최근 우리나라는 해양레저산업 육성 및 대중화를 위하여 해양레저 체험행사 및 보트쇼 개최와 함께 해양레저 R&D 기술개발사업, 기업체 지원사업 등 다양한 정책들을 추진하고 있다. 이에 본 연구에서는 국내에서 추진되어온 해양레저산업 육성정책에 대한 검토와 더불어 국내 해양레저기업을 대상으로 하는 설문조사를 토대로 하여 국내 해양레저산업 환경 및 해양레저산업 활성화를 위한 정책적 개선방향을 도출하도록 한다.

본 연구는 세계 해양레저시장 20% 달성을 목표로 하고 있는 해양레저장비산업의 비전 및 핵심과제 달성을 위하여 해양레저선진국의 산업현황 및 해양레저시장의 동향 및 현황을 분석하고 산업의 경쟁력 확보를 위한 방안을 다음과 같이 제시하였다. 첫째, 국내 보급형 레저선박을 개발하여 증가하고 있는 국내 수요에 대응하여야 하며, 둘째, 국내 우수의 IT 기술을 활용한 IT기반 해양레저장비를 개발하여 국외 시장 진출 및 조선기자재 산업으로의 파급이 필요하다. 셋째, 해외시장 개척을 위한 고급형 모델 및 슈퍼요트와 관련된 기술을 개발하여 고부가가치 수요시장을 공략하여야 하고 넷째, 국내 실정에 맞는 마리나 모델을 개발하여 이미지 개선 및 국내 외 경쟁력 확보가 필요하다. 마지막으로 해양레저산업은 수요창출을 위한 공조체제가 반드시 필요하므로 해양레저문화의 발전이 반드시 병행되어야 한다. 해양레저산업은 경제동향 및 트렌드에 민감한 시장으로 관련된 기술개발과 시장을 둘러싼 국가 간 경쟁의 적극적인 대응마련과 단계적 전략 마련에 대한 지속적인 연구가 필요하다.

In this paper, we will introduce the predominant case on the marine leisure business of the overseas. Due to the increased leisure time, national income levels, and increasing the desire for new experience, interest causes increasing demand for recent aviation leisure sport. This leads to the need for a competitive foundation of the expansion of aviation leisure sports market potential. In 2014, the MOLIT(Ministry of Land, Infrastructure and Transport) created definition of sport and recreational aviation industry in the Aviation Act. The most significant change in Aviation Act related to sport and recreational aviation, it allows easier access for those wishing to participate in the joy of flight and also creating a sport and recreational aviation business market expansion. Therefore, in this paper, by analyzing the trend of foreign policy trends and domestic policies that sport and recreational aviation has been enabled, it is trying to present the activation policy proposals of sport and recreational aviation that is suitable for Korea.

The data were collected from the water sports industries, resort owners, equipment manufactures and the associations. The inquiry and data collection were made by visiting the corresponding facilities. Based on these data, the plan for infra construction of water leisure sports were proposed.

국민소득 증대와 주 5일 근무제 시행으로 육상레저관광에서 해양레저관광으로 그 추이가 이동되고 있다. 해양레저를 즐기고자하는 수요는 증가하고 있으나, 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 특히 우리나라 서남해안 해역은 2,000 여개의 다도해가 자연방파제 역할을 하고 있으므로 해양레저 산업을 활성화 시키는데 적합한 천혜의 자연조건을 보유하고 있다. 본 연구에서는 우리나라 해양레저 기반시설의 현황과 문제점을 분석하고, 서남해안 해양레저 산업 활성화에 필요한 친환경 마리나 시설 구축에 관한 자연조건, 해상조건 분석, 다목적용 마리나 시설에 관하여 논한다.

The interest in the marine leisure sports is rapidly growing, due to the increases of the leisure time in the five working day per week and the increases of GNP. The regional governments are trying to attract massive investments into the marine leisure industry through international exhibitions and yacht rallies: However, the domestic demand patterns don't increase in contrast to those advanced countries. Up to now, few studies have been made on the industrial factors for the promotions of the marine leisure sports. In this study, variables affecting the marine leisure sports were analyzed into economical, social factors and so on. The correlations between the environmental variables and the number of the leisure boats per 1,000 persons were analyzed. Lastly, prospective suggestions were made for the developments of the marine leisure sport industries through comparisons of the domestic environmental factors with those of the advanced countries.
