A Study on the System Improvement of Registered Cultural Properties for the Preservation of Modern and Contemporary Landscape Heritage (근현대 조경유산 보존을 위한 등록문화재 제도개선 방안 연구)

  • Efforts are being made internationally to pay attention to the landscape value of modern and contemporary heritage and to pass it on. However, in Korea, the registration of modern and contemporary landscape heritage as registered cultural properties is insignificant. There has also been little discussion on ways to improve the system in this regard. This study sought ways to improve the registration criteria and classification system of the registered cultural property system so that modern and contemporary landscaping heritage could be protected. Currently, the registration criteria for registered cultural properties are not stipulated for each type of heritage, but are stipulated as a single comprehensive standard. Registration criteria should be separately prepared so that the landscape value of the heritage can be reviewed. First, the registration criteria have an important value in understanding the development of landscape culture. Second, well-preserved landscaping reflects or characterizes the times. Lastly, it should be defined as related to the works of major artists or important figures or historical events. The classification system must match the studied building cultural property classification system, and the detailed types of modern and contemporary landscape heritage should be specified. The major classification follows the building cultural property classification system, but parks and green spaces, squares, and gardens, which can be called a single landscape heritage, should be added to the middle classification. Landscaping heritage, such as gardens combined with building heritage, shall be specified in the subcategory based on building use.

  • 국립중앙박물관에서는 국공사립 박물관 및 미술관 등의 소장품을 체계적인 관리지원을 위하여 문화유산표준관리시스템을 개발 및 배포하고 있다. 문화유산표준관리시스템의 자료등록 방법은 크게 두가지로 나뉘고 있다. 첫 번째는 소장품등록의 웹페이지화면에서 할 수 있으며 두 번째는 엑셀양식을 통한 일괄등록이다. 본 논문에서는 엑셀양식을 통한 일괄등록의 경우에서 별도의 웹페이지를 작성하여 자료입력방식에서 생길 수 있는 인적오류를 최소화하는 방법을 제시한다.

Recognizing the Value of Religious Cultural Heritage and Establishing a Preemptive Preservation Foundation: A Case Study on Cultural Heritage as Observed at the Headquarters of Daesoon Jinrihoe (종교 문화유산의 가치 인식과 선제적 보전 기반 마련 - 대순진리회 여주본부도장 문화유산을 사례로 -)

  • Designating and registering cultural heritages are actions taken to effectively preserve and utilize something's value as a form of cultural heritage. It is the designation and registration of cultural heritage that establishes a legal basis for preservation and utilization. The preservation and utilization of cultural heritage starts with recognizing a given object, entity, or idea's value as a form of cultural heritage. Protecting and utilizing these forms of heritage properly can only occurs after something is recognized as a form of cultural heritage. In light of this, new religions, given their relatively short histories, naturally have fewer sites or objects designated or registered forms of cultural heritage. They tend not to actively recognize the value of the heritage they have inherited. Cultural heritage can be appropriately preserved when we recognize that it has potential value cultural and historical that can be designated and registered in the future. Among the designated and registered forms of cultural heritage, those associated with religious culture account for a large proportion; however, most of these are Buddhist. Since new religions have also been around for over 50 or even 100 years in some cases, they should have a foundation to proactively protect various items, sites, and traditions that may be designated and registered in the future. Selecting and listing forms of cultural heritage to be protected, minimizes further change to instead focus on historical and cultural value. This process also involves preparing internal regulations within the religious community regarding the protection and promotion of research on cultural heritage values, preservation, and management of the selected example of cultural heritage. Furthermore, comprehensive management, including cultural heritage and its surrounding environment, are necessary requirements for this process. Although potentially valuable as forms cultural heritage, many have items and sites end up damaged or go missing before they have a chance to be designated and registered. Establishing a foundation for preserving and managing cultural heritage internally within religious communities is meaningful because it preemptively preserves that value even prior to formal designation and registration. Daesoon Jinrihoe's Yeoju Headquarters Temple Complex, houses objects that have obvious value as cultural heritage such as Cheonggye-tap Pagoda. This pagoda and other comparable items at the headquarters should be properly and preemptively preserved in light of their cultural value.

A Study on the Case of Designation and Protection System of Modern and Contemporary Landscape Heritage in Germany (독일의 근현대 조경유산 보호제도와 지정사례 연구)

  • Currently, Korea lacks an institutional framework needed to safeguard modern and contemporary landscape heritage. The value of landscapes is merely recorded as the surrounding environment of architectural heritage. On the other hand, attention has been drawn to Germany's approach, particularly in Berlin, where the outdoor spaces of buildings within housing estates listed as World Cultural Heritage are designated and protected as 'garden monuments.' This research seeks to explore Germany's relevant policies to glean insights that could be beneficial. Germany has established clear regulations to protect landscape heritages such as parks, squares, street trees, cemeteries, and cityscapes as monuments worthy of preservation. According to an analysis of the heritage listings available on German government websites, the designated types of modern and contemporary landscape heritage encompass a wide range of facilities including residential facilities, squares, parks, public facilities, cultural venues, educational facilities, healthcare facilities, religious facilities, war memorials, and industrial facilities. This aligns with the designated purposes outlined within the building classification system used for registered cultural heritage in Korea. While Korea continues to prioritize the protection of structures, Germany adopts a more nuanced approach by separately identifying and equally safeguarding buildings, their surrounding spaces, and gardens. In defining areas for landscape heritage, a clear distinction was made from those designated for architectural monuments. Even within the same area, landscape heritages are further subdivided and specified according to variations in style, unique features, or their value for preservation. This research is anticipated to serve as a valuable foundational data for identifying and safeguarding modern and contemporary landscape heritage within Korea.

A Fundamental Research for Regulation Criteria of Registered Cultural Properties of Light House Heritage (등대문화유산의 문화재등록기준안 마련을 위한 기초연구)

  • This study is a fundamental research for light house heritage which has historical and cultural value to be designated as cultural heritage. Therefore, the institution of designated and registered cultural heritage are to be reviewed and proper standards of choosing suitable light house heritage are to be arranged. Some elements to be considered for the proper regulation criteria are authenticity of cultural assets, assesment base and guideline of conservation and management.

  • 2003년 대한민국 등대 100주년을 기념하여 등대문화유산 관련 조사와 규정이 제정된 이래, 지난 10여 년 동안 다양한 노력을 통하여 많은 유산들이 보존되고 정리되었다. 그 결과 등대 관련 시설들이 전 국민에게 개방되어 새로운 해양문화를 체험할 수 있는 영역으로 자리잡고 있다. 때문에 등대문화유산이 어떻게 보존되고 활용되었으며 관리되고 있는가를 살펴보는 것은 기 지정된 등대문화유산 이외에도 새로운 유물을 발굴하고 보존 및 활용하기 위한 필수적인 작업이라고 할 수 있다. 이러한 맥락으로 볼 때, 본 연구는 부산지방해양항만청과 부산지방해양항만청 제주해양관리단 관할에 있는 기 등록된 등대문화유산의 실태조사를 바탕으로 새롭게 등대문화유산으로 지정하여 보존하고 활용할 가치가 있는 건조물을 선정하고, 향후 등대문화유산의 보존 및 활용방안에 관해 필요한 사항을 정리 및 제시하는 것을 목적으로 한다.

The Conservation Status and Vitalization Plan for Railroad Car Heritage (철도차량유산의 보존현황과 활성화 방안)

  • Led by the Cultural Heritage Administration, studies on the cultural heritage of railways have merely focused on modern registered cultural heritage and on excavating the cultural heritage of modern rail transportation. Endeavors of institutions relevant to railways to protect the cultural heritage of railways were not sufficiently made. Only the internal guideline to protect the cultural heritage of railways made by the railway corporation is being implemented. This study aims to assert the need to examine the protective measures of the heritage of railroad cars and to vitalize plans of conserving the heritage of railroad cars. Also, plans to protect the heritage of railroad cars and methods to invigorate schemes of protecting the heritage of railroad cars will be suggested. The current situation of protecting the heritage of railroad cars was investigated via a field trip. Through exploring overseas examples of protecting the heritage of the railroad cars, ways to vitalize plans of widely publicizing the heritage of the railroad cars with their historical values were suggested. Results showed that first, the way of openly exhibiting conserved railroad cars by setting up stands other than the way of exhibiting and conserving in one site was necessary. Second, in order to properly preserve and manage the cultural heritage of railways, railroad cars, much like natural monuments or intangible cultural properties, need to be perceived as cultural properties. Also, it is necessary to amend the Cultural Properties Protection Law to include railway heritage. Third, the perception of the cultural heritage of railways should be heightened, and SNS, blogs, and cafes need to strategically promote this heritage in order to increase the public's interest. Fourth, in addition to enacting legislations and gaining institutional support for the cultural heritage of railways, the budget to operate the responsible department, and employing staff for the heritage of railroad cars should be resolved as a priority in order to enhance the capability of managing this cultural heritage. In order to rationally protect the cultural heritage of railways and invigorate plans to protect the cultural heritage of railways, it is necessary to garner administrative and financial support, and enact the appropriate legislation. The heritage of railroad cars is priceless and has a social value in terms of regional icons, historic marks, and the record of life. It is considered that in this situation, the standard of amending both policy and the Cultural Properties Protection Law for the heritage of railroad cars should be urgently established.

A Study on the Value Criteria and Relative Importance for Conservation of Modern Cultural Heritage (근대 문화유산의 평가 기준과 상대적 중요도에 관한 연구)

  • This aim of this study is to support the value criteria that citizen evaluate themselves it when they found modern heritages in their town. To understand the changing of value criteria for the cultural heritage, we have to begin from early 20 century that were, however, diversified after 80's. As a result, early they evaluated with the architectural and aesthetic value mainly, after they evaluated with the social-cultural value and academical value, and nowadays they try to include the economical value and educational value. So this study rearranged and divided that value with the preservation and using value. The preservation value include the historical value, aesthetic value, social-cultural value and academical value, and the using value include the economical value and educational value. The criteria, however, don't have the equal importance, This study try to redefine relative importance score with paired comparison. As a result, Historical value is proved that most important criteria, but aesthetic value got the score lower than social-cultural value, and similar with academical values. And in using values, economical value and educational value got the low score. It means that if some researcher insist about the importance of economical value, it should evaluate lower than preservation values. This study insist that we have to include diversified values and that values have relatives score. Actually, now we mostly evaluate with the architecture and aesthetic values about modern heritage, so we are losing a lot of modern heritage. If we include the diversified values, social-cultural, academical and educational value, we can conserve our important modern heritage and revitalizing town with tourism of historical heritage.
