Analysis of the Degraded Performance and Restoration Plan of Lfieline Systems Considering Interdependency in the Post-disaster (라이프라인 시스템 상호의존성을 고려한 기능 저하 평가 및 복구계획 분석)

  • Lifeline service disruptions can have significant impacts on local community in the aftermath natural disaster. Although effective restoration strategies with accurate damage assessment are required, the internal complexity of lifeline networks and their interdependency makes the understanding restoration process of lifeline systems a difficult issue. Additionally, the limitations of previous research relating the influence assessment of lifeline to community disaster resilience, highlight the need for understanding of lifeline networks. Therefore, this paper presents an agent-based model to discover emergent behavior and evaluate the interdependency and resiliency in lifeline networks. This research will provide basic guideline of resource allocation in order to mitigate cascading failures of the post disaster restoration processes.

Robustness Estimation for Power and Water Supply Network : in the Context of Failure Propagation (피해파급에 대한 고찰을 통한 전력 및 상수도 네트워크의 강건성 예측)

  • In the aftermath of an earthquake, seismic-damaged infrastructure systems loss estimation is the first step for the disaster response. However, lifeline systems' ability to supply service can be volatile by external factors such as disturbances of nearby facilities, and not by own physical issue. Thus, this research develops the bayesian model for probabilistic inference on common-cause and cascading failure of seismic-damaged lifeline systems. In addition, the authors present network robustness estimation metrics in the context of failure propagation. In order to quantify the functional loss and observe the effect of the mitigation plan, power and water supply system in Daegu-Gyeongbuk in South Korea is selected as case network. The simulation results show that reduction of cascading failure probability allows withstanding the external disruptions from a perspective of the robustness improvement. This research enhances the comprehensive understanding of how a single failure propagates to whole lifeline system performance and affected region after an earthquake.

  • 현재 구축되어있는 방재시설의 능력은 기후위기로 인해 수용가능한 극한강우량의 범위를 넘어서고 있어 대형화된 홍수로 인한 피해가 꾸준히 발생하고 있다. 이로 인해 잠재적 홍수로 인한 도시회복도 관리와 홍수로 수반되는 피해에 대한 복구의 중요도가 높아지고 있다. 회복도는 도시의 재해 취약성, 저항, 적응, 복구, 완화에 대한 능력을 포괄하는 개념으로써 최근 주목받고 있는 개념이지만 대부분의 연구는 주로 시설에 대한 회복도 평가가 이루어지고 있다 (Sen et al.,2021). 또한 재해 후 도시복구에 관한 연구는 다수 존재하지만 복구에 따른 지역의 회복도 변화와 라이프라인과 같은 주요 시설의 복구에 따른 회복도 차이를 고려한 연구는 미비한 실정이다. 따라서 본 연구에서는 도시침수 발생 후 라이프라인을 고려한 도시복구 우선순위 산정모델을 개발하고 재해관리의 효율성 향상측면에서 도시의 기능적 회복도를 평가하였다. 이를 위해 라이프라인 중 도로 복구결과의 평가를 위하여 리스크 매트릭스 기법을 이용한 도로위험도평가를 수행하였으며 도시의 회복도를 측정하였다. 회복도를 크게 홍수로부터 도시가 받은 영향과 재해복구역량으로 구성하였으며 정량적인 평가를 위해 각각 손상함수와 재해재난목적예비비를 활용하여 산정하였다. 이후 복구우선순위를 산정하였으며 복구와 도시회복도와의 관계를 분석하기 위하여 재해연보 자료를 기초로 회귀분석을 통해 복구비용을 추정하였다 (유순영 등.,2014). 시범지역에 적용한 결과 시설 및 도로 복구에 따른 도시영향의 변화보다 복구비사용으로 인한 재해복구역량의 변화가 더욱 크다는 것을 확인하였다. 이는 재해재난목적예비비의 중요성이 크다는 것을 의미하며 향후 추가적인 인문학적, 법제적 요소가 회복도에 미치는 영향을 연구한다면 도시회복도 향상 및 도시복구에 관한 정책적 의사결정에 큰 도움이 될 것이다.

Earthquake Damage Assessment of Lifelines and Utilities (라이프라인과 공공설비의 지진피해 평가)

  • This paper focuses on the earthquake hazard delineation and physical loss estimation for lifelines and utilities. Emphasis is given to geographic information systems(GIS) and their application to pipeline networks in evaluating the spatial characteristics of earthquake effects. The paper examines the GIS databases for water supply performance obtained for the 1994 northridge. Relationships among buried lifeline damage and various seismic parameters are examined, and the parameters that are statistically most significant are identified. Using GIS data from the Northridge earthquake, the relationships among pipeline repair rate, type of pipe, diameter, and various seismic parameters are assessed.

Seismic Fragility of Sewage Pipes Considering Site Response in Korean, Seoul Site (국내 서울지역의 부지응답해석을 고려한 하수도관의 지진취약도)

  • The number of damaged lifeline structures have been increasing with urban acceleration under earthquakes. To predict the damage, damage mitigation technology of lifeline structures should be analyzed using damage prediction technology. Therefore, in this paper, the degree of the fragility of structures under an earthquake was evaluated stochastically through an evaluation of the seismic fragility. The aim was to develop damage prediction technology of sewage pipes among the lifeline facilities. The site response was performed using the data from 158 boreholes in Seoul and 7 real earthquake waves to determine the responses in real urban areas. The seismic fragility was deduced through a total of 29822 time history analysis. In addition, sewer pipes were evaluated and the persisting period was passed by applying the research results of strength reduction which is due to sulphate erosion. As a result, the difference in failure probability between 300 and 800 with the smaller diameter of the representative pipes was approximately double and the size of the pipes has a significant effect on the seismic fragility function. Moreover, the failure probability of a seismic load increases by up to 10 fold as the strength reduction rate increases. The results of this study can be used as a means of predicting the damage and countermeasures of sewer pipes and might be reflected in the seismic design of underground facilities.

Finite Element Analysis of Underground Electrical Power Cable Structures Considering the Effects of Construction Sequence (시공단계별 영향을 고려한 터널 전력구의 유한요소해석)

  • In this paper structural analysis of underground electrical power cable structures which is excavated below the surface of the earth in the downtown area is carried out considering the effect of construction sequence. There are many various life-line facilities below the surface of the earth in the downtown area. MPDAP was used for finite element analysis of underground electrical power cable structures. Three typical sections are simulated by finite element models. Unbalanced equilibrium problems may be occurred when conventional finite element procedures were used for simulation of tunnel excavation. Therefore equilibrium perturbation concept was applied to solve these problems. The effects of time-dependent deformations in advancing tunnel excavation are considered in the stages of construction sequences as using the load distribution factor. It is shown that values of maximum displacement of both soil and rock surrounding underground electrical power cable structures obtained by our numerical studies are less than allowable values.

Visualization Technology of GIS Associated with Seismic Fragility Analysis of Buried Pipelines in the Domestic Urban Area (국내 도심지 매설가스배관의 지진취약도 분석 연계 GIS 정보 가시화 기술)

  • City-based Lifeline is expected to cause significant social and economic loss accompanied the secondary damage such as paralysis of urban functions and a large fire as well as the collapse caused by earthquake. Earthquake Disaster Response System of Korea is being operated with preparation, calculates the probability of failure of the facility through Seismic Fragility Model and evaluates the degree of earthquake disaster. In this paper, the time history analysis of buried gas pipeline in city-based lifeline was performed with consideration for ground characteristics and also seismic fragility model was developed by maximum likelihood estimation method. Analysis model was selected as the high-pressure pipe and the normal-pressure pipe buried in the city of Seoul, Korea's representative, modeling of soil was used for Winkler foundation model. Also, method to apply developed fragility model at GIS is presented.

Effective Picture Search in Lifelog Management Systems using Bluetooth Devices (라이프로그 관리 시스템에서 블루투스 장치를 이용한 효과적인 사진 검색 방법)

  • A Lifelog management system provides users with services to store, manage, and search their life logs. This paper proposes a fully-automatic collecting method of real world social contacts and lifelog search engine using collected social contact information as keyword. Wireless short-distance network devices in mobile phones are used to detect social contacts of their users. Human-Bluetooth relationship matrix is built based on the frequency of a human-being and a Bluetooth device being observed at the same time. Results show that with 20% of social contact information out of full social contact information of the observation times used for calculation, 90% of human-Bluetooth relationship can be correctly acquired. A lifelog search-engine that takes human names as keyword is suggested which compares two vectors, a row of Human-Bluetooth matrix and a vector of Bluetooth list scanned while a lifelog was created, using vector information retrieval model. This search engine returns more lifelog than existing text-matching search engine and ranks the result unlike existing search-engine.
