A Study on Strategic City Brand Policy: Based on the comparative analysis of city brand slogans in Seoul and overseas case studies (전략적 도시 브랜드 정책 연구: 서울시와 해외 도시 브랜드 슬로건의 비교 분석을 바탕으로)

  • All cities have constructed city branding strategically to intensify their competitiveness in global arena. Seoul Metropolitan has launched city brand in policy-level since 2003 and they have struggled to utilize city branding until now. This study explores the changes in Seoul's city brand in order to suggest a future direction for such efforts. The research is grounded in various domestic and foreign theories and case studies are considered from previous studies related to the place marketing, city marketing, and city branding. Relevant data were collected and analyzed, indicating that an unsure city brand requires strategic governance among stakeholders and civic consensus.

A Study on the Effect of the Urban Regeneration Project on the Reduction of Carbon Emission - A Case Study of Jeonju Test-Bed - (도시재생사업 적용에 따른 탄소저감 효과 - 전주TB지역을 대상으로 -)

  • This study mainly focuses on urban regeneration project as a countermeasure to resolve climate change issues by analyzing the carbon-reduction effect of Jeonju test-bed cases. First, an urban regeneration project is designed for city, Jeonju by analyzing its environmental problems and potential improvement. Then, carbon emission and reduction amounts are evaluated for different businesses and scenarios. Carbon emission sources are classified according to a standard suggested by IPCC, and the emissions are calculated by various standard methods. The result shows that carbon emission amount in Jeonju test-bed is 102,149 tCO2eq. The fact that 70% of the emission from energy sector originates from buildings implies that urban regeneration projects can concentrate on building portions to effectively reduce carbon emission. It is also projected carbon emission will decrease by 3,826tCo2eq in 2020 compared to 2011, reduction mainly based on overall population and industry shrinkage. When urban regeneration projects are applied to 5 urban sectors (urban environment, land use, green transportation, low carbon energy, and green buildings) total of 10,628tCO2eq is reduced and 4,857tCO2 (=15.47%) when only applied to the green building sector. Moreover, different carbon reduction scenarios are set up to meet each goal of different sectors. The result shows that scenario A, B, and C each has 5%, 11%, and 15% of carbon reduction, respectively. It is recommended to apply scenario B to achieve 11% reduction goal in a long term. Therefore, this research can be a valuable guideline for planning future urban regeneration projects and relative policies by analyzing the present urban issues and suggesting improvement directions.

  • The CBDs of major cities in Korea have been deteriorating because of the hollowing-out phenomenon caused by decades-long urban sprawl. The weakening of CBD triggered various efforts to revitalize the area; and several cities have launched regeneration policies in recent years. The purpose of this study is to investigate key factors to revitalize CBD area with reference to various experiences of foreign and domestic countries. This study consists of follows. At first, it analyzes theoretic backgrounds of urban regeneration such as new urbanism; and implements case studies of England, USA, and Japan with respect to their relevant laws and policies. Second, it investigates domestic cases of so-called Newtown projects being implemented in Seoul and Dajeon. We focused on the analysis of strategies and characteristics of housing redevelopment as well as regional center revitalization projects happening in these cites. Lastly, we proposed future directions of urban regeneration in Korea based upon the comparative studies of various cases discussed in this study. The study concludes that diverse efforts in terms of project implementation, planning, and money raise are required for successful urban regeneration in Korea.

  • The purpose of this study were to examine the deterioration of the old downtown in the southern area of Pyeongtaek City and derive suggestions for an urban regeneration project in South Pyeongtaek City. To do so, the researchers investigated the researchers investigated the deterioration and current status of the downtown from a multifaceted perspective based on previous in depth. It was found that in Pyeongtaek City, problems unique to the southern, Pyeongtaek, and Paengeong areas interplayed in a complicated manner. Accordingly, for the urban regeneration project to be effective, continuous participation of experts and community residents with intimate knowledge of the regional features is essential. This study focused on identifying the reasons why the old downtown has deteriorated and suggesting ways to revitalize it. The study is of significance in that it derived urban regeneration strategies based on regional features.

  • 우리나라는 세계 최초로 유비쿼터스 도시(Ubiquitous City: U-City) 관련 법률을 제정하고 종합계획을 수립하는 등 스마트시티 관련 정책을 선도적으로 추진해 왔으며, 현재 스마트시티 정책은 스마트시티 국가시범도시 건설, 스마트 챌린지, 스마트도시형 도시재생사업 등 다양하게 추진 중이다. 본 연구에서는 최근 정보통신의 발달에 따른 디지털화 시대를 맞이하여 해외의 스마트정책 사례를 조사 및 분석하여 국내 도시문제 해결로 시민들의 삶의 질 향상을 위한 스마트시티를 구축할 수 있는 시사점을 도출할 예정이다.

  • The study aims to prove the raison d'etre of public libraries in urban regeneration paradigm. Life SOC Plan is one of South Korea's urban regeneration policies. Public libraries are considered important in life SOC Plan because public libraries are "Social Anchors". Social Anchor is space-time-bounded place that accelerates diverse people's interactions. Social Anchor makes collective identity that supports production of social capital. Public libraries are institutions producing social capital but have weak collective identity because their missions(open, sharing, equality of information) don't allow boundaries and membership. The study conducted literature reviews and case studies to confirm how collective identity of public libraries strengthens. As a result, the study confirmed that renovating under-used space based on urban regeneration paradigm makes place identity of the under-used space to collective identity of public libraries. Thus, constructing public libraries by renovating under-used space is Social Anchor formation model based on urban regeneration paradigm.

The Politics of Space in Cultural Strategies of Japanese Local Cities (일본 지방도시의 문화전략과 '지역다움'의 논리)

  • Recent globalization and de-industrialization have caused intensive competition among places; hence, cities worldwide are pursuing regeneration and enhanced competitiveness through cultural strategies. Focusing on the cultural strategies of local cities in Japan, this paper reveals that the concept of "being-a-region" is key to cultural strategies, and explores what logic is inherent in such regional developments. Since the period of rapid economic growth, Japanese local cities have played the role of "Furusato(home) for Japanese." With the recent decentralization, "being-a-region" is now emerging as a powerful discourse for the cultural strategies of local cities. This idea of "being-a-region" can be largely defined as a region's special character or even an existential sense of place, but in fact it is political relationships among agencies that define the region. "Being a region" in Japan appears to extend to "being a nation." Thus, it would be necessary to focus on the power relationships that surround the concept of "being a region" when we deal with the meaning of region in relationships to cultural strategies of local cities.

  • As the city continues to breed a variety of problems in the development process, in order to prevent the city's decline, the issue of urban regeneration is placed in the significant position among cities' problems. Based on the background of urban regeneration, this paper discussed the research status of urban regeneration in the current stage in various countries and obtained high value cases for analysis through the screening and evaluation. Through the analysis of the cases, outstanding measures had been acquired in developed countries on the urban regeneration. The essence and possibility of urban regeneration solutions had been explored from different angles. Finally, the key points of urban regeneration program solutions had been obtained to make the city keep a longer life and more vitality.

A Critical Reflection on Formation of Regional Identity and Construction of Public Space in Urban Development Strategy (도시발전 전략에 있어 정체성 형성과 공적 공간의 구축에 관한 비판적 성찰)

  • In recent years, the formation of identity has drawn much attention in urban development strategy. This has a dual implication for normative rehabilitation of lost traditional identity for ontological security of human being, and for strategic improvement of newly urban images in order to gain superiority in urban competitions. This duality is reflected on the debate between postmodern theorists, such as Lacan, Foucault and Deleuze, criticizing modem identity, and Arendt and Habermas, suggesting alternative formation of identity through public space. This paper considers some implications of identity for urban development policy, while criticizing urban development strategies which justify themselves with enhancing urban identity but which distort or erode it actually. In particular, this paper argues that the perspective of postmodern theorists is suitable for criticizing pseudo-identity in reality, while critical theoriests' suggestion of formation of authentic identity through and in public space can be understood as an ethical alternative to urban development policy.
