A Korean urban contamination model METRO-K (${\underline{M}}odel$ for ${\underline{E}}stimates$ the ${\underline{T}}ransient$ Behavior of ${\underline{R}}adi{\underline{O}}active$ Materials in the ${\underline{K}}orean$ Urban Environment, which is capable of calculating the exposure doses resulting from radioactive contamination in an urban environment, is taking part in a model testing program EMRAS (${\underline{E}}nvironmental$ ${\underline{M}}odelling$ for ${\underline{RA}}diation$ ${\underline{S}}afety$) oragnized by the IAEA (${\underline{I}}nternational$ ${\underline{A}}tomic$ ${\underline{E}}nergy$ ${\underline{A}}gency$). For radioactive contamination scenarios of Pripyat districts and a hypothetical RDD (${\underline{R}}adiological$ ${\underline{D}}ispersal$ ${\underline{D}}evice$), the predicted results using METRO-K were submitted to the EMRAS's Urban Contamination Working Group. In this paper, the predicted results for the contamination scenarios of a Pripyat district were shown in case of both without remediation measures and with ones. Comparing with the predictied results of the models that have taken part in EMRAS program, a feasibility for decision-making support of METRO-K was investigated. As a predicted result of METRO-K, to take immediately remediation measures following a radioactive contamination, if possible, might be one of the best ways to reduce exposure dose. It was found that the discrepancies of predicted results among the models are resulted from 1) modeling approaches and applied parameter values, 2) exposure pathways which are considered in models, 3) assumptions of assessor such as contamination surfaces which might affect to an exposure receptor and their sizes, 4) parameter values which are related with remediation measures applied through literature survey. It was indentified that a Korean urban contamination model METRO-K is a useful tool for dicision-making support through the participation of EMRAS program.

Since the late 19th century, the annual average temperature of the Earth has risen due to excessive emission of greenhouse gases, and abnormal weather phenomena such as heavy rain and heavy snowfall have been increasing frequently all over the world. In a city with high population growth due to high economic growth, fire and terrorist accidents can cause serious property damage and human casualties. The purpose of this study is to propose the need for evacuated facilities to protect victims, and suggest adequate shelters' size which can be protectable them. In spite of the Ministry of Public Safety and Security designated 3.3 square meters of per capita capacity, they does not specify the basis about setting this criterion.

The U.S. security regulation is under the influence of each state's law; however, they are mostly similar. Among many states which has the longest history of security regulation in the U.S., state of New York has been shown security regulation for a long time. The state of New York has been emphasized the importance of security significantly because it is economically, culturally, and internationally important place at the same time. New York's state law of security business includes: 1. private investigators and bail enforcement agents and watch, guard or patrol agencies license law. 2. Security guard act of 1992~,3. Title 19 New York State's code of rules and regulation (NYCRR). The law of New York City's private security could inspire Korean private security law in many ways. First, administration of professional law and variety of licensure could be an inspiration to the Korean security services. Second, there are intimate partnership between police and private security in the U.S. New York police's private security partnership has been started since 1986 by Area Police/Private Security Liaison (APPL program) and there are about 1,300 of security companies participating. This program provides not only the simple partnership but also giving essential information for promoting public safety.

In order to monitor internal risk factors such as fire, terror, etc. on the subway station, the surveillance systems using CCTV and various kinds of sensors have been implemented and recently, introduction of surveillance systems using an advanced IT technology, sensor network technology is tried on several areas. Since 2007, Korean government has made an effort to develop the intelligent surveillance and monitoring system, which can monitor fire, intrusion, passenger congestion, health-state of structure, etc., by using wireless sensor network technology and intelligent video analytic technique. For that purpose, this study carried out field wireless communication environment test on Chungmuro Station of Seoul Metro on the basis of ZigBee that is considered as a representative wireless sensor network before field application of the intelligent integrated surveillance system being developed, arranged and analyzed and ZigBee based wireless communication environment test results on the platform and waiting room of Chungmuro Station on this paper. Results of wireless spectrum analysis on the platform and waiting room showed that there is no radio frequency overlapped with that of ZigBee based sensor network and no frequency interference with adjacent frequencies separated 10MHz or more. As results of wireless data transmission test using ZigBee showed that data transmission is influenced by multi-path fading effect from the number and flow rate of passengers on the platform or the waiting room rather than effects from entrance and exit of the train to/from the platform, it should be considered when implementing the intelligent integrated surveillance system on the station.

South Korea should correspond to the primary threat to North Korea's nuclear weapons. It is necessary to have countermeasures to solve the realistic problems of North Korea's nuclear weapons. We can intensify military pact between the United States and Korea and at the same time strengthening the current military power. Currently, we take note the threat North Korea's missile. We can not control the development of a nuclear weapon and there are possibilities that North Korea have successfully miniaturized nuclear enough to carry by the missile. We should overview and check the Korea's missile defenses system. While the direction of the overall missile defense system deployment with a focus on lower and upper air defense network. And discuss defense research should be to build a system that can be protected with a key strategic facilities and cities. While North Korea have nuclear weapon, the main issues related to North Korea's nuclear threat. The six party talks countries try to solve the problem by the international and diplomatic approach. At the same time we should make somewhat to defend measures such as military defenses of Kill chain system to protect our country. Kill Chain is on of the effective defense system. We know that North Korea do not abandon to develop nuclear weapons by diplomatic efforts. We should performed in fact by a variety of military suppression method.
