지역건축탐방(15) - 신도시(상)

  • 신도시는 수도권 주택문제 해결을 위하여 1980년대부터 건설되어 왔다. 행정기관의 분산정책과 함께 개발된 과천 신도시와, 주택 200만호 건설을 위하여 급조된 분당, 일산 등 신도시들이 건설되면서 건설업계는 한동안 호황과 함께 자재, 인력 부족이라는 몸살을 앓기도 하였다. 고층 고밀 아파트 단지를 중심으로 구성된 신도시는 주택 보급률 향상에는 도움을 주었지만 주거의 질에 대한 문제의 심각성을 부각시키기도 하였다. 또한 가장 빠른 기간에 거대한 신도시 건설은 세계 도시사에 신기록으로 남을 것이다. 그러나 지금은 건설배경이나 건설과정의 어려움을 잊고 이제는 위성도시로 자리잡아 가면서 나름대로의 지역문화를 형성하고 있다. 대부분 수도권에 위치한 신도시의 주민은 수도권 주변에서 떠돌다 모여들었고, 서울을 생활기반으로 삼고 있다. 낯선 곳에 낯선 사람들이 모여 새로운 도시설계 기법으로 설계된 낯선 도시에서 만나 살아가는 그들은 그들 나름대로의 새로운 도시 문화를 구축하고 있다. 그들은 급변하는 우리 현실에서 신도시에 대한 적용을 어떻게 하고 있는가? 신도시, 그곳에도 지역성은 있는가? 각 지역별로 새롭게 형성된 신 문화지형은 어떠한 모습으로 형성되고 있는가? 그리고 그곳에서 새롭게 자라나고 있는 도시건축문화는 무엇인가? 라는 의문은 건설 후 지금까지 그리고 앞으로 건설이 완성될 때까지, 또 계속 팽창되어 가는 신도시에 던져질 화두이다. 지역건축탐방은 인천을 시작으로 전국을 돌아 이제 신도시와 북한 편으로 마감을 하게 되었다. 이 연제를 계기로 지역건축에 대한 이해와 관심이 고조되었고, 또 지역건축에 관심이 있었던 건축사(가)나 학자들의 모임이 활성화 되기도 하였다. 지역성에 대한 문제는 지역주민의 꾸준한 관심에서 출발되고 그 지역을 만들어나가는 건축사(가)들의 의식속에서 자라나게 된다. 또한 지역건축의 활성화는 지역문화형성의 밑거름이 되고 나아가 우리문화의 원천이 될 것이다. 지역성에 대한 문제는 앞으로 더욱 논의가 되어야할 영원한 과제이다. 신도시 편은 이번호에 상편을 싣고, 하편은 2000년 2월호에 게제될 예정이다.

Change of Seoul's Downtown Planning: Focusing on Urban Conservation from the 1960s to the 1990s (서울시 도심 계획 방식의 변화: 1960년대부터 1990년대의 도시보전을 중심으로)

  • The purpose of this study was to understand changes in Seoul's downtown planning from the 1960s to 1990s. The approach was examined by classifying its formation process though urban conservation. The effects of modernization and urbanization on Seoul's downtown planning were as follows. In the 1960s, Seoul attempted to decentralize urban functions due to excessive population. In the 1970s, a policy to diversify urban functions according to Gangnam development was enacted. In the 1980s, the existing downtown declined, and the sub-downtown grew with changing urban functions. In the 1990s, the identity of the existing downtown was recognized through the Seoul Memorial Project. This study also analyzed downtown planning efforts concerned with urban conservation. First, the physical aspects of existing buildings and street facilities were maintained. Second, the spatial aspects for the maintenance of surrounding areas were proposed. Fourth, the social aspects for accessibility by Seoul citizens was improved. This analysis demonstrates the concept of urban conservation based on physical-spatial-social aspects.

The Changes of Urban System Reflected in Daily Movement: 2005-2012 (일일 인구이동으로 본 국토공간의 도시체계 변화: 2005년과 2012년)

  • This paper examined the changes of urban system through the network and the flow pattern reflected in daily movement in Korea. Because daily movement reflects trip pattern, urban system formed by inter-city linkages can be recognized in terms of living sphere. While population movements between cities have the number of linkage systems of city network and the number of traffic regions composed of the origin and destination has increased respectively. Nevertheless, spatial extent of Capital region and Busan region has been expanded. In Gangwon-do in which Seoul-oriented high-speed transportation network has developed, separation of living sphere between Yeongdong area and the Soyanggang cultural region formed around Chuncheon was intensified. Living sphere that includes Daejeon and the surrounding cities has been expanded to the southern Gyeonggi-do. The existing living sphere formed in Jeollanam-do was fragmented into the east and west around Mokpo and Suncheon due to the weakened centrality of Gwangju. Living spheres formed by spatial interaction were consistent with regional administrative boundary. Considering the increased interaction between Seoul and its surrounding cities, the development of global city-region centered on Seoul is expected.

  • 부동산문제등과 관련하여 지적(地籍) 및 용도지역지구 자료의 중요성이 부각되면서, 복잡한 법적 절차를 갖춘 시스템이 구축되고 있다. 그 중 한국토지정보시스템(KLIS)은 각 지자체별 지적 및 도시계획 관련 데이터 구축, 업무시스템 및 건축 인허가등의 민원발급, 부동산 관련 다양한 통계 등을 제공하고 있다. 그러나, 이 시스템이 설치되어 있는 시군구 중 일반구(區)를 포함한 시(市)의 경우는 법적인 편집 권한이 다른 기관에서 공통 데이터베이스의 편집에 따른 데이터 무결성 문제와 네트워크 장애에 따른 업무 지연 등의 업무 연속성 문제를 야기할 수 있다. 본 논문에서는 일반구가 포함된 시(市)에서의 지적도편집, 용도지역지구도 편집 등 이종의 기관에서 이루어지는 분산 환경 데이터베이스편집에 따른 동기화의 문제점을 제기하고, 이러한 문제점을 보완할 수 있도록 트랜잭션 단위로 공간 및 속성 데이터의 복제를 담당하는 Replicator를 이용한 분산 데이터베이스 동기화 아키텍처를 제안하고, 동기화부분과 표준화부분, 트랜잭션관리부분으로 구성되어 있는 Replicator의 구성요소를 설계 및 구현하고 Replicator를 이용한 분산 데이터베이스의 변경부분을 미반영 데이터베이스에 반영하는 처리절차와 처리 후 결과를 제시하여, 지적 및 용도지역관련 데이터를 두 개 이상의 기관에서 동시에 편집한 내용이 실시간으로 두 기관의 분산 데이터베이스에 변경 분이 반영되어 모두 동기화 되어 있는 것을 공간데이터 편집기로 확인해 볼 수 있었다.

Characterization of Ecological Networks on Wetland Complexes by Dispersal Models (분산 모형에 따른 습지경관의 생태 네트워크 특성 분석)

  • Wetlands that provide diverse ecosystem services, such as habitat provision and hydrological control of flora and fauna, constitute ecosystems through interaction between wetlands existing in a wetlandscape. Therefore, to evaluate the wetland functions such as resilience, it is necessary to analyze the ecological connectivity that is formed between wetlands which also show hydrologically dynamic behaviors. In this study, by defining wetlands as ecological nodes, we generated ecological networks through the connection of wetlands according to the dispersal model of wetland species. The characteristics of these networks were then analyzed using various network metrics. In the case of the dispersal based on a threshold distance, while a high local clustering is observed compared to the exponential dispersal kernel and heavy-tailed dispersal model, it showed a low efficiency in the movement between wetlands. On the other hand, in the case of the stochastic dispersion model, a low local clustering with high efficiency in the movement was observed. Our results confirmed that the ecological network characteristics are completely different depending on which dispersal model is chosen, and one should be careful on selecting the appropriate model for identifying network properties which highly affect the interpretation of network structure and function.

  • 국내 도시는 1960년대이후의 산업화에 따라 인구와 산업이 도시로 집중되어 급속하고 거대한 성장을 이루었고 대기오염 현상의 다양화, 복합화로 인해 스모그와 시정장애 등 새로운 오염현상이 심각해지고 있다. 도시지역 대기중의 오염물질 농도수준은 오염 배출원의 분포 및 배출강도 그리고 지역의 지형, 기상 요인 등 많은 요인에 따라 좌우된다. 특히, 대도시는 경제ㆍ사회ㆍ문화 등 다양한 요소들이 복합적으로 상호 작용하는 유기체적인 공간으로 특정 지역에로의 집중과 분산이 일어나면서 다양한 공간구조(예; 신시가지, 산업단지 등)를 만들어 가고(이광국 등) 이런 변화에 따라 대기오염의 공간적 분포 경향 역시 달라져 갈 것이다. Study on decentralized options of the in-stream flow for restoring the Gyobang cheon: application of the Urban Volume and Quality (UVQ) model to examine feasibilities in water quantity and quality (교방천 복원을 위한 분산형 유지유량 확보 방안 연구 (I): 수량.수질 타당성 검토를 위한 도시 물순환 모형 적용)

  • This study has a purpose of examining technical feasibility of supplying the in-stream flow for the Gyobang cheon by using treated water from small wastewater treatment facilities as a decentralized option. To do this, the water and contaminant flow in study areas of the Gyobang cheon are defined from the context of the integrated urban water cycle, and analyzed by using the Urban Volume and Quality (UVQ) model. First, the UVQ model was built for the study areas of the Gyobang cheon and calibrated with observation data. Second, the decentralized options of the in-stream flow was explored with consideration of availability of water sources. The UVQ simulation then led to selecting the best option which would meet the criteria of water quantity and quality. It was finally concluded that using water sources out of study areas 1 and 2, adjoining the upper part of the Gyobang cheon, in the decentralized manner can be a feasible option for in-stream flow. It also seems that the UVQ model is useful to understand the water cycle in study areas of the Gyobang cheon.

Characteristics of Intra and Inter-Regional Population Mobility Resulting from Innovative City Development (혁신도시 건설에 따른 권역내·외 인구이동 특성)

  • In 2005, the selection of 10 innovation cities was completed, and since 2013, public institutions began relocating to innovation cities. As a policy aimed at promoting balanced regional development, there were significant expectations from the regions. However, although the population moving to innovation cities has increased, it remains to be seen how much inflow is from the capital region and what spatial characteristics exist nationwide. Therefore, this study aims to analyze whether the innovation cities are fulfilling their roles by examining the patterns of inflow from the capital region and the spatial characteristics, and to reassess the policy direction for future innovation cities. We utilized the Microdata Integrated Service (MDIS) provided by Statistics Korea from 2013 to 2021. For the data collection reasons, we focused on analyzing the three cities. The results showed that in the initial stages of innovation city development, there was a significant influx of population from the capital region, leading to some effects on population dispersion and balanced regional development. However, over time, a phenomenon emerged where more people started to move back to the capital region, indicating a problematic trend. Furthermore, the Gyeongbuk Innovation City and Gwangju-Jeonnam Innovation City showed similarities in terms of reasons for migration, age of householder, and number of household members. However, the Gyeongnam Innovation City exhibited distinct characteristics compared to the other two cities. While the reasons for this phenomenon may be diverse, the current situation suggests that the goal of achieving "balanced national development" has reached its limits. Therefore, urgent measures need to be taken for improvement that take regional characteristics into account. Furthermore, in designing the second phase of the public institution relocation plan is required to avoid repeating the same issues and ensure a more thoughtful approach.

The Effect of Urban Trees on Residential Solar Energy Potential (도심 수목이 분산형 주거 태양광에너지 잠재량에 미치는 영향)

  • This study spatially assesses the impact of trees on residential rooftop solar energy potential using urban three-dimensional models derived from Light Detection and Ranging(LiDAR) data in San Francisco, California. In recent years on-site solar energy generation in cities has become an essential agenda in municipal climate action plans. However, it can be limited by neighboring environments such as shade from topography, buildings and trees. Of all these effects, the impact of trees on rooftop photovoltaics(PVs) requires careful attention because improper situation of solar panels without considering trees can result in inefficient solar energy generation, tree removal, and/or increasing building energy demand and urban heat island effect. Using ArcMap 9.3.1, we calculated the incoming annual solar radiation on individual rooftops in San Francisco and the reduced insolation affected by trees. Furthermore, we performed a multiple regression analysis to see what attributes of trees in a neighborhood(tree density, tree heights, and the variance of tree heights) affect rooftop insolation. The result shows that annual total residential rooftops insolation in San Francisco is 18,326,671 MWh and annual total light-loss reduction caused by trees is 326,406 MWh, which is about 1.78%. The annual insolation shows a wide range of values from $34.4kWh/m^2/year$ to $1,348.4kWh/m^2/year$. The result spatially maps the locations that show the various levels of impact from trees. The result from multiple regression shows that tree density, average tree heights and the variation of tree heights in a neighborhood have statistically significant effects on the rooftop solar potential. The results can be linked to municipal energy planning in order to manage potential conflicts as cities with low to medium population density begin implementing on-site solar energy generation. Rooftop solar energy generation makes the best contribution towards achieving sustainability when PVs are optimally located while pursuing the preservation of urban trees.

Designing a Decentralized Stormwater Management Corridor for a Flood-Prone Watershed using Surface Runoff Analysis (지표유출수 분석을 통한 상습침수유역의 분산식 우수관리통로 설계)

  • Many urban areas in Korea suffer from repeated flood damage during intensive rainfall due to an increase in impervious areas caused by rapid urbanization and deteriorating sewage systems. A centralized stormwater management system has caused severe flood damage in an area that has proven unable to accommodate recent climate change and a rise in precipitation. Most flooding prevention projects that have been recently implemented focus on increasing drainage system capacity by expanding the size of sewer pipes and adding pumping stations in downstream areas. However, such measures fail to provide sustainable solutions since they cannot solve fundamental problems to reduce surface runoff caused by urbanization across the watershed. A decentralized stormwater management system is needed that can minimize surface runoff and maximize localized retention capacity, while maintaining the existing drainage systems. This study proposes a stormwater management corridor for the flood-prone watershed in the city of Dongducheon. The corridor would connect the upstream, midstream, and downstream zones using various methods for reducing stormwater runoff. The research analyzed surface runoff patterns generated across the watershed using the Modified Rational Method considering the natural topography, land cover, and soil characteristics of each sub-watershed, as well as the urban fabric and land use. The expected effects of the design were verified by the retainable volume of stormwater runoff as based on the design application. The results suggest that an open space network serve as an urban green infrastructure, potentially expanding the functional and scenic values of the landscape. This method is more sustainable and effective than an engineering-based one, and can be applied to sustainable planning and management in flood-prone urban areas.
