Revitalization of Old Time Comics: Case Study on the Remake Policy Managed by KOMACON (만화산업의 발전과 진흥 사례연구: 한국만화영상진흥원의 리메이크 정책을 중심으로)

  • Since the mid 1990s, Korea has recognized the importance of content industry and has carried out several support policies. Especially, the support system for the comic industry has been systematically organized, and organizations for this area have tried to extend the type of support programs and objects as well. One of the remarkable changes made by these support programs is to encourage the remaking of old comics, which mostly are published comics in 1970s and 1980s, into the new format, the webtoon. Some of revitalized old comics are open to public through several portal web sites, and people can reach them easily by free. This research is to consider support programs run by policy organizations that are managed in the regional level. This research mainly deals with the type of support programs for the remade old comics and, at the same time, considers the meanings of this support programs for the Korean comic industry.

  • The article concerns the cultural diversity as a policy value for the cultural industry policy in Korea. in the evolution of the cultural industry policy since the end of the 1990s, the primary values of the public policy has focused on the establishment of the cultural identity and the improvement of the competitiveness of the cultural industries. It Is likely that cultural diversify has been considered as a defensive value against the cultural globalization. Meanwhile, as the UNESCO indicates, the improvement of the cultural diversify should be established as a key policy value in terms of the cultural rights, cultural welfare and social inclusion. In this respect, the article analyzes the policy values of the cultural industry policy in terms of the cultural diversity. In addition, the policy alternatives for the improvement of the cultural diversity will be recommended. In particular, the article studies the case on the comic industry policy.

  • This treatise is to study what kind of information marketing efforts each local autonomous entity makes to satisfy the inhabitants' right to know, followed by the abolition of Government Information Agency. Therefore I collected the efficient policy information methods and the data informing publicly policies by utilizing cartoons in each local autonomous entity. I intend to do the research focused on the information activity of local autonomous entities to secure the favor and trust by persuading the Information object of the policies based upon these data.

Cartoonists' Awareness of the Comic Industries Cluster (만화클러스터에 대한 만화창작인력의 인식 연구)

  • This article is aimed at evaluating the comic industries cluster in the cartoonists' perspective in terms of benefits, innovation milieu and loyalty. This article surveyed the 105 cartoonists in the Bucheon comic industries cluster, which has been established since 1998. As a result of analysis, cartoonists evaluated the comic industries cluster in term of facilities, knowledge and information, and social relationship in the positive way. However, the business network with the comic companies, the other contents industries is not established. The communication and collaboration between the cartoonists and local communities is not active in the Bucheon comic industries cluster. In addition, while comic industries cluster is effective in terms of city branding, the comic industries cluster is not effective in terms of economic impacts. In general, cartoonists' loyalty to the comic industries cluster is highly evaluated. The five factors such as knowledge, policy, urban regeneration, facilities are very significant in terms of the cartoonists' loyalty. This article concludes with a discussion of the sustainable strategies of the comic industries cluster in the context of creative city through comic resources.

  • It is expected that interests and supports for 'the creative economy' will increase considerably since the establishment of the Park Geun Hye Administration. According to a report with respect to its cultural policy handed in by the Minister of Culture to the president on March 28, 2013, the administration will set up a basic plan of establishing regional fusion-typed laboratories including such genres as story telling, animations, games, cartoons, performances, etc. in May this year, and opening contents Korea laboratories across the country by the first quarter in 2014 as part of its core task. Furthermore, it will focus on implementing such policies for training professional manpower as creative mentoring programs, expansion of education for field employees and expansion of a creative education for young students, including a plan to train 1,000 creative contents talents by 2017 as described in the report. Since the Comics Promotional Law took effect in August 2012, the Korea Culture and Content Agency and the Comics Industry have been establishing the third plan for medium and long term development of the comics industry together. One of the most important policy is about training professional manpower. "Joint Business with Creative Talents," in which the amount of 4.5 billion won was invested, has already been implemented, and "Support Business for Field Employees of Comics Creating Enterprises," in which the amount of 0.6 billion won was invested, has been performed so far through the Korea Comics Contents Agency upon the request of the Comics Industry. The government's plan to train professional manpower is interlocked with its foundation and employment policies, and thus, this will be a good opportunity for colleges and universities that have comics related majors, especially for those that need proper measures for bring their graduates a chance to get a job. Accordingly, it seems that if the government develops more aggressive policies, reflects this on the third medium and long term development plan of the comics industry, and then organizes policy and study meetings led by the learned societies to implement this, it will be able to generate a significant synergy effect. This Article will concentrate on first examining the flow and patterns of the policy to train special manpower by the comics industry, the Ministry of Culture and related institutions since the establishment of the Comics Promotional Law, analyzing some problems in the first and second medium and long term development plan of the comics industry to be implemented from 2003 through 2013 and the third medium and long term development plan to be announced in June 2013 to train professional manpower, and then suggesting an effective direction and some alternatives to train professional manpower in universities in a medium and long term way.

  • The article concerns the public policy for the development of the arts educator in the field of the comic and animation education. The comic and animation education programs are focused on the promotion of the creativity and communication skills of the student in terms of the arts education. The article seeks to examine the case on the support program for the comic and animation educators, which has been managed by Korea Arts & Culture Education Service(KACES) since 2005. The forty two educators were surveyed. As a result, the support program of the KACES has an effect on the educator's recognition of the comic and animation education in the positive way. The most of the educators suggest that the support program should try to develop the comic and animation educator job as a special work with the full time job. In this repect, the article recommend the policy alternatives such as the promotion of the education program R & D, the knowledge and information system, training system and the establishment of the governance system.

  • The purpose of this study is to enhance the competitiveness of the city through utilize of cultural content in region. To achieve the purpose, the study empirically analyzed the regional comic governance. The analysis is assessed through survey measurements of the level of cognition of citizens (n=493) in Bucheon city. According to the conceptual framework, the study measures value of comics, comic city policy, cartoonists activity, and utilize effect of the comic & support. Also, we analyzed the significant differences of cognition by respondent characteristics. Lastly, this study used structural equation modeling (SEM) to test the relationships between value of comics and utilize effect of the comic & support.

  • There is a growing movement of cartoon and animation circles to legislate the cartoon promotion act. It is anticipated that a wind of change will blow through the cartoon circle as private organizations are planned to established and a budget over 20 billion won is allocated. Although it is very encouraging for colleges who perform a substantial role in introducing new authors, a full internal discussion on the cartoon promotion act is still at a fledgling stage. Currently, the college restructuring craze is sweeping the country and cartoon animation education program can not be an exception. Especially, the irony of helping graduates who desire to be authors find jobs and expressing it as a statistical figure is too burdensome and worn out to regard it as an indiscretion of government. This study aims to examine the problems of cartoon animation college programs in South Korea by focusing on graduates' job-finding and career planning and to propose solutions through the legislation of cartoon promotion act.

  • Chinese cartoon industry lately was able to see a rapid development which changed cartoon creative personnel associated with increased production technology development, new technologies, government support policy and a variety of environments. It was likely to have high expectations for changes in the policy environment of the country supported the comic creators and authors to develop its own comic industry. The State Administration of Press, Publication, Radio, Film and Television of China promoted the production for the development of Chinese animation with "domestic little video about the development of the animation industry's opinion", and "documents Documents". Animation industrial base and animation education was established in institutions such as the organization one after another. In the meantime, the spread of Japanese comics picture on the creative activation admitted but their comic creation and activation was slump. Now, in the new media industry for the development of China's neighboring countries coped with climate change for the active exchange of information. It poured out ceaseless technical development and a range of policies to support business expansion. New China Cartoon was leaped to re-fit the industry.
