도시재생종합정보시스템에서는 도시의 쇠퇴정도를 파악하고 그에 따른 도시재생사업을 수행하는데 있어 의사결정 지원과 관련정보 등을 제공해주고 있다. 본 연구에서는 도시재생 사업을 진행시키고자 했을 때, 쇠퇴 도시가 가지고 있는 도시잠재력을 평가하여 효율적인 도시재생 사업의 의사결정을 지원해줄 수 있는 도시잠재력 지표를 개발하였다. 또한, 도시 잠재력 진단을 위한 정보 프로세스 및 구현방안을 제시하였고 그에 따른 시스템을 구현하여 도시재생종합정보시스템에 연동하였다. 제시된 도시잠재력을 진단을 통하여 효과적인 도시재생에 필요한 사업 우선순위등에 활용을 기대할 수 있다.

본 연구는 최근 정보산업분야에서 부각되고 있는 “유비쿼터스 정보기술(UIT)”을 도시계획 정보시스템(UPIS)에 활용하기 위한 연구이다. 유비쿼터스 기술이 무엇인지, 도시계획정보시스템에서 어떠한 이점을 줄 수 있는지 그 필요성을 밝혀 궁극적으로 도시계획정보시스템의 발전방향을 모색하는 데 본 연구의 목적이 있다.

The Urban Planning Information System is the core system in urban planning field which should operate at the national level of network, and requires a close inspection from the initial level of development. Therefore, this study analyzes international standards, domestic laws, preceding plans, as well as the standard system established in 2008, in order to identify the problems and propose directions for the future direction of the Urban Planning Information System. Suggestions from this study can be summarized as follows: (1) to take initiatives to create standards for the development of the Urban Planning Information System, followed by the establishment as international standards, (2) to have the system developed as an open structure, and (3) to comply w ith the preceding plans of related national GIS system to enable integration.

최근 유비쿼터스 기술을 도시 인프라에 적용하는 u-City 개발연구가 활발히 진행되고 있다. u-City에서의 시설관리는 실시간으로 도시내 시설물의 위치 및 상태정보를 모니터링하고 필요에 따라 지능적인 제어가 요구된다. 이를 구현하기 위해서는 기존 도시정보시스템에서 이용되던 GIS도면 혹은 대장에 의한 관리방식에서 벗어나 관리대상의 상태를 원격에서 직접 관리할 수 있는 체계가 필요하다. 이미 '지능형국토정보기술혁신사업'을 통하여 시설물 뿐만 아니라 부재와 센서의 상태파악을 원거리에서 효율적으로 하기 위하여 도시공간객체식별자(UOID:Urban Object IDentifier)를 제안하였다. 본 연구에서는 UOID의 효율적인 부여와 관리를 위한 DBMS기반의 시스템을 개발하였다. 본 시스템을 통해 관리자는 UOID의 생성, 수정, 소멸 등의 이력을 시간정보와 함께 관리할 수 있다. 또한, 3차원 도시객체모델과 함께 UOID를 관리하여, ID를 이용하여 좀 더 직관적인 도시시설 관리가 가능토록 하였다. 향후, 개발될 UOID시스템은 도시공간정보플랫폼에 적용되어 도시 내에 발생하는 모든 이벤트를 효과적으로 관리할 수 있는 식별자가 될 것이다.

지방자치단체 업무를 지원하기 위해 구축된 지리정보 활용 시스템을 UIS (Urban Information System : 도시정보시스템)라 한다. 본 논문은 각 지방자치단체가 많은 비용을 투자하여 개발한 UIS 활용을 극대화하기 위해 지방자치단체의 현장업무 중심의 UIS에 GPS와 PDA을 결합한 LBS(Location-Based Service:위치기반서비스) 시스템을 제시한다. 본 연구에서 제시된 시스템을 개발하여 활용한다면 현재 UIS의 가장 큰 문제점인 데이터베이스 유지보수 비용을 절감할 것이라 기대된다.

쇠퇴한 도시 지역을 활성화하기 위한 도시재생을 위해서는 경제 사회 문화 등 도시 서비스의 불균형 정도와 이를 지원하는 물리적 기반시설의 노후 및 쇠퇴 진단이 정확하게 이루어져야 한다. 아울러 도시의 잠재력 등을 평가하고 도시재생 사업의 우선대상지역을 선정할 수 있는 기능과 이를 모니터링하고 평가할 수 있는 도시재생종합정보시스템 구축이 요구된다. 본 연구에서는 도시재생을 성공적으로 지원할 수 있는 도시재생종합정보시스템의 체계를 정립하고 그에 따른 시스템을 설계하였다.

도시재생종합정보시스템{참고문헌1,2]에서는 도시의 쇠퇴정도를 파악하고 그에 따른 도시재생사업을 수행하는데 있어 의사결정 지원과 관련정보 등을 제공해주고 있다. 본 연구에서는 도시재생 사업이나 정책을 진행시키고자 했을 때, 기개발되어진 쇠퇴/잠재력 시스템의 연계/활용을 통해 효율적인 도시재생 사업의 의사결정을 지원해줄 수 있는 우선순위 선정프로세스를 연구하였다. 또한, 시스템간의 연계/진단을 위한 정보 프로세스 및 구현방안을 제시하였다. 제시된 우선순위 선정방안으로 보다 객관적, 직관적인 도시의 현황 및 DB 제공할 수 있으며 이를 통해 도시재생 사업 및 정책의 의사결정을 위한 근거자료로 활용 할 수 있다.

From the perspective of client-oriented administration, the study introduces the basic structure of Urban Inormation System (UIS) and examines problems and new strategies of UIS in Korean local governments. The study selects five metropolitan cities for a case study. According to this case study, UIS in Korea are focused on AM/FM and internally used only by practitioners. No government surveyed what their citizens want to get from UIS. To solve these problems, the study proposes developing strategies for client-oriented UIS as follows. First, local governments could use policy delphi technique to sum up the citizens' needs on UIS. Second, they need to pay more attention to the diversity and transmutability of administration zone and consider the importance of the connection between administration zone and attribute data collected on them. Third, UIS needs to keep a balance between AM/FM and living GIS. Fourth, internet UIS needs to be constructed which enables citizens' access to UIS more easily. Finally, GIS education and client-oriented administrative education need to be combined to improve government employees' mind for UIS.

도시재생종합정보시스템에서는 도시의 쇠퇴정도를 파악하고 그에 따른 도시재생사업을 수행하는데 있어 의사결정를 지원하거나 관련정보 등을 제공해주고 있다. 본 연구에서는 기후와 에너지 문제에 대응하는 도시재생 사업이 이루어 질 수 있도록 하기 위한 녹색지표를 개발하였다. 특히 개발된 녹색지표는 도시재생종합정보시스템을 통해 단순히 쇠퇴한 도시를 회복시키는 차원의 도시재생 사업이 아니라 기후와 에너지 문제에 안전한 지속가능한 도시개발에 중요한 역할을 하게 될 것이다.
