This study aims to examine the R&D trends on Big Data sector through patent analysis and to suggest directions of the R&D activities in Korea. According to the results of analysis, the R&D trends of Big Data sector have shown two characteristics. First, the US has monopolized the world market of Big Data Sector. The patent activities of US have shown relatively even throughout every technology. And the average share of each technology is over 40%. Second, the trends of R&D have been changed. In the past, data analysis and processing technologies were the mainstream, whereas data operations and management technologies are mainly featured. However, the patent applications in Korea have been concentrated on storage technologies, while the applications for data operations and management technologies are correspondingly low; therefore, it seemingly needs urgent research and development of relevant technologies.

The purpose of this study was to investigate the supply and demand structure of the domestic space industry through analysis of industrial concentration index, by sector and dependence on revenue by customer type. As a result of industrial concentration analysis, in the case of space application, a supply monopoly or oligopoly structure was revealed in fields such as satellite broadcasting, space insurance, and satellite navigation. In the field of space equipment manufacturing, referred to as the traditional space industry, a supply monopoly structure appeared only in the field of launch pads and test facilities. As a result of analyzing the dependence on revenue by customer type, the dependence on the demand in the space application field is diversified among foreign countries, private institutions, and others. However, in the case of space equipment manufacturing, it is highly dependent on the demand of public institutions, and it seems that there is a monopsony structure.

The paper is to assess the recent changes in Architectural Artworks system in two regional districts, Seoul and Gyeonggi Province, and to propose policies for further improvement. We focused on four aspects: overall pass rate, top-ranked artists' pass rate, proportion of artists ever passed, genre proportion artworks. It is observed that quality of artworks has improved, market monopolization has been eased, and entry to the market has become more active. However, sculptures accounted for the majority. Public art is gradually changing from 'decorative art' to 'site-specific art', and seeking harmony between architecture and surrounding landscape. To keep pace with this new trend, more institutional efforts should be made: fund raising to induce artwork supplies; introducing life-span concept to secure removal and deformation of artwork; imposing artists' follow-up services; imposing penalties against poor management; and authorizing the committee to choose exhibition sites.

The rent seeking behavior of monopolistic online platform enterprises against digital contents suppliers is similar to the importing countries transfers the monopoly profit acquired by exporting companies in the imperfectly competitive market through optimal tariffs. If such an optimal tariffs imposing mechanism of importing countries, according to so-called strategic trade policy theories, is applied to the rent-seeking behavior of online platform companies, important insights can be obtained in discussions on regulatory reform. In other words, if an online platform enterprises impose a differentiated fee on each contents-suppliers in a monopolistically competitive markets that pursues contents differentiation through R&D investment, it would reduce the innovation investment by contents suppliers. Nevertheless, profit-maximizing online platform enterprises would not voluntarily give up the discriminatory fee system. Therefore, we would like to propose the introduction of a regulation that can force the introduction of an non-discriminatory fee system for all the contents suppliers.

본고에서는 한국을 비롯하여 미국, 일본, 유럽의 최근 빅데이터 특허시장을 분석하였다. 분석결과 빅데이터 특허시장은 미국이 세계시장을 독과점하는 구조로 나타났다. 전 세계적으로 가장 활발한 특허 활동을 전개하고 있는 미국 특허를 대상으로 빅데이터 연구개발 트렌드를 조망해 보면 과거에는 다수 기업들에 의하여 많은 특허출원이 이루어지는 경향을 보였으나, 최근 들어 기존 기업들 간의 경쟁이 심화되면서 대기업 위주로 특허출원시장이 재편되어 가는 경향을 보이고 있다. 한편 과거에는 데이터 분석 및 처리기술에 많은 특허출원이 이루어졌으나 최근에는 데이터 운영 및 관리기술로 옮겨가는 것으로 조사되었으며, 특허출원 건수도 과거에 비하여 대폭 증가하고 있는 경향을 보이고 있다. 우리나라의 경우 실시간 처리기술, 저장기술, 표현기술은 상대적으로 높은 출원 점유율을 보이고 있으나, 데이터 수집 및 분석기술은 상대적으로 점유율이 낮게 나타나 관련 기술 강화를 위한 대책 마련이 시급한 것으로 조사되었다. 정부는 이를 위하여 데이터 사이언티스트 양성을 위한 정책적 지원을 확대할 필요가 있다.

연구자들이 연구 및 학술활동을 위해서 필연적으로 기존 연구를 검토하고 참조하고 인용하고 있으며, 특히 학술연구물의 하나인 해외 학술저널 및 논문의 활용도가 매우 높은 편이다. 그러나 해외 학술정보 시장은 대형 출판사의 주도로 시장이 형성되고 독과점 형태로 운영됨에 따라 그 비용이 계속 상승하고 있고 이와 반대로 국내에서의 해외 저널에 대한 예산은 계속해서 줄어들고 있는 실정이다. 이러한 문제점 해결을 위해 국가 차원의 KESLI 컨소시엄(전자정보 공동구매 및 활용 체제)을 구성하여 전자정보 공동구매의 장을 구축하였다. 본 연구에서는 대학교육협의회, 전문도서관 등 컨소시엄 운영주체의 다변화에 대한 대응과 구매의사결정 지원을 강화하고 대체 정보자원의 제공 등 기존의 KESLI 시스템을 개선하여 대학도서관, 전문도서관, 연구소, 기업 그리고 학술정보 출판사 및 공급사의 전자정보 공동구매 활성화 및 이용자 만족도를 제고하였다.

최근 전통적인 경제의 디지털경제로의 이행을 주도하고 있는 주요 요인들은 정보통신분야의 급격한 기술발전, 이와 관련된 새로운 비즈니스 창출 등 관련 시장의 성장 및 새로운 기술·시장에 대한 새로운 정책 전개 등 정보통신 관련 기술·시장 및 정책 환경에서 구분하여 파악될 수 있다. 본 연구에서는 정보통신산업을 중심으로 산업의 분류체계를 가치체계와 연관하여 기반계층·전달망계층·접속서비스계층·사용자계층·응용계층 등의 5단계로 제시한 후, 각 계층별 기술·시장· 정책 환경의 변화를 정리하였다. 또한, 계층별로 나타나는 각 환경 요인들의 변화가 다른 계층 및 타 환경요인에 미치는 영향을 분석하고, 이를 바탕으로 산업의 종합적인 구조변화를 전망하였다. 이에따라 정보통신산업은 향후 기반계층에 가까울수록 기술적 독과점이 강화되고, 응용계층에 가까울수록 핵심역량에 기반한 전략적제휴가 두드러질 것으로 볼 수 있다.

다른 산업과 마찬가지로 식품산업도 세계적인 추세인 자국의 기술보호주의와 무차별 시장 개방 압력 앞에서 존립하려면 우리의 기술을 자립화하는 외에는 방법이 없다. 효소공학, 발효공학, 탄수화물-단백질-지질공학 등 관련 학문의 발전을 통하여 생산성을 향상시키고, 천연원료를 이용한 식품소재를 개발하며, 제품을 다양화한다면 국제 경쟁력을 갖는 식품 산업이 될 수 있을 것이다. 세계 수요의 대부분을 미국과 일본의 몇개 회사에서 독과점적으로 생산되고 있는 지질소재 시장은 현재 약 4억불 정도로 추산되며 각국의 보건, 질병 예방에 대한 관심의 고조에 힘입어 5년 후에는 4배정도 신장할 것으로 예측된다. 우리나라가 상대적으로 우위에 있는 발효기술을 잘 이용하여 세계적으로 수요를 충족시키는 지질소재를 경제적으로 생산하면 세계 시장의 30% 정도는 확보할 수 있을 것이다. 올리고당의 생산기술 개발을 통하여는 국내 기반이 취약한 고도 분리, 정제 기술이 발전될 것이며 세계 대체감미료 시장에의 진출이 기대된다. 식이섬유의 경우 대두와 곡류 부산물의 가공기술 개발은 물론 공해방지기술의 개발도 기대된다.

세계 방송장비 시장은 아날로그 방송시대부터 소수의 다국적 기업이 독과점 구도를 형성하여 온 진입장벽이 매우 높은 시장이었으나 그간 시장을 장악해오던 다국적 기업들이 방송장비 시장에서 어려움을 겪는 반면, 글로벌 IT 업체들과 이러한 환경 변화에 발빠르게 대응하고 있는 중견기업들이 성장의 기회를 맞고 있다. 본 논문은 국내 방송장비 제조업의 현황과 글로벌 방송장비 산업의 현황을 비교하여 대표적인 글로벌 방송장비 업체에 대한 벤치마킹을 통해 향후 국내 업체들의 포지셔닝 방안에 대한 시사점을 제공하고자 한다.

자본주의적 시장경제에서 재벌기업이 유리한 것은 너무도 당연한 일이 되어 중소기업의 육성을 위한 종소기업법이 제정되어 중소기업도 보호를 받게 되었다. 우리나라는 경제체제로서 자본주의적 시장경제를 채택하고 있다. 기본적인 경제문제의 해결을 시장기구에 맡기고 있는 것이다. 이러한 체제에서 생산과 판매에 많은 자본을 투입할 수 있는 재벌기업이 유리할 수밖에 없는 것은 너무도 당연한 일이다. 우리 축산관련분야도 양돈 동물약품 배합사료업계가 재벌기업의 참여로 계층간의 문제가 표면화되기 시작하여 천민자본주의 형태로 가고있지 않느냐 하는 걱정을 하게 되었다. 서구 선진국들이 자원배분 소득분배 빈익빈 부익부 독과점 등 시장 실패를 스스로 조정해 나옴으로써 자본주의체제가 살아남을 수 있었던 것처럼 우리도 이러한 조정작업이 필요하게 되었다. 그러하기에 농$\cdot$수$\cdot$축협의 민주화가 요청되고 6공화국 헌법 제123조 2$\cdot$3$\cdot$5항에 중소기업의 보호육성을 명시하였고 중소기업기본법이 제정되었다. 이러한 시대적 요청에서 한국배합사료공업협동조합의 탄생은 필연적이며 앞으로의 역할도 크리라고 생각되어 김용태이사장을 만나보았다.
