A Study on the Allocation Planning of Community Based Elderly Welfare Facilities - Focused on Urban Area - (일상생활권을 고려한 지역밀착형 노인복지시설의 배치계획에 관한 연구 -도시지역을 중심으로-)

  • As a result of rapid aging speed in our society, many problems related to elderly people have happened in many parts of our society. Among them, supply for elderly housing is one of the biggest problems. To solve these problems, 'long-term care insurance' has been put in operation from July 2008. By the time of the insurance operation, Ministry of Health and Welfare is increasing facilities every year according to '10-year expending plan of Care service infra' from 2002. As a result, the supply rate of elderly facilities has been raised. But the differences of facility supply rate between regions are very high in some cases. Therefore older people who need care sometimes cannot get proper care services in some areas. In that case, the frail older people have to use other care facilities of other regions. This is not a proper situation from the point of "Aging in Place". In order to prevent that case, it is necessary to set up proper 'Daily Living Spheres' and establish elderly care plan for it. Considering the points above, this study proposes the size of 'Daily Living Spheres' for the elderly, the kind and amount of elderly care facilities in it for the construction of Community Based Elderly Care System.

  • This study discusses spatial distribution of the silver towns in the Seoul metropolitan area and investigates how the residents recognize their silver towns through in-depth interviews. Nowadays there are many elders who prefer to live in urban downtown or suburb areas which can be connected with the places of their pre-retirement lives. Therefore, the silver towns in the Seoul metropolitan area have been increasing. The facilities are mainly located in northern part of Seoul and southern part of Gyeonggi province near the network of major express roads. Location and accessibility are more important than any other factors when the elderly contemplate moving into silver town. Silver town residents are likely to have meaningful times and positive identities by communicating with friends there. The elders aged 80 years or older living in silver towns think the silver towns as their home while 'young old' people complain their limited rights of decision making and they consider additional move.

A Comparative Study on the Sport-for-all Participation and Life Satisfaction Between Rural and Urban Elderly (농촌 노인과 도시 노인의 생활체육참가와 생활만족도 비교)

  • This study's goal is to compare influencing factors to life satisfaction and sport participation of the elderly in the rural and urban area. And it is to provide basic information that is appropriate to the local peculiarity. In the research, we used the 2006 KLoSA, got the following result through the more than 60 years old 502 peoples in the rural area and 1129 in the urban area. There were significant differences of factors related to the life satisfaction between rural and urban elderly, and the most sport participants have higher life satisfaction than non-participants. Through the probit analysis, the result shows that significant factors affecting sport participation for the rural elderly are gender, age, working/retired, and for urban elderly, the education level and income are added. About the participation, there were also significant differences on the participation frequency for the rural elderly and on the participation hours for urban elderly. The significant factors of life satisfaction for rural elderly are the education level, subjective health, and sport participation, and for urban elderly were the education level, income, subjective health, and sport participation. Overall, it shows the urban elderly have higher life satisfaction than the rural elderly. The welfare system to improve the sports participation and life satisfaction needs the differentiated support reflecting the social demographic characteristics.

The Distribution and Characteristics of Use of Urban Farms - A Case Study of the Siji Region in Daegu Metropolitan City - (도시텃밭의 분포 및 이용 특성 - 대구광역시 시지지역을 사례로 -)

  • Within the urban area, over the past decades unused land and public land such as streams and road sides have given urban residents a space for farming (urban farms). However, because this use is illegal, farming in unused and public lands could cause conflicts between urban farm users and land owners, degrade the quality of the urban landscape and contaminate the environment. Therefore, the purpose of this study is to provide a way of legalizing these farming practices that have been cultivated in unused urban areas and public lands. This study analyzed the status of distribution and use of the urban farms that have been scattered around urban areas in many different forms. The survey was conducted through on-the-spot investigation and in-person interviews with farm users and those who were operating weekend farms in the Siji region of Daegu Metropolitan City. According to the results of this study, urban farms were mainly found in green areas that were easily accessible from residential districts and prohibited from development. It was also revealed that the nearer to the border of the residential districts the sites of urban farms were, the larger the number of urban farms was. When it comes to the type of land use, although the proportion of urban farms located in farmlands was very high, the proportion of those located on state-owned lands such as roads, railroads and streams was also high, over 1/3 of that of the former sites. Among the users of urban farms, the percentage of users who were farming private-owned land for free was highest and that of state-owned land without permission ranked second. Most people who were farming unused lands or state-owned lands without permission, such as streams, roads, railroads, were the elderly. This shows the potential of farms in urban area as leisure activities spaces for the elderly. Even though this study has limitations in that the survey target area was selected in a certain area and the sizes of all urban farms were not measured by surveying apparatus and instruments, it helps to determine the characteristics of use and distribution associated with the spaces of urban farming, and to raise the importance and necessity of legalizing urban farms cultivated illegally in public land.

  • This study aimed to diagnose the housing conditions of the low income single or couple elderly households. Specifically, this study divided the elderly households into total 8 housing situations according to the three factors of residential area, household composition and income level, and compare the housing satisfaction level by household situation. This study was conducted in the form of the 1:1 interview with structured questionnaire and the field study, targeting the low income single or couple elderly households over 65 years old in urban and rural areas. The 80 collected data was analyzed using the SPSS statistics program. First, the households living in the urban areas and those in the rural areas had different housing conditions. Secondly, there was a clear difference in housing conditions between the single elderly households and couple elderly households. Third, the housing conditions were different depending on the gap in income level. This research is expected to be used as a basic resource to understand their various and differentiated demands and plan the housing environment to properly meet the demand.

  • The elderly in rural areas are faced with the dilemma of poor community environment, weak social communication ability and insufficient pension knowledge reserve. In addition, due to the serious shortage of social security facilities in rural areas and medical resources, the elderly are struggling, and the suicide rate is far higher than that in urban areas. In order to make the elderly have a comfortable pension environment and face the increasingly serious aging problem with a positive attitude, this paper takes the community environment of the Baima Tibetan elderly in Tielou Township, Gansu Province as the research object of aging transformation. First of all, literature data were used to carry out research on the aging transformation in rural areas. On the basis of sorting out previous research topics, ERG theory was determined as the guide. Secondly, the research methods of on-site investigation, interview and other research methods are adopted to investigate the number of left-behind elderly people in this area, and classify them according to the national standards. At the same time, the image of the current situation of the community environment of the elderly. Finally, combined with the ERG theory, the transformation design of the elderly living environment is implemented, mainly from the three aspects of survival, mutual relationship and growth.

Factor Influence of Urban Park Elements on Walking Days of the Elderly in Ulsan Metropolitan City (울산광역시의 도시공원 요소가 노인의 걷기 일 수에 미치는 영향)

  • The purpose of this study is to examine the effects of park type and inner elements of parks on the number of walking days of walking out of Ulsan Metropolitan City, And to make policy suggestions for them. The elderly people aged 65 and 1,274 persons or over in Ulsan Metropolitan City were selected as the subjects using the raw data of the 2015 community health survey. A multilevel analysis was conducted using a hierarchical linear model to find out the factors affecting the number of days of walking according to the level of regional level factor according to the five wards of Ulsan Metropolitan City. The number of walking days increased with the number of sports facilities and the number of walking days decreased with the number of amusement facilities mainly used by children. In the case of Jung-gu in Ulsan, the number of walking days was low even though the number of parks and the area of the park were large, In the case of Buk-gu, the number of walking was high even though the number of parks and the area of the park were small. Elderly people in Jung - gu, Ulsan metropolitan city are expected to need a health promotion project to promote walking, and it is necessary for seniors in Buk - gu, Ulsan Metropolitan City to make a good walking environment.

A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living (일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

Satisfaction Evaluation for the Pedestrian Improvement of Street Spaces - Focused on the Commercial and Residential Areas in the First District of Administrative-Centered City - (가로공간 보행증진을 위한 보행만족도 평가 - 행정중심복합도시 1지구 상업·주거지역을 대상으로 -)

  • A new urban paradigm that moves from a vehicle-centric to pedestrian-centric culture should be considered to improve the quality of the pedestrian environments for women, children, senior citizens, and disabled persons as well as to promote community unification by providing general movement rights to everyone. This study was implemented to provide decent alternatives to improve street spaces. The street spaces around the Commercial and Residential Area No.1 located in the Administrative-Centered City, Sejong Special Autonomic City, were selected to analyze and define the status of the walkways and the street spaces. Satellite imagery and numerical maps were used to collect geographic data. Practical and actual surveys for the selected sites were performed to analyze the street status and the pedestrian status. Based on the all collected data, analysis results, and literature reviews, the questionnaire was made, and 315 inquiries qualified for analysis. The physical status of all four study sites was the highest level, Grade A, and green open spaces were relatively sufficient. As a result, the factors obtained from the factor analysis have an impact on the satisfaction of the pedestrian streets in the commercial area. The factors are as followed Design > Convenience > Roadside trees and rest areas > Safety > Safety protective facilities > Transportation and information facilities > Continuity > Basic state of road surfaces > Comfortability, and in the residential area: Transportation and information facilities > Basic state of road surfaces > Comfort > Convenience > Continuity > Design > Illumination and crime prevention facilities > Safety > Roadside trees and rest areas.

The Characteristics of Traffic Accidents and Reduction Methods by Elderly Drivers to Prepare for the Aging Society -Focused on Jeju- (고령사회를 대비한 노인운전자 교통사고 특성 및 저감방안 -제주지역을 중심으로-)

  • The purpose of this study is to deduce improvement plan through analysis of the type and characteristics of traffic accidents caused by elderly drivers, and to establish the traffic safety policies for the elderly drivers. The analyzed result of road traffic accident situation are as follows. Firstly, Traffic accidents caused by elderly drivers were frequent on local roads of poor traffic safety facilities such as lighting. Secondly, The most frequent time zone of Traffic accidents caused by elderly drivers was 18:00 to 20:00, this time zone was mainly darkened. Thirdly, Traffic accidents are often caused by lack of attention occurred by no implementation of safe driving. Institutional Improvement of cosideration for elderly drivers and Traffic Safety Facilities maintenance considering regional particularities is needed for reducing traffic accidents and the safety of our society. Their driving skills of elderly drivers should test themselves constantly, and elderly drivers must hold down driving yourself using the alternative transportation.
