디지털시대에 대비한 사이버국토 구축전략

  • 인류문명사는 미지의 새로운 세계를 개척하고 신기술과 지식을 창조하기 위한 끊임없는 도전의 역사이다. 그 과정에서 남보다 먼저 신대륙을 선점하고 선진기술을 개발한 집단이 세계를 재패해 왔다. 오늘날 지구상에는 탐험할 만한 미지의 대륙이 거의 사라졌다. 하지만 지난 10여년 동안 인류는 컴퓨터와 인터넷에 사이버공간이라는 ‘보이지 않는 대륙(Invisible Continent)’을 창조하고, 그 곳에 인류가 그 동안 창조한 모든 정보와 지식 그리고 기술과 제품들을 차곡차곡 쌓아가고 있다. 특히 최근에는 정보기술의 급속한 발달에 힘입어, 정보기술 선진국들과 일부 다국적 정보통신 기업들은 한 단계 더 발전하여 현실공간과 사이버공간을 융합한 ‘사이버국토’ 또는 ‘사이버도시’, 나아가 ‘사이버지구촌’ 건설에 투자를 확대하고 있다. 사이버국토는 현실국토공간을 사이버공간에 그대로 반영하여 최적융합함으로써, 사이버공간에서 시간·공간·인간 즉 삼간(삼간)을 통합하고, 기존의 모든 디지털활동을 수용하며, 시뮬레이션이 가능한 제2의 국토건설을 지향하고 있다. 또한 사이버국토 건설의 경험과 기술을 바탕으로 향후 전개될 사이버지구촌시대를 선도하고, 건설 과정에서 얻게되는 통합정보기술의 선점을 통해 세계 정상의 정보기술 강국으로 도약하는데 목표를 두고 있다. 이러한 사이버국토를 구축하기 위해서는 관련법률과 제도를 정비하고, 관련기술과 산업을 국가발전의 핵심 엔진으로 육성하며, 대국민 흥보와 관계자 교육을 강화하는 전략이 필요하다.

전자펌프의 원리 및 기술개발 현황

  • 전자펌프(Electromagnetic)는 액체금속의 도전성을 이용하는 것으로 종래의 기계식에 비해 회전부가 없고 기밀을 요하는 패킹장치 등이 없어 보수가 필요없을 뿐 아니라 동작시 유도전압 조정기를 이용하여 유량제어를 쉽게 할 수 있는 등 많은 장점이 있다. 따라서 신뢰성과 안전성이 요구되는 고속증식로, 인공위성과 같이 액체금속을 냉각재로 사용한는 시스템의 펌프에는 물론 알루미늄, 납, 수은 등과 같이 산업계에서 많이 쓰이는 용융금속의 수송에도 대단히 중요한 장치이다. 그러나 전자펌프는 구조상 2차측(액체금속)과 펌프닥트등에서의 손실이 대단히 클 뿐 아니라 전자펌프의 이용 특성상 높은 온도에서 사용해야 하므로 절연 및 내열재료 특성에도 아직 연구되어야 할 과제가 많다. 본 난에서는 이러한 관점에 입각하여 전자펌프의 기본원리를 기술하고 국내외의 연구현황 및 전망을 고찰하여 보고자 한다.

The Relations Between Relationship Building Competences and Entrepreneurial Intentions (관계형성역량과 창업의도와의 관계분석)

  • There are common features among successful entrepreneurs without regarding to the stages of startup like challenge, growth, leap and maturity stages. We know that the successful entrepreneurs have strong entrepreneurship and interpersonal competency through many experiences in the real field of startup ecosystem. Entrepreneurship has a positive effect on intention to start a business, and the importance of entrepreneurship in business startups has been found through many studies. In addition, in most curriculum of startup, entrepreneurship education is operated like an introduction to the startup education. However, in research on entrepreneurship and education on entrepreneurship, it is not easy to find other factors related to interpersonal competence except for leadership. In this study, we redefined relation-building competences in consideration of relation-building parts such as self-openness, affinity, communication, empathy and consideration among various competencies of interpersonal relations, and analyzed the difference of startup intention according to the degree of relation-building competences. As a result, there was a significant difference in the degree of relation-building competences between the group of start-up entrepreneurs and the group with no intention of starting a business. It was proved that the relation-building competences is important for entrepreneurs. Therefore, in addition to studying entrepreneurship, which is represented by conductivity, innovation, autonomy, and risk sensitivity, the studying of relationship-building competences should be continued. It is expected that various research results analyzing the relationship between startups and relationship-building competences will be reflected in entrepreneurship education.

Research Evaluation Indicators for Government Supported Research Institutes on Geoscience and Mineral Resources in the New Korean Mission Oriented Evaluation System (임무중심형 종합평가에서 지질자원 분야 출연연구기관의 연구개발 우수성 평가지표 연구)

  • The Ministry of Science, ICT and Future Planning (MSIP) introduced its new Mission Oriented Evaluation System (MOES) for government affiliated research institutes and Government Supported Research Institutes (GSRI) on science and technology in 2013. The Korea Institute of Geoscience and Mineral Resources (KIGAM) is the first MOES applied Science and Technology (S&T) GSRI, that has research divisions focusing on geoscience and geological surveys, mineral resources extraction and utilization, petroleum extraction and marine mineral research, and geological applied and environment research. In appling the final evaluation of MOES on KIGAM, we found difficulty classifing the concepts of research excellence and risk (innovativeness) in guidelines of Research Evaluation Indicators (REIs) of MSIP. We have developed quantitative and qualitative indicators that can present research excellence and risk (innovativeness) through the KIGAM World Class Laboratory (WCL) strategy and related studies, innovative research and development guidelines of MSIP (2013a) and honorable R&D failure guidelines of MSIP (2013b). We have applied our developed REIs in KIGAM which handles basic research, applied and development research and public services. Therefore, our developed REIs can be effectively applied in every S&T GSRI.

The Relationship between Sustainable Development and Historic Environment (지속가능한 발전과 역사환경의 관계)

  • The aim of this study is to examine the relationship between sustainable development and historical and cultural environment. Based on the acknowledgement that it is now critical to examine this relationship in Korea, this study analyzes the case studies of the U.K. It is unavoidable to take a holistic standpoint on the idea of sustainability in order to achieve integration between environmental, social and economic goals. In the future, it will be a big challenge to apply such a holistic standpoint to the management of cultural heritage and assets in Korea. Sustainability is not a principle that is applicable only to physical resources but is an integrative principle that applies to protecting historic environment. Above all, the goal of managing historic environment is to reflect local life, to improve the quality of life, and to develop one's identity, diversity and vitality. Another goal is to protect heritage asset that cannot be renewed as many as possible. Ultimately, there must be a policy that both preserves historic environment including cultural heritage and maintains sustainable development.

International Comparison of Re-start up Support system for Failed Businessmen (실패기업인의 재창업지원 제도에 관한 국제비교연구)

  • The Korean government is building a virtuous cycle of startups and venture businesses for a dynamic, innovative economy. This ecosystem is made possible when a social environment that embraces tolerance and turn business failure into re-startups and challenging venture startups by outstanding entrepreneurs are present. Due to the government's efforts to promote start-ups and venture businesses, their number has been increasing annually, but the efforts to create a social environment for re-startups and establish a relevant institution have recently started. This study is aimed at providing policy direction for re-startups by getting policy implications after identifying the current status of domestic failed businessmen' re-startups based on previous researches on failed businessmen. This study also reviewed advanced nations' cases and made international comparison of re-startup policies. Before the startup culture that recognizes failure as the stage for success is formed as in the U.S., it is necessary to create a legal basis for continuously pushing for the rechallenge policy of EU's Small Business Act and establish and operate the private sector-driven revitalization council of SMEs in Japan. It is also necessary to consider the guarantee of failed businessmen' livelihood. If additional research and government policies are added to the conclusions made on the policy implications, this research will provide an in-depth insight for revitalizing domestic re-startup.

  • Sodium sulfur (NAS) battery is a high energy storage system (ESS). These days, as the use of renewable green energy like wind energy, solar energy and ocean energy is rapidly increasing, the demand of ESS is increasing and NAS battery is considered to be one of the most promising ESS. Since NAS battery has a high energy density(3 times of lead acid battery), long cycle life and no self-charge and discharge, it is a good candidate for ESS. A NAS battery consists of sulfur as the positive electrode, sodium as the negative electrode and ${\beta}$"-alumina as the electrolyte and a separator simultaneously. Since sulfur is an insulator, carbon felt should be used as conductor with sulfur and so the composition and property of the cathode could largely influence the cell performance and life cycle. Therefore, in this paper, the composition of NAS battery, the property of carbon felt and sodium polysulfides ($Na_2S_x$, intermediates of discharge), and the effects of these factors on cycle performance of cells are described in detail.

Financial Ecosystem Development for Venture Capital Activation in Daejeon, Korea (대전지역 벤처창업 활성화를 위한 벤처 자금생태계 개선방안)

  • Despite the fact that Daejeon has excellent technology infrastructures such as government-funded research institutes, Daedeok Innopolis, and KAIST, the infrastructure for initial investment and growth support for technological start-ups is not sufficient. In particular, the amount of venture capital supply in Daejeon is relatively low compared to other innovation infrastructures. The purpose of this study is to suggest the implications of the venture capital ecosystem in Daejeon area through the analysis of what evolution process has been undergoing and what improvements and complementary points are needed in the future. First, the role of public finance system should be strengthened in order to stimulate angel investment and private capital inflows to start-up companies. Second, in order to cultivate investment professionals in the region, it is necessary to grant local funds to local institutions, and to run investment expert training courses in universities. Third, cooperation between related agencies is needed to add accelerator functions to existing incubators and to foster new accelerators. Fourth, in order to expand the role of local governments, it is necessary to establish funds, to open innovation mindset of public officials, and to communicate effectively with the central government. Fifth, basic venture ecosystem infrastructures such as inflow of excellent manpower, prevention of technology deception, improvement of rechallenge environment should be expanded. Sixth, it is necessary to reorganize the step-by-step start-up financing policy of 'Establishment - Growth - Exit - Rechallenge'. This study is meaningful in that it has grasped the current status of venture start-up financial ecosystem in Daejeon, which is changing rapidly. In particular, it is different in that it identifies financial difficulties venture companies in Daejeon and finds ways to utilize existing financial ecosystem efficiently.

  • Human powered aircraft: the aim is to fly only by human power, features many challenging issues. Contrary to the general aircraft operated by an engine, human powered aircraft, that manoeuvres by lower power, requires additional consideration about weight, material, aerodynamical and structural analysis. Since this aircraft flies at a low speed, low Reynolds number flight will need to be taken into account. In this paper, SNU (Seoul National University) Human Powered Aircraft was designed by comparing it with the existing human power aircrafts, as well as by using theoretical analysis that obtains the design parameters. Also, this paper discuss about the manufacturing process using composite material for real human powered aircraft.

The Scope of Regenerative Endodontics on Open-Apices in Young Permanent Teeth (영구치의 개방성 치근첨에 대한 재생 근관치료적 의견)

  • Numerous challenges in treating permanent dentition are encountered, especially in treating immature teeth with pulp necrosis. Historically, calcium hydroxide application during long periods of time was used to induce the formation of a calcific barrier across the open apex. In 2004, a new treatment modality for the management of the open apex was introduced. This treatment was named as 'revascularization' and gained acceptance among dentists. The protocol was different from the traditional apexification techniques in that the canal was irrigated and disinfected with a combination of three antibiotics (ciprofloxacin, metronidazole and minocycline). At the next appointment, bleeding was induced and the canal was sealed with MTA. Successful regenerative endodontic treatment of necrotic immature permanent teeth can provide continued root development, increased thickness in the dentinal walls and apical closure. These developments of a functional pulp-dentin complex have a promising impact on retaining the natural teeth, the goal of the dental health care.
