  • 본 연구에서는 기존 물적 중심의 도시정비사업의 한계점을 극복하고 물리적 환경뿐만 아니라 사회 문화적, 산업 경제적 측면을 종합적으로 고려한 종합적이고 체계적인 도시재생사업을 지원 관리할 수 있는 공간정보의 구축 및 이를 활용할 수 있는 시스템 개발을 위한 방안을 제안하고자 하였다. 이를 위해 우선적으로 도시재생 관련 법률 및 계획을 분석하여 현재 사용되는 지표항목 및 지표의 문제점을 검토한다. 다음으로 국내적으로 생산되고 있는 통계자료 및 기 구축 시스템을 검토한다. 끝으로 물리적 환경과 사회 문화, 경제 환경 등을 종합적으로 고려한 도시재생 계획지표 설정과 도시공간정보의 구축 및 활용 시스템 개발을 위한 접근 방안을 제시하였다.

  • This study has been carried out to confirm public opinion on city restoration project, to suggest basic direction of future city restoration, and to suggest improvement polices, and finally, to grow as self-supporting social enterprises rehabilitating local economy to stabilize themselves as a model for job creation. In this study, we reviewed city restoration projects and suggested successive model by collecting various policy data for regional social service linking them with social enterprises, and for social job creation, based on city restoration projects.

  • 문화특별시 춘천의 혁신적인 도시재생을 위해서는 문화 예술로의 접근을 기반으로 클러스터가 조성 되어야하며, 현재 진행되고 있는 사업을 활성화하기 위해서는 사회 시설 기반 활용을 통하여 기존의 원 도심과 도시 재생 개발과의 연계를 구축하여야한다. 춘천의 지속 가능한 문화예술 활성화 공동체 공간 확대와 사업의 확장은 문화예술, 관광, 산업 융 복합 도시재생의 새로운 랜드마크 성공사례가 될 것으로 사료된다.

Analyzing Urban Regeneration Effects - Focused on Jungang-Dong, Cheongju City - (도시재생사업 효과 분석 - 청주시 중앙동을 중심으로 -)

  • The study on urban regeneration began in 2006 and has actively proceeded for 10 years. Also, there are a lot of studies related to urban regeneration have analyzed urban regeneration effects but have just focused on qualitative analysis. Therefore, this study has intended to analyze the urban regeneration effects of Junang-Dong, a central business district in Cheong City, where urban regeneration projects have been undertaking, in the manner of quantitative analysis. To reach this objective, we selected such indicators as floating population, public land price, a and vacancy rate, and set analysis time span from 2011 to 2016, when urban regeneration projects have been actively operated. As a result, this study has found the following results. 1) As for floating population, population index grew gradually and showed an drastic increase of about 65 percent in 2014 when the project was active. 2) Public land price of Jungang-Dong has been showed the greatest increase from 2011 to 2012 when the city started to regenerate, and slight decrease from 2015 to 2016 with the gradual decrease until 2015. 3) In terms of vacancy rate, there has been declined about 15 percent from 27 percent to 12 percent, with a steady downward curve. This study has dedicated itself to analyzing the urban regeneration effects quantitatively especially in commercial business district.

The Policy Implications of Port Redevelopment and Urban Regeneration Experiences of Advanced Countries (선진국 항만재개발과 도시재생사업의 경험과 정책적 시사점)

  • This paper examines port redevelopment and urban regeneration projects of foreign advanced countries and investigates policy implications to apply to Korean port cities. Busan and Incheon have started to redevelop old port facilities located near old city centers and they have been faced several problems. Significant findings are found from the experiences of Inner Harbor in Baltimore, Darling Harbor in Sydney, Hafencity in Hamburg, Eastern Dockland in Amsterdam and Minatomirai 21 in Yokohama etc. At first, port and city have to be integrated to an unique regeneration project in order to solve the spatially disconnected problems originated from separate development in the initial stage. Preservation of historical regional assets is highly recommended to characterize its own value which is emphasized in the age of post modernism. Accurate and consistent design guidelines of port cities are stressed to build high standard cities. In the perspective of investigating a new business model, anchor facilities and place marketing strategies are introduced to induce more people to the place specially in the beginning stage. In addition, creative financing methods and competent implementing bodies are emphasized to running the projects stably regardless of real estate market status.

  • 낙후된 도시를 정비하는 방법으로 새로이 등장한 거점확산형 주거환경개선사업은 전면철거방식인 주택재개발사업이내 공동주택 건설방식과 비교하여 지역주민의 재정착 비율이 높고, 기존 도시 조직을 고려하며 점진적으로 개발할 수 있는 기성시가지 정비수법으로 주목받아 왔다. 또한 지역의 침체된 경제를 활성화시키고 황폐화된 구시가지를 회복시키기 위하여 정부에서는 도시의 새로운 경쟁력을 찾고 지역 주민의 삶의 질을 보장하기 위해 지역 주민의 삶의 질을 보장하기 위해 지역 커뮤니티를 근간으로 하는 도시재생사업을 추진하게 되었다. 효과적인 거점확산형 주거환경개선사업을 위해서는 주민참여가 중요하며, 현재에 이르러서는 필수적인 요건이 되었고, 도시계획 역시 주민과 함께 하는 방향으로 변화하게 되었다. 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다 하지만, 현행 주민참여 방식은 형식적인 수단에 불과하며, 주민 참여도를 높일 수 있는 획기적인 방법은 아직도 연구해야할 과제이다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 좀 더 효율적으로 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 앱 기반 PPGIS 모델을 제안하였다. 최근 스마트폰의 보급률이 급증함에 따라 스마트폰의 활용은 주민들의 관심과 참여 비율의 변화를 크게 가져올 수 있을 것으로 기대되며, 커뮤니티 재생을 위한 스마트폰의 앱 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 또 다른 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다 특히, 스마트폰을 많이 사용하고 있는 젊은층의 흥미를 유발하여 참여도가 낮은 젊은층의 참여도를 높이는데 기여할 것이라 여겨진다,

  • Recovery of rainwater cycle is vital to be sustainable development. This means that LID design process is necessary for the urban regeneration. First of all, this study investigated and analyzed the existing LID design process. The existing LID design processes have many limitations to be applied to proper LID facilities because it is not considered in site conditions and water flow of the site. To solve the limitations of the existing LID design process, this study present the improved LID design process to be considered in hydrographic analysis through GIS analysis and finding points to install proper LID facilities. Through these considerations, this study present the improved LID design process to be applied to urban regeneration.

A Study on the Importance of Improvement Measures for the Revitalization of Urban Regeneration Projects in General Neighborhood in Pyeongtaek City (평택시 일반근린형 도시재생사업 활성화를 위한 개선방안의 중요도에 관한 연구)

  • Based on the challenges encountered in the urban regeneration projects (general neighborhood-type) of Anjung District and Sinjang District in Pyeongtaek City, this study aims to explore the key factors of improvement measures for urban regeneration projects. Using the first survey conducted among shopping mall owners, employees, and residents, this study finds a significant level of awareness and very strong needs for urban regeneration projects. On the other hand, the overall satisfaction levels are observed to be low across the three factors: social, economic, and cultural. The second expert survey and the subsequent Analytic Hierarchy Process (AHP) analysis conducted for improvement measures reveal notable discrepancies in the prioritization of factors between administrative experts and practical experts. For the importance of administrative experts, the establishment of network-type regional governance was ranked first for the importance, followed by hosting events related to the U.S. military and long-term pre-market operations, and expanding exchange and cooperation between the U.S. Forces Korea and the community. For the importance of working-level experts, hosting U.S. military-related events and long-term pre-market operations was ranked first, while supporting U.S. military-related festivals and developing local natural landscape resources was ranked second. Our findings suggest the need for proactive measures such as attracting commercial facilities to stimulate demand from both the U.S. military and local residents, thereby revitalizing general neighborhood-type urban regeneration projects, developing programs for local tourism, and operating pre-market operations in the long run. Therefore, this study highlights the importance of regional government cooperation for urban regeneration projects.

Analysis of User's Satisfaction on the Street Environment of the General Neighborhood Type of Urban Regeneration New Deal Projects in Daegu (도시재생 뉴딜사업의 가로환경에 대한 이용자 만족도 연구: 대구광역시 일반근린형 도시재생 뉴딜사업을 중심으로)

  • The purpose of this study is to evaluate the user's evaluation of the street environment for the Urban Regeneration New Deal project, which maintains its original urban context and improves the urban environment, as opposed to the full-demolition projects such as urban redevelopment or reconstruction. A questionary survey was conducted on residents for the general neighborhood type of Urban Regeneration New Deal projects in Daegu. An IPA(Importance-Performance Analysis) was conducted to compare the user's satisfaction with the street environments. The main results are as follows. First, the importance and satisfaction of street environments were different for each project. Second, the cleanliness of sidewalks showed high importance and satisfaction at all projects. Third, residents' satisfaction with signs and buildings was high, but their importance was low. Last, residents' satisfaction with parking and the segregation of pedestrian and vehicle was low, but their importance was high. It is necessary to build differentiated plans and programs to meet the needs of residents in the Urban Regeneration New Deal projects.

The Optimal Project Combination for Urban Regeneration New Deal Projects (도시재생 뉴딜사업의 최적 사업지구 선정조합에 관한 연구)

  • The genetic algorithm (GA) and branch and bound (B&B) methods are the useful methods of searching the optimal project combination (combinatorial optimization) to maximize the project effect considering the budget constraint and the balance of regional development with regard to the Urban Regeneration New Deal policy, the core real estate policy of the Moon Jae-in government. The Ministry of Land, Infrastructure, and Transport (MOLIT) will choose 13 central-city-area-type projects, 2 economic-base-type projects, and 10 public-company-proposal-type projects among the numerous projects from 16 local governments while each government can apply only 4 projects, respectively, for the 2017 Urban Regeneration New Deal project. If MOLIT selects only those projects with a project effect maximization purpose, there will be unselected regions, which will harm the balance of regional development. For this reason, an optimization model is proposed herein, and a combinatorial optimization method using the GA and B&B methods should be sought to satisfy the various constraints with the object function. Going forward, it is expected that both these methods will present rational decision-making criteria if the central government allocates a special-purpose-limited budget to many local governments.
