Implemented in this paper based on cloud computing needs of the digital signage software digital signage system, the existing production of the content of the inconvenience and IPTV set-up boxes designed like an unnecessary expense management, time and manpower to provide real-time information and by reducing WebEditor capable of producing interactive content authoring capabilities, such as next-generation digital signage by adding (Signage, advertising or public relations) proposed a new direction.

Problem of compatibility, content protection, contents circulation ok. was caused between contents offerer and consumers by indiscreet right technical development about digital contents. The MPEG committee proposed MPEG-21 framework for these problem solution and for right managing in MPEG-21 inside XML(eXtensible Markup Language)'s structure REL(Right Expression Language) that is a right expression language propose. Contents protection, circulation, standard right information representation for administration that is reasonable and is the transposition enemy mutually by REL's use doing based on this MPEG-21 were available. Fast correspondence about new technology is necessary circumstance because present MPEG-21 is in study step and REL edit solution as infra technology is required. Also, development of REL document edit system is required mere because this REL document edit has difficulty in edit except expert with MPEG-21 Framework. In this paper, designed and embody about REL document mastication system that right creation and edit are available efficiently about contents easily without comprehension of MPEG-21 framework and client system that present consumption method of REL right document.

When Digital Contents goes through production${\cdot}$delivery${\cdot}$consumption, MPEG(Moving Picture Expers Group)-21 IPMP(Intellectual Property Management and Protection) defines standard which have defined by FCD(Final Committee Draft) level to keep the Digital Contents in safety. And development of system which applied to latest standard to protect and manage the broadcasting contents is required. Currently, the system to protect and manage the broadcast contents consists of fourth organizations which means production server, tool server, license server, consumption server. In this paper, we made production server to parse REL(Right Expression Language) document that has right information for content from license server, and create metadata based on MPEG-21 IPMP about the content that applied to watermark. then, after it do remuxing, transmit the protected data to consumption server.

디지털방송의 도입과 이동통신기술의 눈부신 발전에 힘입어 최근 국내외적으로 본격화되고 있는 방송통신 융합 추세는 정보통신환경에서의 새로운 패러다임의 등장을 예고한다. 본 고에서는 다양한 네트워크 환경 및 상이한 사용자 단말기들이 혼재되어질 방송통신 융합 환경에서 멀티미디어 콘텐츠의 생성, 저작, 전달, 소비, 보호, 관리 및 유통 등 콘텐츠 운용의 전 과정에 걸친 하부 기반구조 들을 총체적으로 통합, 관리, 체계화하는 '멀티미디어 프레임워크'를 제공하는 MPEG-21 표준기술을 방송 통신 융합 관점에서 조망해본다.

It has been criticized that the right of reproduction and right of communication to the public in the Copyrigt Act of Korea, which was amended in the year of 2000 in line with new environments around digital networks, limited the limitation to author’s property right in private use and library exemption too much. Solving the problem above, this study analyzes comparatively WCT, Amended Proposal for a Directive on Copyright and Related Rights in the Information Society, Copyright Law of the United States of America, Copyright Amendment(Digital Agenda), and Copyright Act of Korea. Based on the results from related case analyses and a survey on how stakeholders view copyright issue, in addition, this study presents a reasonable way of limiting rights of reproduction and rights of communication to the public.

The purpose of this study is to provide possible suggestions in order to promote online transmission service of digital works and the construction of digital libraries. To achieve this purpose, the definition, and characteristics of digital library were reviewed. And the current status of information service of digital libraries in Korea. Japan, and U. S. was examined. The regulations relating to online transmission in digital libraries on the copyright law revised in December 1999 were understood. As a result, this study suggested the establishment of center to manage the reproduction and online transmission of digital works collectively. And it also suggested the introduction of technical measures to protect copyright.

In this study, the intellectual property rights of digital contents (creations) are protected by using block chain technology that cannot be damaged or forged. So, we build a blockchain-based content sales revenue tracking system and platform that activates the transaction and distribution of digital content (creation). We developed an API server that can be used for content registration and revision history management smart contract, license management smart contract according to content purchase, content inquiry function through files and hashes, and web and APP services. Through this, it is possible to prove the relationship between the rights of the creators of digital content creations and protect the rights of the creators.

This study intends to evaluate the quality of the Digital Library System DB and to suggest methods for its quality control. The evaluation criteria are hit rates, redundancy, completeness and accuracy. In spite of high hit rates excessive records representing one work resulted serious redundancy. The average completeness rate of records was $48.12\%$ due to low level of description. The Analysis of accuracy showed various errors in most of records corresponding to $92\%$. Emphasis on analysing the errors in detail detected the causing factors and suggested practical guidelines for school libraries' catalogers.

가상문서(Virtual Document)란 특정 저장장소에 저장되어 실재로 존재하는 물리적 문서(Physical Document)들을 대상으로 사용자에게 필요한 일부분 또는 전체를 동적으로 연결하여 통합한 문서를 의미한다. 가상문서의 특징은 여러가지 형태로 작성되고 표현된 문서들을 하나의 문서개념으로 통합해 제시할 수 있으며, 가상문서 단일로 데이터를 관리함으로써 다양한 멀티미디어 요소들이 그에 적합한 애플리케이션의 도움을 받아 하나의 프레임 안에서 동시에 존재하고 상호 연계하여 동작할 수 있게 된다. 가상문서를 사용하는 이점은 첫째, 저작자가 가상문서안에 들어갈 여러 미디어 컨텐트들을 복사하여 가상문서에 직접 삽입하지 않고 위치정보만을 기술하므로 방대한 양의 멀티미디어 문서에 대한 저장공간을 줄일 수 있으며 둘째, 링크의 사용으로 인해 크기가 작아진 가상문서는 네트워크를 통한 문서 전송시 효율적으로 전송할 수 있다. 본 논문에서는 디지털도서관 시스템 MIRAGE III(4)에서 이용하는 가상문서를 쉽게 만들어 주는 가상문서 저작도구의 설계 및 구현과정에 대하여 기술하였다.

The document delivery service has been influenced by the changing digital information environment and the copyright law. This paper proposes the key points for the improved documents delivery service through trend analysis of BL(The Great Britain), NLA(Australia), subito(German speaking countries), JST(Japan), KISTI(Korea) and KERIS(Korea) and copyright law in each country. The purpose of this study is providing with the clues for developing strategies that can satisfy the users' needs in document delivery service for libraries and information centers.
