It is needed to regenerate declined industrial districts in downtown area through to invite new industry and to improve urban environment. The purpose of this paper was to make suggestions on the urban regeneration for the districts. I have taken a literature research and a site analysis with cases of 'the South Lake Union' in Seattle and 'Pearl District' in Portland, USA. The result of the analysis was as follows: (1) The land use was changed to mixed use of business-commerce-recreation. The building use was changed to facilities for work, play and live. (2) Infrastructures were improved for user oriented facilities such as pedestrian friendly street, public parks & open spaces, public transportation system, and life supporting facilities. (3) The place identity was enhanced through the preservation of urban structure-tissues, renovation of existing buildings, and preservation of historical heritages.

도시재생종합정보시스템에서 전국 시군구단위 도시쇠퇴 현황은 인구사회 산업경제 물리환경이라는 종합적인 지표를 활용하여 분석하고 있다. 그러나 읍면동 단위의 도시쇠퇴 분석은 신뢰성 있는 데이터 확보의 어려움으로 몇 개의 지표만을 제공하고 있는 실정이다. 도시재생 사업이 활성화되면서 좀 더 정확한 도시쇠퇴 분석이 요구되는 상황이여서 이를 해결하기 위하여 빅데이터 기술을 적용한 방안을 제시하였다. 제시된 방법으로 분석된 지구단위의 도시쇠퇴 현황은 세밀한 공간단위의 도시쇠퇴 분석은 물론 추후 도시재생 모니터링 등에 활용될 것으로 기대된다.

인천, 아산, 대전, 광명 일대에 도시의 향연이 시작됐다. 각 도시마다 경쟁력 제고와 도약을 위한 발판으로 복합 도시 개발이 떠오르고 있다. 대한주택공사와 토지공사, 인천경제자유구역청 등 공공기관이 시행을 하고 민간 건설업체와 금융사들로 구성된 컨소시엄이 사업을 추진하는 형태의 민간 합동 복합 도시 개발이 본 괘도에 올랐다. 지역의 프리미엄을 높이고 도시의 기능을 재생시키는 복합 도시 개발의 현장을 살펴보았다.

This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.

During the 1970s and 1980s, most of the industrial cities of the Western World went through serious de-industrialization process. While the economy of the cities declined, the cities were suffering from the lack of job opportunities, under-use of industrial infrastructure, and environmental degradation. Many of the cities attempted to tackle such problems, but very few of them have succeeded. However, the Ruhr area is showing some promising signs. This paper attempts to analyze regional revitalization policies of Dortmund, a central city of the Ruhr, and looks into the processes and outcomes of the policies. The author argues Dortmund has successfully created and set forth a new industrial path based on high-tech industries, such as information technology, micro-electromechanical systems(MEMS), logistics, and biomedical industries, away from its traditional industries, such as coal mining and steel making. Speaking from the perspective of path theory, he continues to argue that Dortmund has successfully 'locked-out' from the traditional industries, in contrast to the Grabher's argument.

China's urban regeneration, which has been focused on economic growth since the 1950's, has brought about the uniformity of cities. In order to improve on this, the urban regeneration policy has been transformed into a cultural city resource, which is promoting urban regeneration while utilizing the cultural characteristics of each region. However, the specific application methods are still lacking. In this study, I attempt to modify the apartment environment of the city, Hanan-sung, based on the pattern-language of Christopher Alexander, a space planning tool that can be used in urban regeneration. First, 23 patterns were chosen from the primary pattern-language. Next, I investigated the characteristics of the traditional housing culture of Hanan-sung through the literature review, surveyed the opinions of current apartment residents, and summarized the requirements. Finally, a new pattern-language was developed for the regeneration of the old apartments from the viewpoint of the culture, by modifying it according to the characteristics and requirements of housing culture of Hanan-sung which summarizes 23 pattern-languages.

Various studies have analyzed urban decline at a universal level using the general characteristics of declining cities. However, urban decline at the city level should be considered because this decay occurs based on the unique attributes of a particular city. In addition, since this phenomenon occurs and spreads in microspaces, studies should consider smaller spatial units continuously. This study aims to develop an urban decline measurement model that considers regional characteristics to analyze the urban decline of Ulsan Metropolitan City over time and space. The index value of Ulsan, compared to the national average, is calculated and reflected in the weight to reflect regional characteristics in the model. In addition, after analyzing urban decline by administrative dong units, we also performed analysis by counting district units using spatial hierarchical structure to demonstrate evaluation on smaller unit spaces. As a result of analyzing urban decline patterns by associating the index calculated using the model with the social phenomenon of Ulsan Metropolitan City, urban decline formed clusters and spread to adjacent regions over time. In addition, results confirmed that external factors such as new towns and urban regeneration projects affect urban decline. By illustrating the degree of urban decline proposed measurement model used in this study, it is possible to present the priority of areas required for urban regeneration projects. Results are also helpful to test the effectiveness of completed or presently-implemented urban regeneration projects.
