본지는 해외에 시공현장이 있는 회원사에게 도움이 될 수 있도록 초동조치 매뉴얼을 연재한다.

전자매뉴얼은 기존의 기술 문서를 전자 문서화 한 것으로 멀티미디어 콘텐츠의 활용도가 높은 분야 중 하나이다. 전자매뉴얼은 3D 콘텐츠를 포함할 가능성이 매우 높으며 이 때 직관적이고 정교한 3D 조작 인터페이스가 요구된다. 또한 그런 3D 인터페이스에서의 조작 정보 역시 적절하게 저장하고 재생하는 방법이 존재한다면 조작 정보의 재사용을 통한 복수의 사용자간의 정보 교환을 가능하게 할 수 있다. 본 논문에서는 사용자 중심의 직관적인 3D 사용자 인터페이스와 조작의 기록과 재생을 가능하게 하는 Process Annotation 기법이 적용된 전자매뉴얼의 3D 콘텐츠를 제안하고, 실제 프로토타입으로 구현하였다.

More than 70 percent of the Korean territory consists of mountain area so development of mountain district is essential to urbanize continuously. Thus, technological developments for risk factors and standards and manuals must be needed to prevent mountain disaster. Risk Management Manual should be made and operated in government legislation related to national disaster, but there is still no Emergency Management Standard Manual and Emergency Response-Practical Manual to prevent mountain disaster. This study suggests the improvement plans that are legislated but not established cleary in the field of disaster in urban area. The main items are like as 1) adaptable standard and practical manual to prevent mountain disaster in urban area, 2) reinforcement between managing department and interagency vertically and horizontally in central and local government organization, 3) Personal SOP (Standard Operating Procedure) not EOP (Emergency Operation Plan), 4) considering 13 items selected by Ministry of Public Safety and Security, 5) schematization with personal action plan, 6) check list to do in the event of mountain disaster, and 7) regular practice per quarter.
