최근 만화책에 대한 관심이 높아지면서 만화의 위상이 한껏 높아지고 있다. 이제 만화는 더이상 하류 문화가 아닌, 문화산업의 중심으로 더 오르고 있다. 그러나 정작 만화에 대해서는 아는 바가 많지 않다. 만화가 가진 장점은 무엇이고, 또 큰 인기를 얻을 수 있는 비결은 무엇일까, 국내 만화산업 발전과정을 알아보고, 만화책이 만들어지는 과정을 살벼봤다.

Underground comics is a trend of comics started by reflecting hippie culture in the 1960's. It reflects hippie culture proclaiming return to nature and denying war with no humanity and social systems of material civilization expresses anti-culture in a radical and humorous way. Robert Crumb adds the features of hippie culture to comics aggressively with issuing comic book, series. Especially received great response from hippie. It became the chance for underground comics to improve further. includes works like 'Whiteman' expressing the hidden desire of conservative middle class or 'Keep on truckin' describing youths in hippie culture as characters lording it over somebody, strutting confidently across various landscape. The Comic was published and distributed independently and character-driven comic that reflected the variety of hippie culture. The Comic represented the characteristics of the underground comics very well. Winding lines and points, a strong contrast, were used for excellent graphical effect. These comics escaped from heroic comics of the era and played great roles in opening an era of underground comics which express satires of social culture more freely.

In recent years, the reader of comics get a chance to contact as well as korean comics, and foreign comics has increased to visibly. There was a relatively important progress also on international scale for mutual exchanges, but a variety of ways for the exposure of foreign comics can't help the reader to read easily the foreign comics. Socio-cultural differences also affects the choice of material, but it affects the format more fundamental. Format differences appear most, can be seen in the difference in narrative approach and medium (the book or the digital screen). This Article deals with two different comics, French and Korean comics. French comic is understood as other forms of literature, but the Korean is considered as a multi-media medium. This difference begins with cultural differences dealing with comics. It is also because the nature of the comics called hinge between the multi-media culture and culture of the books. This study will focus on the differences between the French comics which defend the value of the book and Korean Webtoons which suggest a new way in the digital environment. Through their differences, we can recognize the power of comics and can also predict its development in different medium.

누구나 만화를 좋아하지만 선뜻 만화를 권하는 이는 드물다. 만화를 겨냥한 잣대는 엄격하고, 부정적인 폐해만을 염려하기 때문이다. 최근 들어 만화의 문화적 의미는 뚜렷하게 부각되고 있거니와, 출판과 대중문화의 어엿한 장르로, 새로운 부가가치산업으로 자리매김되고 있다. 이제 만화에서 펼쳐지는 새로운 세계에 안심하고 뛰어들어도 좋을 듯하다. 만화평론 활동을 하고 있는 8인이 '좋은 만화' 5종씩 추천했다. 그 가운데 이두호의 "임꺽정"은 5인에게 추천돼, 가장 좋은 평가를 받았다. 우리 역사를 다룬 시대물이면서, 묵선을 응용한 필치와 아름다운 우리말 사용이 장점으로 꼽혔다. 또 시사만화가 박재동의 "목 긴 사나이"도 4인에게 동시 추천을 받았다. 날카로운 풍자와 애정어린 시선으로 바라본 삶이 잘 녹아 있다는 평. 추천한 만화 가운데 일본 작품도 5종이나 돼 만화대국으로서 면모를 과시했다. 유일하게 유럽만화로 꼽힌 "쥐"는 퓰리처상을 수상한 작품으로 우리 출판계에 드문 유럽만화의 또다른 시장 가능성을 열어보인다.

만화는 남녀노소 누구나 즐길 수 있는 매체다. 한 컷의 만화를 통해서도 세상의 많은 의미를 해학적으로 혹은 독설적으로 표출할 수 있는 것이 만화가 갖는 큰 매력이다. 만화가 단순한 그림책이 아닌 시대를 반영하는 문화의 장르로 구분되는 연유도 여기에 있다. 최근에는 문자만 가득한 일반 광고물에 만화나 캐릭터 등을 가미시킨 독특한 광고들이 제작되는 등 광고 분야에도 만화가 활용되고 있다.

The article concerns the cultural diversity as a policy value for the cultural industry policy in Korea. in the evolution of the cultural industry policy since the end of the 1990s, the primary values of the public policy has focused on the establishment of the cultural identity and the improvement of the competitiveness of the cultural industries. It Is likely that cultural diversify has been considered as a defensive value against the cultural globalization. Meanwhile, as the UNESCO indicates, the improvement of the cultural diversify should be established as a key policy value in terms of the cultural rights, cultural welfare and social inclusion. In this respect, the article analyzes the policy values of the cultural industry policy in terms of the cultural diversity. In addition, the policy alternatives for the improvement of the cultural diversity will be recommended. In particular, the article studies the case on the comic industry policy.

한국만화 100년을 조망하는 대규모 기획전시 '만화-한국만화100년'전이 한국만화100주년 위원회(위원장 박재동.김동하.이동수.이홍우)와 국립현대미술관(관장 배순훈) 공동 주최로 국립현대미술관에서 오는 8월 23일까지 개최된다. 이번 전시는 굴곡진 한국 근 현대사와 함께 한 '한국만화 100년의 역사', 풍성한 문화콘텐츠로 발전을 거듭해온 '장르만화', 만화의 예술적 가능성을 살펴본 '크로스오버-미술과 만화의 경계 너머' 등 세 구역으로 나뉘어 진행된다. 또한 한국만화의 각 시대를 대표하는 250여명의 작품 1500여점, 만화적 감성과 상상력으로 작업하는 현대미술작품 60여점이 전시되고 있다.

The article concerns the public policy for the development of the arts educator in the field of the comic and animation education. The comic and animation education programs are focused on the promotion of the creativity and communication skills of the student in terms of the arts education. The article seeks to examine the case on the support program for the comic and animation educators, which has been managed by Korea Arts & Culture Education Service(KACES) since 2005. The forty two educators were surveyed. As a result, the support program of the KACES has an effect on the educator's recognition of the comic and animation education in the positive way. The most of the educators suggest that the support program should try to develop the comic and animation educator job as a special work with the full time job. In this repect, the article recommend the policy alternatives such as the promotion of the education program R & D, the knowledge and information system, training system and the establishment of the governance system.

'95 서울국제만화페스티벌(SICAF 95)이 한국종합전시장(KOEX)에서 열렸다. 문화체육부와 한국방송공사가 공동주최하고 대한출판문화협회 등의 후원으로 열린 이번 페스티벌(8.11-8.16)에는 국내외 만화 1천여 점과 세계의 각종 페스티벌에서 수상한 우수 애니메이션 작품 1백여 점이 출품.상영됐다. 우리 역사상 최대의 만화잔치인 이 행사에는 개장 첫날부터 많은 인파가 운집하여 1조원에 달하는 우리 만화시장의 규모와 성장 잠재력을 실감케 했다. 이번 페스티벌에 참가한 국내외 작품 가운데 몇점을 소개한다.
