지난달 3일 서울 송파구 잠실 롯데호텔에서는 정보통신부 주최 한국소프트웨어진흥원 주관으로 온라인디지털콘텐츠산업육성 전략수립을 위한 정책토론회가 개최됐다. 200여명의 업계 관계자들이 참석한 이 자리에서 디지털콘텐츠 각 분야의 전문가들이 참석해 국내 디지털 콘텐츠 산업을 위한 4가지 주제에 대한 발표와 토론이 진행됐다. 이날 개회사를 맡은 이단형 한국소프트웨어진흥원장은 "우리나라의 IT인프라는 세계 최고 수준이지만 양질의 온라인디지털콘텐츠 생산력은 매우 미흡하다"며 "정부차원의 전략적이고 집중적인 육성정책을 수립하고 있으며 이번 토론회를 통해 각계의 의견을 수렴해 정책방향을 최종확정할 예정"이라고 밝혔다.

In this paper, we divided domestic and foreign digital cultural activation policies into four types. We also described projects of each policy and analyzed the limitations of the policy. Finally, we suggested solutions to overcome these limitations. Changes in daily life caused by the recent development of 5G network technology, augmented reality, and virtual reality technology have brought many changes in the way of preservation and utilization of cultural heritage. In particular, digital technology is used for digitization of cultural heritage, storing, and managing digital data, digitally restoring cultural heritage, and enabling time, space, multi-sensory experiences. For this purpose, new policies was required to utilize this. This study divides domestic and international digital heritage policies into digital infrastructure construction, sharing and communication platform construction, public relations, and demonstration contents production support policies. This study is meaningful in classifying the fields of digital heritage policy and introducing digital heritage policy trends. It is also meaningful to suggest ways to improve digital heritage policies through analysis of domestic and foreign cases.

In recent years, activities have become more important in political activities and participation in policies. Therefore, the level of digital informatization can affect the participation in policy in the online environment. In this study, we examined how the policy activities of the disabled have a relationship with the informatization level. To this end, we analyzed the relationship between the level of digital informatization and the level of satisfaction with policy activities based on the results of the digital divide survey of 2017. The results of this study are as follows: First, it shows that the disabled people have a positive relationship with the digital access and policy activity satisfaction levels such as the possession of wired / wireless information devices and Internet accessibility. Second, it is found that digital information capacity level and income level such as PC utilization ability and mobile digital device utilization ability have a positive (+) relationship. Third, as the level of digital information utilization such as wired and mobile Internet usage increased, the level of satisfaction with policy activities also increased positively. This suggests that the government needs various information policy to increase the level of digital informatization of the disabled.

국내외 디지털콘텐츠 산업의 흐름을 조망하고 올해 정부의 디지털콘텐츠산업 육성 정책을 발표하는 컨퍼런스가 국내 업계 및 학계 관계자 약 400여명이 참석한 가운데 성황리에 개최됐다. 이번‘국내외 디지털콘텐츠 시장조사’컨퍼런스는 국내외 디지털콘텐츠산업의 흐름을 조망하고 올해 정부의 디지털산업 육성정책 및 사업을 소개하는 자리로 마련됐다.

Due to the rapid changes of information environment, the libraries are needed to consider not only analog resources but also digital resources for collection development policy to fit the digital age. However, the libraries have difficulties to build digital collection development policy for collecting and archiving the digital resources because different from the analog resources, characteristics of digital information resources are not contained in physical medium and not allowed ownership but remote access by licensing. Especially, national libraries that have the mission to collect, preserve and transmit knowledge and cultural heritage to the next generation face even more serious challenges. This study intends to figure out the core elements of digital collection development policy through comparison of domestic and overseas national library policies tried to overcome the difficulties.
