Promoting nationwide informatization by means of personal computer and wired Internet since the mid-1990s, the Republic of Korea has systematically dealt with the digital divide of older adults which has been lessened year by year. However, since the introduction of smartphone in Korea in 2009, the smartphone digital divide of older adults has been serious again. Therefore, this research will focus on the present situation and problems of smartphone digital divide of over-65 years old people and will suggest the proper policy solutions such as the enforcement of policy infrastructure, the expansion of smartphone education, the development of UI and contents, and the expansion of silver fare system and silver smartphone.

The use of Information, Communication and Technology (ICT) is closely related to the improvement of health and quality of life in later life. The elderly in general, however, face difficulty in adapting to ICT. The purpose of this study is to examine the social disparities and determinants in the use of information of the elderly residing in seoul. The data is based on the "2015-2016 Seoul Survey on Elderly Health and Functional Assessment", which include a total of 1,605 people aged 60 to 89. The results of multivariate logistic regression analysis showed that the older, women, the lower educated, and those with restricted activity or poorer health were found to be the significant determinants of the digital poverty among older people. The results call for special attention to disparity within the older group to solve digital divide issues.

The purpose of this study is to identify (1) the attitudes of seniors toward library digitalization, (2) factors that lead them to use digital information in libraries, and (3) factors that hinder or prevent them from using digital information in libraries. As a result of conducting 1:1 in-depth interviews with 20 senior users of the National Library of Korea, the majority of seniors had a favorable attitude toward library digitalization. 'Librarian' and 'vision and font size' were found to be the most important factors for seniors' use of digital information. These two factors are factors that enable the use of digital information, but they are also factors that prevent or hinder the use of digital information. In addition, factors for the use of digital information include 'characteristics of the content' and 'convenience', factors for non-use include 'attitude and psychological factors' and 'physical properties of books', and hindering factors include 'website usability issues'.

This paper presents a simple two-sector general equilibrium model of noncomparative advantage trade between structurally identical advanced economies. Attention has focused on the effects of trade in information technology (IT) goods and services on the wage inequality in the digital economy. The model confirms and illustrates that wage inequality in the digital economy reflect trade in IT goods and services between advanced economies. In particular, this paper shows that even though the relative price of skilled labor-intensive technology good is declined with trade in IT goods and services, the wage of skilled labor increases. The reason is that as Jorgenson (2001) has empirically found, the price elasticity of demand for the technology goods is elastic.

As South Korea is becoming the aging society and the relation between information and daily living getting very close, the information alienation of the old population could lead to a social problem. This paper analyzes the cause of the information gap observed from the old population of South Korea and advanced countries during the transition period to the digital economy era.

본 연구의 목적은 노인의 정보화기기 활용 능력이 사회자본 형성에 미치는 영향을 분석하고 이러한 관계에서 노인의 디지털기기 이용 효능감이 갖는 매개효과를 검증하는 데 있다. 이를 위해 2022년 실시한 디지털정보격차 실태조사 자료를 활용하여 SPSS 25.0 통계프로그램으로 개인의 인구사회학적특성, 정보화기기 중 PC, 모바일 기기 활용능력, 디지털기기 이용 효능감을 독립변수로 하고 노인의 사회자본을 종속변수로 하여 영향 관계를 분석하였다. 또한, 디지털기기 이용 효능감을 매개변수로 설정하여 노인의 정보화기기 활용 능력이 사회자본 형성에 미치는 영향에 매개효과가 있는지 검증하였다. 그 결과, 노인의 사회자본 형성에 미치는 영향 요인은 남성보다 여성의 사회자본 수준이 높았고, 나이가 많은 사람, 월평균 소득이 높은 사람, 다른 가족과 함께 거주하는 노인의 사회자본 수준이 높은 것으로 분석되었다. 독립변수인 PC활용능력은 통계적으로 유의미한 영향이 없었고, 모바일기기 활용 능력과 디지털기기 이용 효능감이 높을수록 사회자본이 증가하는 것으로 분석되었다. 이후 노인의 정보화기기 활용 능력이 사회자본에 미치는 영향을 디지털기기 이용 효능감이 매개하는지 분석하기 위해 Baron과 Kenny(1986)의 3단계 모형으로 분석한 결과, pc활용능력 → 디지털기기 이용 효능감 → 사회자본에 이르는 경로와 모바일기기 활용능력 → 디지털기기 이용 효능감 → 사회자본에 이르는 매개효과 경로는 통계적으로 유의미한 결과로 나타났다. 이러한 연구결과를 바탕으로 노인의 정보화기기의 접근성 향상을 위한 교육기관의 노력과 단순한 컨텐츠 위주의 교육에서 보다 실용적이고 즉시적인 교육 콘텐츠 전환 등 실천적 노력에 대해 제언하였다.

The purpose of this paper is to better understand the socio-economic differentials of Internet access and use. Data from '2008 Korean Internet usage behavior' were used to conduct logistic regression analysis. The findings show that there are significant socio-economic(age, gender, educational attainment, employment situation, and Internet access type) disparity in Internet access(Internet access at home, broadband Internet access). Also socio-economic variables enter in as statistically significant in most specifications for Internet use intensity (Intensive internet use, frequent internet use, less frequent internet use). The gender, household income and education attainment explanations for large differential in Internet use intensity are generally very similar. It is shown that age, education attainment and household income level cause a large digital divide on Internet service use(information use, communication and community use, e-commerce use, Internet banking use).

As social problems related to the digital divide are increasing, the elderly are facing various problems as an information alienated group. In particular, there is a need to strengthen the ability to critically understand and accept information. In this study, using the 2020 media panel survey, the effects of digital literacy in the elderly on critical thinking disposition of information were analyzed, focusing on the moderating effect of need for cognition. As a results of the analysis, it was confirmed that the operational and the information skill had a positive effect on the critical thinking disposition of information. Also, as a result of analyzing the moderating effect of NFC(Need for Cognition), it was found that NFC strengthens the influence of operational skill and reduces the influence of information skill. This suggests that the digital literacy education for the elderly needs to change from strengthening accessibility to improving information judgment.

The 2020 Digital polarization in accordance with rapid information and communication technology (ICT) development arises as an important issue in the society of the time in S. Korea. And at that time of 2020 S. Korea society due to the multicultural families of nearly one million people are expected to start full-scale multicultural society. So this study has been developed ways to bridge the gap as the digital divide with a discussion of multicultural society policy relevant to advent of the era of the informatization. Also under changing environment of this new paradigm, this study proposed that the future strategic direction like expanded and enhanced information services relevant to multicultural families in S. Korea. So this study focused on the strategy consulting of multicultural society policy with e-Government of S. Korea by the application of 'scenario planning' as a foresight method. As a result, A desirable future vision of multicultural society policy with e-government in S. Korea is to build 'open platform' based on ICT-integrated data services.
