Equity implications of Subway use in Seoul, Korea (서울시 지하철 이용에 따른 형평성 분석)

  • This study explores horizontal equity problems in the Seoul Subway System by using costs per passenger kilometer as a comparison index. In general, subway users in the central area, except Line 1, are subsidizing users in fringe areas. Spatial differentiation of user cross subsidies in the area is due mainly to interactions between factors such as vehicle kilometers traveled, number of passengers, and length of segments. In order to decrease levels of user cross subsidies among the users and so relieve honzontal equity problems associated with subway use, it is necessary to develop a user fare system in which portions of marginal costs of subway use can be distributed properly among users. However, two-stage fare structure of the subway system in the study area is based only on trip distance, and so marginal costs associated with subway use are not properly reflected in user fees. Therefore, horizontal equity of the system in the study area is affected because of inappropriate user fees.

The Design Trends of Outdoor Space in Commercial Multi-Complexes in Korea (국내 복합상업시설 외부공간의 특성과 변화 양상)

  • This study examines the functionality and landscape design specifics of the outdoor space of representative commercial multi-complexes in Korea in order to overview the design trends of outdoor landscaping trends. Through surveying the composition of outdoor spaces along with their relation to the surrounding landscape, open spaces, and the neighboring communities, this paper identified the change in trends regarding the characteristics of outdoor landscape planning and acknowledged the enhanced public value of outdoor space. This study asserts that the characteristics of outdoor spaces can best be understood by examining the ways in which the outdoor space relates to adjoining commercial multi-complexes and the surrounding landscape. Focusing on the relationships that outdoor space establishes, commercial multi-complexes can be categorized as follows: in/outdoor separated type, in/outdoor semi-open type, surrounding landscape-projected type, and surrounding landscape-combined type. By studying the landscape design specifics of the outdoor space of representative cases of each type, the following has been concluded: First, the amount of outdoor space has expanded in terms of importance and function while serving to assist in various activities and participatory experiences, and no longer merely serves as a backdrop of commercial facilities. Second, with the strengthened connectivity between in/outdoor spaces, the elements of outdoor surroundings are more actively introduced indoors to improve amenities. Through directly connecting certain indoor program spaces with outdoor spaces, commercial multi-complexes tend to provide richer combined experiences. Third, with the expansion of outdoor space functionality, commercial multi-complexes are increasingly recognized as a quasi-public space, making good example of liminal space. In light of the recent case of development plans linked with public open spaces in suburban settings, commercial landscape design shows the possibility of creating an open space that can function as a center for local culture and green networks in the community.

Analysis of Scale Sensitivity of Landscape Indices for the Assessment of Urban Green Areas (도시녹지 평가를 위한 경관지수의 스케일 민감성 분석)

  • Landscape indices are effective tools to explain the spatial structure and patterns of ecological landscape including area/density, shape, core area, isolation/proximity, contagion/interspersion, and connectivity. More than 100 indices have been developed and an increasing amount of research explains changes in urban spaces using the indices. However, landscape indices have a high level of sensitivity to the scale of analysis - grain size and extent. If the scale sensitivity of indices is not considered, the research may produce inaccurate results. This study examines the scale sensitivity of landscape indices to find relatively stable indices in the complex geographical features of Korea. The scale sensitivity was analyzed using 20 categories of grain size and 41 categories of extent change. Landsat TM and ETM+ images of five years - 1985, 1991, 1996, 2000 and 2003 - were used, and 54 class level indices mounted on the FRAGSTATS program were examined. The results are as follows: First, according to the analysis of the scale sensitivity, 19 out of 54 class level indices were found to be stable to scale change. Second, the scale sensitivity was closely related to the green area ratio, and the typical threshold of change was $40{\sim}50%$. Third, among the 16 indices which were frequently used in the research in Korea, only 6 indices were relatively stable to the scale change. These results can be an effective basis for the selection of indices in the landscape ecology research in Korea.

Landscape Design Proposal for Seoul Yeouido Riverside Park (여의도 한강공원 조성계획)

  • Ran Gang is a huge, attractive river which meanders through Seoul, the capital of South Korea. However, during the modernization of Seoul, the river gradually lost its natural beauty and healthy condition. Han Gang Renaissance is a project to upgrade the look of the Seoul waterfront, by overcoming this disaster and reorganizing the surroundings of Han Gang. This research articulates the design strategies and description of the prizewinning work of the International Design Competition for Yeouido Riverside Park that was linked to the Han Gang Renaissance Project. There are three key points that basically speak to the identity of the new waterfront, Yeouido Riverside Park. First, the current day Yeouido was recreated as an artificial island through the rapid expansion of the city and the initiation of the shore protection works. However, because it is the only island still remaining that shows the history of Han Gang, the park was designed to be the place which preserves the lyric of sand island and the emotional memory of riverside. Secondly, among the six districts of the Han Gang Renaissance Project, the two districts that are facing each other, Yongsan and Yeouido, are the central areas promoting international finance and business. Despite Yongsan's complete urban image, the exquisite harmony of pastoral scenes and skyscrapers of the Yeouido waterfront is presented to develop an active mutual relation with Yongsan. Lastly, this design scheme re-establishes the relationship between this competition's site, Yeouido Riverside Park, and a neighboring site, Yeouido Park.

A Study on Classifications and Characteristics of Declined Rural Area in Chungcheong Region (충청권 농촌지역 쇠퇴 특성 및 유형에 관한 연구)

  • The study aims to identify the degree and types of spatial recessions in Si/Gun and Eup/Myun units within Chungcheong region in South Korea to contribute to the efforts being made to diagnose the rural recession and the potentials. To this end, we analyzed 27 Sis and Guns to identify the degree of recession and potentials of rural areas in Chungcheong region. We also carried out the diagnosis and K-Means Clustering on 274 Eups and Myuns, smaller administrative units, to figure out the types and characteristics of the rural recessions. In case of the analysis targeting the Sis and Guns, a relatively high degree of rural recession was found in Cheongyang, Seocheon and Taean for Chungcheongnam-do, and in Danyang and Goisan, as well as in Boeun, Okcheon and Youngdong - which are collectively called as 'Southern 3 Areas in Chungcheongbuk-do' as they are conventionally known by their high degree of rural recession. According to the results of the clustering analysis carried out on the 166 Eups and Myuns, there were five outstanding clusters. They were; areas with housing deterioration (29), areas with poor economic foundation (16), areas with poor accessibility to central areas (42), areas with poor residential environment (51) and areas with aged population (28). The findings and results of the present study are likely to serve as a basis for the design and enforcement of forthcoming rural area activation policies. Also, it would be highly recommended that a more comprehensive diagnosis is taken from a community-level perspective and policy suggestions and strategies tailored for rural communities are further discussed.

Comparison of Solid Waste Management System between Beijing and Seoul (베이징과 서울의 폐기물 관리체계 비교연구)

  • Beijing and Seoul are the capital of China and Korea, and political, economic, cultural, and tourist centers as well. Beijing is most likely to follow the footsteps of Seoul in the process of urbanization. The purpose of this study is to find out differences and improvements by comparing the solid waste management system between Beijing and Seoul. China classifies waste into urban waste, industrial waste and hazardous waste, which is the same as Korea did in 1980s. Beijing's policy directions in the waste management is similar to Seoul's in the early 1990s when Seoul strived to construct incinerators and landfill. Beijing's waste management achievements are also similar to Seoul's in that the ratio of recycling and incineration is high and that of landfill is low. Hence, it is expected for the waste management policies and achievement of two cities to resemble more and more. Financial burdens of government, indifference of citizens, and decentralized organizations of waste management might be the issues for Beijing to solve. In particular, to implement the user fee system and to encourage citizens to participate in waste separation discharge appear to be key issues in Beijing. Seoul should take a look at which the Beijing government itself collects waste in station and central area.

Consideration on the Operation of water level management and Environmental Change Associated with Inner Dike Constructions in Saemangeum Reservoir (새만금호 방수제 공사에 따른 관리수위 운영과 환경변화에 관한 고찰)

  • A Saemangeum Development Project, which is a national project in South Korea, has started with the objective of developing the reclaimed area mainly agricultural land use since the mid'80s. To develop a model of the global eco-reclamation, constructions of the eco-friendly counter facilities such as sluice gates and inner dikes, as well as environmental preservation measures for an estuary reservoir, have been carried out. However, reasonable measures of the water quality management for the Saemangeum area are required. Thus, the purpose of this study is to rigorously analyze and quantitatively evaluate the environmental problems due to the water level management associated with inner dike constructions. To achieve these objectives, the affecting factors on determination of water level management are described and a series of calibrated transient-state numerical simulations was performed to demonstrate the salinity distribution difference in the estuary before and after the construction of inner dikes. The overall salinity reduced about 2~5 psu, and the seawater intrusion was weakened by a well-regulated waterway after construction of the inner dikes compared to before construction of them.

Distribution Characteristics of the Medical Services in Korea (한국 의료서비스의 분포 특징 분석)

  • This study investigates the distribution characteristics of medical services in Korea. For the purpose this paper examines the spatial discordance between the provisions of the medical services and the need for them, and analyzes the spatial distribution patterns of medical service in both inter- and intra-regional levels. Disclosed is a severe regional disparity problem in the provision of medical facilities at both inter-regional and intra-regional levels. In recent years people's interest gets increased more in the social well-being of the community, and the resulting strong request makes it desirable to restructure the healthcare service system. This study has thus attempted to draw out the distribution function of the medical facilities, based on the examination of the real data. A particular attention has been paid to whether there exists any hierarchical structure in their size distribution. Quite remarkably, no appreciable hierarchical structure has been observed in the scale of the medical facilities in Korea, in sharp contrast to of the three-level hierarchical structure assumed in the three-level referral system adopted widely. Remarkably, it is revealed that medical facilities in Korea are described by scale-invariant distribution functions. Instead, scale-invariant power-law behavior has been found in the size distribution, which is expected to be rather generic and applicable to other countries as well.

동서 광역개발 협력체계구축 방안 - 광양만, 진주권 개발을 중심으로 -

  • 전라남도와 경상남도는 강 하나를 사이에 둔 아주 가까운 이웃이며, 주민생활권이나 지역경제권이 상로연계성을 갖고 있다. 뿐만아니라 사회, 경제 문화와 보유자원의 여러 측면에서도 상로 본완적 성격을 갖고 있는 지역이다. 따라서 대승적 차원에서 볼 때 국토의 균형박전을 도모하고 진정한 동서화합을 위해 상로연계성을 갖고 있는 광양만, 진주권 광역새발을 공동으로 추진하여 동시화합의 대전기를 마련하는 계기로 삼아야 할 것이다. 이러한 차원에서 동서지역의 광역개발 필요성을 요약하면, 첫째, 최근 일정지역의 행정구역을 넘어서 인구와 물자 및 자원의 이용이 활발하게 이러나고 있어 통합적 계획 및 집행이 요구된고 있다. 따라서 광양만 진주권개발은 2개도에 걸쳐 광역개발권역을 설정한 우리나라 최초의 시범적인 계획으로써 세계적인 관심을 보이고 있다. 둘째, 국가경쟁력을 강화하기 위한 신산업지대의 조성과 연계교통망의 구축이 요망된다. 셋째 국토균형발전을 위해 수도권에 대응한 지방거점 도시권의 육성이 팽배하며, 넷째, 중북투자를 피하고 상호보완적인 기능을 극대화하여 진정한 동서화합에 대한 시대적 여청이 증대되고 있는 시절이다. 따라서 광양만 진주권 광역개발의 기본구상은 우선 경제적 물리적통합으로 실절적인 동서이익을 보색하는 차원에서 추진되어야 한다. 그리고 광양함을 국제물류의 중심지로 확충하고 주변지역에 대규모 물류 유통 및 국제기능을 유치하여 국제적 교류거점으로서의 기반 조성을 강화 하여야 한다. 또한 국제관광벨트 및 신산업지대의 형성과 함께 세계화 고속화에 걸맞는 교통기반시설을 정비하는 한편 자연친화적인 개발전략을 이룩함으로써 지구촌 경제하에시 지역균형개발과 지역의 국제경쟁역 확보차원에서 실현되어야 한다. 나아가 과양만권과 진주권의 경제 사회적인 통합을 달성함으로써 국민적 염원인 동서화합의 장으로 승화 발전 시킬 수 있도록 공간구조 및 기능의 분담배분이 요구된다. 기능은 동시지역을 연결하는 통합적인 기능 분담으로 과양만은 생산 및 물류지원기능의 강화와 전주 사천권은 첨단산업 연구 및 지원기능의 강화차원에서 배분이 요구된다. 이러한 광역개발계획이 세계적으로 추진될 때에 진정한 동서화합은 가능할 것이다. 따라서 진정한 도서화합을 유도하기 위해서는 광역개발을 실펀하기 위한 제도적인 협력체계의 구축이 요구된다. 동서지역의 광영개발을 위한 협력체계의 구축 방안은 첫째, 양 지역간에 협약제도르 도입함으로써 광역개발의 집행력을 강화하여야 한다. 즉, 개별 개발사업별로는 협약이 체결됨으로써 자치단체간의 역활분담이 분명하고 여차별 예산의 확보는 물론 사업시행이 구체화 될 수 있기 때문이다. 둘째는 양 자치단체간의 광역행정을 진담하는 기구의 절차가 필요한다. 광역개발 계획 추진 뿐만아니라 실질적으로 양권역이 공존공영을 위해 필요한 사업들을 추진 할 수 있도록 협의회 기능을 보완한 새로운 전담기구의 설치가 필요하다. 셋째. 광양만 진주권 광역개발 계획은 동서지역의 화합이라는 상징적인 의미를 지니고 있다. 따라서 중앙정부는 동서지역간의 진정한 화합을 유도하기 위해 제주도개발 특별법과 같은 �G동서지역개발 특별법�H을 제정하여 종합적이고 체계적인 개발을 유도 하여야 한다. 지역발전을 이룩할 수 있도록 자속적인 노력이 필요하다.

Housing Need and Demand Assessment: Focused on Public Housing Development Projects (공공주택 사업지구의 수요평가모델 구축 연구)

  • This study proposes a new housing need and demand assessment model centering on small-scale housing development projects and happy house development projects that reflected the recent changes in rental and small sized apartment centered public housing policies and development paradigms. The housing need and demand assessment model of public housing development projects consists of quantitative evaluation factors such as potential need indicator and demand pressure indicator and qualitative evaluation factors such as local condition indicator. The potential need indicators of small sized housing development projects are calculated by subtracting the stock of already-supplied constructed rental and purchased rental housings from the potential quantity of need drawn from the small regions such as -eup, -myeon, and -dong. In the potential need indicators of happy house development projects, the potential need is calculated from those who are expected to receive a happy house in the unit of -si, -gun, and -gu. In small-sized housing development projects, demand pressure indictors are the number and the proportion of those who opened a subscription deposit, the number of those who received basic livelihood security and the number of those who were patriots and veterans. The demand pressure indicators of the happy house development projects are stock ratio of small-sized houses, rate of rise in housing rent price, level of housing rent price, and rate of monthly rent house.
