Urban Climate Impact Assessment Reflecting Urban Planning Scenarios - Connecting Green Network Across the North and South in Seoul - (서울 도시계획 정책을 적용한 기후영향평가 - 남북녹지축 조성사업을 대상으로 -)

  • When making urban planning, it is important to understand climate effect caused by urban structural changes. Seoul city applies UPIS(Urban Plan Information System) which provides information on urban planning scenario. Technology for analyzing climate effect resulted from urban planning needs to developed by linking urban planning scenario provided by UPIS and climate analysis model, CAS(Climate Analysis Seoul). CAS develops for analyzing urban climate conditions to provide realistic information considering local air temperature and wind flows. Quantitative analyses conducted by CAS for the production, transportation, and stagnation of cold air, wind flow and thermal conditions by incorporating GIS analysis on land cover and elevation and meteorological analysis from MetPhoMod(Meteorology and atmospheric Photochemistry Meso-scale model). In order to reflect land cover and elevation of the latest information, CAS used to highly accurate raster data (1m) sourced from LiDAR survey and KOMPSAT-2(KOrea Multi-Purpose SATellite) satellite image(4m). For more realistic representation of land surface characteristic, DSM(Digital Surface Model) and DTM(Digital Terrain Model) data used as an input data for CFD(Computational Fluid Dynamics) model. Eight inflow directions considered to investigate the change of flow pattern, wind speed according to reconstruction and change of thermal environment by connecting green area formation. Also, MetPhoMod in CAS data used to consider realistic weather condition. The result show that wind corridors change due to reconstruction. As a whole surface temperature around target area decreases due to connecting green area formation. CFD model coupled with CAS is possible to evaluate the wind corridor and heat environment before/after reconstruction and connecting green area formation. In This study, analysis of climate impact before and after created the green area, which is part of 'Connecting green network across the north and south in Seoul' plan, one of the '2020 Seoul master plan'.

  • 본 연구는 현대 도시의 다양한 문제점에 대한 대응방식에 있어서 도시성장관리정책의 측면에서 접근하여 미국의 시애틀 도시를 대상으로 하여 그 성장과정과 도시계획 및 설계의 정책변화과정을 살펴봄으로써 제도적, 계획적 시사점을 찾고자 하였다. 시애틀의 도시성장과정에서 주목할 점은 일찍이 도시의 녹지확보를 위한 계획과 정책, 자금확보를 수행해 왔으며, 도시성장관리 기법에 의거한 도시계획의 수립, 도시전체에 대한 포괄적 계획의 수립, 지속가능한 개발정책의 수립을 들 수 있으며, 이 과정에서 시민의 참여를 적극 유도하고 있다는 점이다.

The analysis of future land use change impacts on runoff characteristics in urbanized watershed using SWAT model (SWAT 모형을 이용한 도시유역 토지이용 변화가 유출특성에 미치는 영향연구)

  • 유역의 도시화는 지체시간, 첨두유량 및 총 유출량 등 홍수 유출특성 뿐만 아니라 개발행위에 따른 토사유출특성 변화를 초래하는 등 다양한 문제를 유발하고 있다. 또한 인구증가, 산업발달, 교통량 증가로 인한 화석연료의 소비증가로 대기 중의 이산화탄소의 농도가 급증하여 기후변화에도 큰 영향을 미치고 있다. 이러한 지나친 도시화 진행을 억제하고 웰빙과 건강에 대한 관심 증대에 따라 저탄소 녹색사업의 일환으로 도시 녹지조성 계획이 진행되고 있다. 따라서 본 연구에서는 도시하천인 중랑천 ($288km^2$) 유역을 대상으로 도시화 진행에 따른 토지이용 변화가 강우-유출 특성에 미치는 영향을 분석하였다. 이를 위해, 중랑천 유역의 과거 (1975, 1980, 1985, 1990, 1995, 2000) 토지 이용도로부터 각 항목별 면적변화 추이를 분석한 결과, 17.8%의 도시지역 면적 증가가 나타났다. 미래토지이용 예측을 위하여 CLUE-s (Conversion of Land Use change and its Effects) 모델을 이용하였다. 과거 토지이용 변화 특성을 분석하여 토지피복의 변화와 전이 특성값을 결정하였고, 이를 바탕으로 토지면적 시나리오, 변화 제한지역, 회귀식 결과와 토지이용 변화 특성에 따른 CLUE-s 모델을 이용하여 미래 토지이용변화 (2040, 2080) 모의를 실시하였다. 이러한 토지이용 변화에 따른 유출특성변화 모의를 위해, 물리적 기반의 준분포형 강우-유출 모형인 SWAT (Soil and Water Assessment Tool) 모형을 이용하였다. 모형의 적용성 평가를 위해, 매개변수 민감도 분석에 따른 도시유역 최적의 유출관련 매개변수를 선정하고 중랑교 지점의 일별 유출량자료(2000~2009)를 이용하여 보정 및 검증을 실시하였다. SWAT 모형의 검보정 후, 예측된 미래 토지이용도를 적용하여 과거와 현재, 미래 토지이용변화에 따른 유출특성변화를 비교분석하였다.

  • Government regulations and policies are important means of restraining the indiscreet expansion of urban areas. According to the standards from those means, it is clear that the fluctuation of forest green proportion encroached by the increase of urban space is obvious. In this study, we interpreted the changes of urban areas as well as the green ones owing to the urban expansion by the decades from 1996, with focusing on the cities of Seoul and Daegu highly developed in South Korea. The purpose of this study is to analyze the spatial expansion and morphological characteristics of urban land cover using not only satellite imageries (1996, 2006, 2016). but also the urban expansion intensity index (UEII) and GUIDOS program. Ultimately, this study is to compare the changes in the rate of forests due to urban expansions annually analyzed based on areas of forest elevation, slope, and the area of single forest patch. In Seoul, the expansion begun from urban space to suburban areas was comparatively rapid, which led the forest fragmentation and the gradual decline of the single patch. However, when it comes to DEM (Digital elevation model) and slope above a certain standard, by the development regulations, there was little decrease in area by anthropogenic developments. The city of Daegu has increased at a slow speed since 1996 in urban and suburban areas, whereas green forests have greatly increased through green forest conservation campaigns. In this way, as to the government policies and regulations, the quantitative and morphological expansion of cities owing to development could be controlled and forest spaces could be preserved as well. Therefore, regulations and policies by the government should be appropriately utilized for sustainable cities.

Mobility Change around Neighborhood Parks and Green Spaces before and after the Outbreak of the COVID-19 Pandemic (COVID-19 발생 전·후 생활권 공원녹지 모빌리티 변화 분석)

  • During the COVID-19 pandemic, the utilization rate of neighborhood parks and green spaces increased significantly, and the outbreak served as an opportunity to highlight the values and functions of neighborhood parks and green spaces for urban residents. This study aims to empirically analyze how citizens' movement and the use of neighborhood parks and green spaces changed before and after COVID-19 and examine the social and spatial characteristics that affected these changes. As a research method, first, people's mobility around neighborhood parks and green spaces before and after the COVID-19 pandemic were compared using signal data from telecommunication carriers. Through the analysis of changes in residence time and movement volume, the movement characteristics of citizens after COVID-19 and changes in walking-based park visits were examined. Second, the factors affecting the mobility change in neighborhood parks and green spaces were analyzed. The social and spatial characteristics that affect citizens' visits to neighborhood parks and green spaces before and after COVID-19 were examined through correlation and multiple regression analysis. Subsequently, through cluster analysis, the types of living areas for the post-COVID era were classified from the perspective of the supply and management of neighborhood parks and green spaces services, and directions for improving neighborhood parks and green spaces by type were presented. Major research findings are as follows: First, since the outbreak of COVID-19, activities within 500m of the residence have increased. The amount of stay and walking movement increased in both 2020 and 2021, which means that the need to review the quantitative standards and attractions of neighborhood parks and green spaces has increased considering the changed scope of the walking and living area. Second, the overall number of visits to neighborhood parks and green spaces by walking has increased since the outbreak of COVID-19. The number of visits to neighborhood parks and green spaces centered on the house and the workplace increased significantly. The park green policy in the post-COVID era should be promoted by discovering underprivileged areas, focusing on areas where residential, commercial, and business facilities are concentrated, and improving neighborhood parks and green services in quantitative and qualitative terms. Third, it was found that the higher the level of park green service, the higher the amount of walking movement. It is necessary to use indicators that contribute to improving citizens' actual park green services, such as walking accessibility, rather than looking at the criteria for securing green areas. Fourth, as a result of cluster analysis, five types of neighborhood parks and green spaces were derived in response to the post-COVID era. This suggests that it is necessary to consider the socioeconomic status and characteristics of living areas and the level of park green services required in future park green policies. This study has academic and policy significance in that it has laid the basis for establishing neighborhood parks and green spaces policy in response to the post-COVID era by using various analysis methodologies such as carrier signal data analysis, GIS analysis, and statistical analysis.

The Implications and Characteristics of the Policies for Park and Green Spaces in England (영국 공원녹지 정책의 최근 경향과 특성)

  • Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.

A Study on Temperature Change Profiles by Land Use and Land Cover Changes of Paddy Fields in Metropolitan Areas (대도시 외곽지역 논경작지의 토지이용 및 피복변화에 따른 온도 변화모형 연구)

  • The purpose of this study is to understand the scale of temperature change following large-scale urban developments in paddy fields to present possible measures to preserve suburban area paddy fields and to lower the scale of temperature increase after developing paddy fields in urban areas. The study was conducted in Bupyeong and Bucheon of Incheon Metropolitan City. The satellite image($1989{\sim}2000$) before and after the development of old paddy fields were used to analyze the land surface temperature changes according to the land use types. Building coverage, green coverage, non-permeable pavement coverage, and floor area ratio(FAR) were selected as the factors that influence urban temperature changes and the temperature estimation model was constructed by using correlation and regression analyses. The before and after satellite images of Bupyeong and Bucheon were classified into forests, greens and plantations, paddy fields, unused lands, and urban areas. The results indicate that most of the paddy fields that existed in the center of Bupyeong and Bucheon were converted into unused lands which were undergoing construction to become new urban areas. The difference between the surface temperatures of May 17th, 1989 and May 7th, 2000 was analyzed to reveal that most land converted from paddy fields to unused lands or urban areas saw an increase in surface temperature. Han River was used as a comparison to analyze the average surface temperature changes($1989{\sim}2000$) in former paddy fields. The scale of temperature changes were: $+1.6697^{\circ}C$ in urban parks; $+2.5503^{\circ}C$ in residential zones; $+2.9479^{\circ}C$ on public lands, $+3.0385^{\circ}C$ in commercial zones, and $+3.1803^{\circ}C$ in educational zones. The correlation between building coverage, green coverage, non-permeable pavement coverage, or floor area ratio(FAR) and surface temperature increases was also analyzed. The green coverage to temperature increases, but building coverage, non-permeable pavement coverage, and floor area ratio(FAR) had no statistically significant temperature increases. The factors that influence urban temperature changes were set up as independent variables and the surface temperature changes as dependent variables to construct a surface temperature change model for the land use types of former paddy fields. As a result of regression analysis, green coverage was selected as the most significant independent variable. According to regression analysis, if farmland is converted into an urban area, a temperature increase of $+3.889^{\circ}C$ is anticipated with 0% green coverage. The temperature saw a decrease of $-0.43^{\circ}C$ with every 10% increase of green coverage.
