The digital divide issue is re-emerging in step with the rapid progress of digital transformation. Recently, the discussion of the digital divide is expanding to the point that the difference in digital access and use competency deepens economic and social inequality and discrimination. Notably, the phenomenon of the exclusion and alienation of the elderly from society is a serious matter to be addressed. Accordingly, this research was conducted to provide practical help in minimizing the digital divide through its understanding among the elderly. To this end, both the accomplished capital accumulated and experienced in the course of life and their attitudes toward technology in relation to digital competence capital by the elderly were examined in three dimensions. This analysis was conducted using the results of the '2020 The Report on the Digital Divide'. The target group of the analysis comprised 653 seniors aged 65 and above. As a result of the analysis, digital competence capital among the elderly was affected by both various types of accomplished capital such as educational, income, social, and emotional capital and digital device use attitude. Based on this, this study proposed measures to bridge the digital divide among the elderly.

Our society is evolving into an aging society. The purpose of this study is to investigate how digital informatization capacity of elderly people, one of the so - called information - neglected people, affects social activities. To this end, we analyzed the relationship between digital informatization level and social activity satisfaction level of old elderly people based on the results of the digital information gap survey in 2017. As a result, it was found that there was a positive relationship between digital access and satisfaction level of social activities, such as whether elderly people have wired / wireless information devices and internet accessibility. Second, it was found that digital information capacity level such as PC usage ability and mobile digital device utilization ability had a positive (+) relationship with only social activities. Third, the level of satisfaction with social activities increased as the level of digital information utilization increased, such as whether they were using wired and mobile Internet. This suggests that the government needs a policy to resolve various information gaps that can enhance the level of digital informatization of elderly people.

This study examined community-centered informatization education support measures for empowerment of women with disabilities based on gender perspective.First, the 'Digital Information Gap Survey' conducted by the Ministry of Science and ICT used the 2018 'Digital Information Gap Survey' to find out the current status of the digital information gap between male and female handicapped people. The law on information education support for women with disabilities is presented.Lastly, based on the current status of informatization education support available to women with disabilities, centered on local communities, such as establishing a comprehensive women's disability support center, visiting education considering disability types, developing and supporting customized informatization education considering learning ability, and discovering community resources related to informatization. In this paper, we propose a plan to support informatization education for women with disabilities based on capacity building.

This study explores how the digital divide caused by personal SES(Socio-Economic Status) eventually affect personal life satisfaction. The study also investigates the differences between living in urban and rural areas, as well as the differences among generations, with respect to the digital divide and personal life satisfaction. Based on the Korean Media Panel data produced by KISDI, this study used 9,647 national samples to obtain variables such as digital divide, and life satisfaction. Results show that personal SES is a key factor that significantly influences digital divide and life satisfaction in various degrees. Also, the study finds that the degree of the digital divide have an effect on people's life satisfaction. The findings imply that people living in urban areas are more highly used to digital media than those in rural areas regardless of their SES. The study has an implication, in terms of digital equity among generations as well as urban and rural residents.

본 논문에서는 이론적, 실무적 선행연구들에 대한 검토를 토대로 통합적인 정보격차 요인모형을 제시하고 정보격차 요인모형에서 도출된 변수들과 기존정책들을 중심으로 표적집단심층면접법(Focus Group Interview, FGI)를 이용하여 정보취약계층인 장애인, 노인층, 저소득층을 대상으로 정보활용기회를 확대하기 위한 방안들을 실증적으로 도출하였으며 또한 기존 정책에 대한 만족도 및 효과성을 측정하였다. FGI 조사결과 취약계층별로 차별화된 정책적 요구사항이 도출되었으며, 통합적으로 정보접근, 정보이용, 정보활용을 지원할 수 있는 통합적 지원체계가 가장 절실한 것으로 나타났다. 또한, 취약계층별 개별 대상자의 개별적인 정보화수준 및 요구사항을 반영하기 위하여 개별 인적자원에 대한 통합관리가 필요한 것으로 나타났다. 아울러, 정보접근정책 및 정보이용지원정책, 정보활용지원정책별로 포괄적인 만족도 조사를 실시한 결과 공히 만족도 수준이 보통이하인 것으로 나타나 개별 정책에 대한 지원전략의 수정이 필요한 것으로 나타났다.

As smart convergence occurs, solving the digital divide issue for weak layers such as the elderly, handicapped and poor groups is becoming an emerging issue. This study aims to promote information service to encourage active participation of the weak layers and to bridge the digital divide among those under the digital switchover and the smart phone convergence environments. This study, comparing the environments of Korea and other major countries with respect to digital divide, found some differences and tried to suggest proper policies for Korea to remain as a leading IT country. We expect this study to help the government, industries, schools cope with the divide issues and establish proper policies to provide weak layers with equal opportunities to IT in the coming smart convergence era.

모든 산업에서 세계 최고임을 자부해오던 일본의 자존심을 건드린 것은 바로 정보통신 산업이다. 일본 자체 내에서도 정보통신 분야는 미국과의 격차를 5년에서 10년이라고 추정하고 있다. 이처럼 스스로 정보통신 부분에서의 뒤쳐짐을 자인하면서도 일본은 정보통신분야에서도 세계 최고의 위치로 올라서기 위해 움직이기 시작했다. 정부의 적극적인 개입 아래 진행되고 있는 일본 정보 통신 산업의 계획을 들여다 보고자 한다.

Depending on the degree of access to information, social inequalities, especially economic inequalities, can increase. The information gap can lead to an income disparity, leading to an economic disparity. Recently, as we have evolved into a smart environment, our society is in a more complex situation in the digital divide. In the smart environment, unlike the wired Internet based environment based on the existing PC, various media services that are not tied to the transmission means are emerging and the information gap in the smart environment is causing even more serious problems. The purpose of this study is to analyze the correlation between the informatization level and income of the Korean people based on the information gap index and the results of surveys conducted on the general public in Korea. If there is a difference in the level of income depending on the level of access, utilization, and utilization of information by the Korean people, a new approach or change is needed in the policy or strategy for resolving the digital divide of the Korean government.In particular, it should be accompanied by the consideration and concern for the information alienated group and efforts for the continuous support for the solution of the digital divide. The results show that the correlation between the informatization level of the Korean people and the household income is statistically significant (+). In addition, the correlation coefficient trend is positive, suggesting that the government needs various informatization policies to increase the informatization level of the general public in Korea.

This study aims to identify the main factors that caused the digital divide during the COVID-19 pandemic. Utilizing data from the 2020 and 2021 Digital Divide Surveys by the National Information Agency, a research model was constructed for analysis using SmartPLS 4, applying PLS-SEM and Multigroup Analysis methods. The results of the study are as follows. First, combining 2020 and 2021, mobile internet usage during COVID-19 is positively associated with digital skills, digital usage, and usage outcomes except for networking. Second, the impact of digital usage was significantly higher during the outbreak than during the beginning of COVID-19, which may be due to the increased demand for digital usage as the outbreak continued, and the corresponding increase in internet usage. Third, we discovered that demographics are not the main factor affecting changes in mobile internet use during the COVID-19 pandemic. Instead, digital literacy affects mobile usage, which is the most important one. The results show the importance of creating programs to teach people how to use technology appropriately. We propose that digital literacy should be central to training programs for people who use digital services.
