The policy issues for the apartment remodeling projects (공동주택 리모델링 정책의 현황과 개선방향)

  • Building remodeling concept includes maintenance & repair and renovation. We have long-term repair plan and special repair fund system for the apartment maintenance & repair, but they do not operate well. And laws and ordinances are being revised in relation with renovation. However, more policy improvement and assistance are needed in order to activate the apartment remodeling project. Especially preferential loan and tax reduction policy and deregulation of building provisions are the main tasks for the apartment remodeling.

  • Most old apartment housing have been replaced with new ones by means of the reconstruction. But with the change of the construction environment, remodeling is introduced as a new alternative for the replacement. Remodeling is expected to reduce national loss owing to the early reconstruction of old apartments resulted from economical and functional deterioration. But there still remains a lot of problems to be first solved for Remodeling. One of those is to figure out how to perform an economic feasibility analysis effectively. The researches of remodeling done under the rally stage are not sufficient in economic feasibility for apartment housing. Therefore, this paper suggests an effective method for the economic evaluation of remodeling projects focusing on a rental high-rise apartment.

  • As people pays more attention to remodeling as a method to effectively improve, maintain, and manage building properties, it is important to ensure the economic feasibility of remodeling compared to reconstruction, instead of focusing on systematic regulations. In order to identify core technologies, the study set criteria to survey cost of a remodeling project by analyzing current status of remodeling projects. Based on the criteria, the study calculated average construction cost for five remodeling projects that were conducted recently, compared the cost with new construction projects, and examined major level works that are essential in a remodeling project. Based on the major level works, the study conducted interviews with construction experts to draw core technologies in design, structure and construction of a remodeling project.

  • Medical institutions remodel existing hospital buildings rather than construct buildings to satisfy patient satisfaction and enhance competitiveness with other medical institutions. Medical institution remodeling is gradually increasing due to enhanced laws and systems to improve the quality of medical services and the level of patient safety. However, prior studies were discussed only within a limited range, including architectural elements, about medical institution remodeling. Therefore, this study aims to provide basic data to medical institutions planning future remodeling by examining the legal issues of medical institution remodeling in various ways. Medical institution remodeling extends the construction period due to restrictions on construction conditions, and causes damage such as noise and dust to patients. So it is necessary to prevent damage to patients in advance and to support appropriate remodeling of medical institutions. Therefore, it is necessary to prepare an Act on promotion of and support for remodeling of medical institutions. In addition, medical institutions should prepare a checklist for voluntary compliance with construction standards, preventive measures and post-improvement measures, and measures for infection and radiation exposure in hospitals.

  • There is a growing interest and need for adaptive reuse and remodeling as a method for sustainable urban regeneration and residential improvement. The purpose of this study was to suggest implications for the remodeling of detached house for adaptive reuse in Korea. To this end, a theoretical review and case analysis was conducted on the remodeling in 'Gupo-Saetulmaul' and 'Haeridan-gil' in Busan City. The implications through the study are as follows. (1) Programs for residents participation and sustainable management of buildings are needed. (2) Coexist between residential and commercial use is needed. (3) A guideline for planning and designing street and building remodeling is needed at the level of the entire detached housing site.

  • Recently, the environmental sustainability has showed up one of the important considerations in the construction industry. However, the effective evaluation method for the decision-making on either reconstruction or remodeling of a project has not been developed so far. This paper presents an integrated evaluation model considering both environment and economic factors of a building project for which the decision making on either remodeling or reconstruction is needed. In order to develop the model, the characteristics of both types of projects were investigated and analyzed through the related literature review, and then appropriate evaluation criteria and analysis methodology to be used in the model were developed.

  • The number of military facilities has been rapidly increased due to growing requirement of modernization and military welfare. However, adequate maintenance has not implemented to these facilities. As a result, they are deteriorated quickly and require performance enhancement treatments. There are two ways of performance enhancement, reconstruction and remodeling. Despite the research result that remodeling within the standard remodeling range is more economical, remodeling of military facilities is not considered equivalent to reconstruction as an option of performance improvement. Therefore, derived from the relationship between performance change during life cycle of building and range of remodeling needs, this study tries to propose Remodeling Process Model(RPM) which uses a method to choose remodeling in a Specific Point of Time(SPT) when remodeling is considered more economical than reconstruction. In addition, this study suggests practical service life and functionality evaluation standard together which require to realize the RPM. This RPM make it possible to avoid the cases that facilities which do not have any problem on structural reliability but have low level of functionality miss appropriate remodeling timing and inevitably choose reconstruction as a performance improvement option. It also present the possibility of simple reconstruction / remodeling decision-making for facility managers who administrate building having various type, compilation and elapsed time. Consequently, this process model focusing on remodeling more may contribute to reduce resource waste caused by reconstruction.

  • Due to the increase of aged housing demolition in preparation for the rapid growth of the market, Eco-friendly remodeling demolition work which can minimize environmental destruction have been studied. However, the owner or contractor to apply for eco-friendly remodeling demolition work does not reflect the characteristics of the site can not have a potential for many variables. In addition, There is no standard which can find effective part and catch a problem by performing eco-friendly remodeling demolition. Therefore, the project owner and construction company executives in the Pre-construction stage to the implementation of eco-friendly remodeling demolition construction by providing a model for the pre-evaluating the project. In this paper, the performance of eco-friendly remodeling of demolitions is proposed for the pre-evaluating model. After the eight items were drawn affecting the performances which are influence to accomplishment of the eco-friendly remodeling demolition, evaluation criteria was suggested for each item. Also By classifying and assessing the evaluation items, It will be able to identify the problems and supplements for eco-friendly remodeling demolition. Through the final evaluation sheet, The works of the appropriacy and supplement will be checked for the eco-friendly remodeling demolition. Finally The preinvestigation model is helpful for making the plan of systematic demolition, futhermore It is contribute to the expansion of the eco-friendly remodeling demolition.
