A Study on developing advancement indexes of a urban logistics plan in Incheon Metropolitan City (인천시 도시물류계획 효율적 운영을 위한 개선지표 개발)

  • Urban logistics plan of the previous cargo distribution law has changed into city logistics plan of logistics policy law in which its contents adjusted into direction to improve logistics industries, economic well-being and lifestyle conditions of the city. But the city logistics planning didn't include yet a systematic backbone that plans a vision, performs propelled plan to realize it, and then gives feedback through scientific evaluation indexes. In this context, this paper reviews the previous logistics plans and helps operating and managing a efficient city logistics plan a mid-long term through representative index development required to establish city logistics plan.

  • 국가적 측면에서 수자원의 효율적 관리는 국민의 안전 등 중요한 요소이며, 이를 위하여 수자원 장기 계획을 필요로 한다. 설계홍수량의 적정성 판단 및 첨두홍수량의 파악은 수자원 계획에 꼭 필요한 요소이다. 이를 산정하기 방법으로는 "설계홍수 추정 지침서(1993, 국토교통부)"에서 제시한 비유량법을 활용한 추정공식을 제시한 바 있다. 하지만, 기존에 제시된 비유량 산정 공식의 경우 유역면적 하나만을 매개변수로 하는 회귀식이기 때문에 급변하고 있는 강우 패턴 등의 반영이 어려울 것으로 판단되었으며, 특히 도시화 및 기후변화의 영향으로 인한 불투수면적의 증가와 집중호우 등의 극치수문사상이 발생됨에 따라 기존의 비유량법에 의해 첨두홍수량을 추정할 경우 많은 차이가 있을 것으로 예상된다. 또한, 하천기본계획 및 소하천정비종합계획 등 대부분의 하천관련 정비계획에서는 단위도법에 의해 산정된 홍수량을 계획홍수량으로 결정하고 있으며 비유량법에 의한 첨두홍수량은 계획홍수량의 적정성 검증 정도로만 활용하고 있으며 신뢰성에 의문이 제기되고 있는 실정이다. 따라서 도시유역을 대상으로 최근 수립된 하천기본계획 등의 계획홍수량 자료를 수집하고, 기존 비유량공식을 적용한 결과를 비교 검토하여 비유량 적용의 적정성을 판단하며 개선방안을 모색하고자 한다.

  • 지난 2011년 7월 100년만의 폭우로 인해 서울 도심 및 강남지역 대부분이 침수되어 도시 수재해의 취약성이 드러났으며 토석류의 위험성 또한 부각되었다. 이는 기후변화로 인한 이상 홍수의 빈발로 인해 예경보시스템이나 수문 관리 수준의 방안으로는 강수량의 시간적 공간적 양적 변화에 대비하기가 현실적으로 어려운 실정임을 보여주는 것이다. 본 연구에서는 LID을 이용한 선진국의 빗물관리 사례를 분석함으로써 우리나라의 도시홍수방재분야에 LID개념을 확대 적용하는 방향을 제시하고자 하며 미국의 사례를 중심으로 분석하였다. 본 연구의 결과는 국내 도시홍수방재분야에서 빗물관리계획의 방향설정에 활용될 수 있을 것이며 '재해에 강한 국토 만들기'로의 정책적 시사점을 제공할 수 있을 것으로 기대된다.

  • The purpose of this study is to propose new systems for improvement of coastal landscape management in Busan area. The coastal landscape management systems in Busan are divided into urban planning sector, coastal management sector and environmental preservation sector without any comprehensive lay or integrated management system. These findings indicate that the coastal landscape is in need of integrated management in the form of coastal management rather than urban planning because coastal landscape os different from urban landscape by nature. The coastal landcape management ordinance which is based on the Coastal Management Ant should be established and the special zoning system for costal landscape management is to be set up under this ordinance. Then the comprehensive landscape plan for Busan coastal area and the design guidelines for each zone are mandatory. Also Busan city government and the district office must have a responsible department, experts and coastal landscape review committees.

  • It was investigated to apply the information of the satellite imagery to the field of urban planning. Built-up area and road area are very important factors in the field of urban planning. To extract these information from the satellite imagery, landcover classes were categorized into the 4 classes, exterior space, built-up area, vegetation and shadow. And it was discussed what is needed for landcover classifications and essential factors on the information extraction.

A Comparative Study on Species Richness and Land Suitability Assessment - Focused on city in Boryeong - (종풍부도와 세분화된 관리지역 비교 연구 - 보령시를 대상으로 -)

  • The purposes of this study are to apply species distribution modeling in urban management planning for habitat conservation in non-urban area and to provide a detailed classification method for management zone. To achieve these objectives, Species Distribution Model was used to generate species richness and then to compare with the results from land suitability assessment. 59 species distribution models were developed by Maxent. This study used 15 model variables (5 topographical variables, 4 vegetation variables, and 6 distance variables) for Maxent models. Then species richness was created by sum of predicted species distributions. Land suitability assessment was conducted with criteria from type I of "Guidelines for land suitability assessment". After acquiring evaluation values from species richness and land suitability assessment, the results from these two models were compared according to the five grades of classification. The areas with the identical grade in Species richness and land suitability assessment are categorized and then compared each other. The comparison results are Grade1 10.92%, Grade2 37.10%, Grade3 34.56%, Grade4 20.89% and Grade5 1.73%. Grade1 and Grade5 showed the lowest agreement rate. Namely, development or conservation grade showed high disagreement between two assessment system. Therefore, the areas located between urban, agriculture, forest, and reserve have a tendency to change easily by development plans. Even though management areas are not the core area of reserve, it is important to provide a venue for species habitat and eco-corridor to protect and improve biodiversity in terms of landscape ecology. Consequently, adoption of species richness in three levels of management area classification such as conservation, production, planning should be considered in urban management plan.

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.

  • 오늘날 급속하게 팽창하는 도시외형과 더불어 도심의 집약적이고 다양한 토지이용 패턴 속에서 계획적인 도시개발을 유도하기 위해서는 도시변화 추세 및 그 상세 정보를 주기적으로 모니터링 할 수 있는 종합적인 도시성장관리시스템이 요구된다 이에 앞서 본 연구에서는 토지이용변화를 바탕으로 한 도시성장 모니터링에 있어서 다중시기 원격탐사자료의 활용성과 그 적용범위를 명확하게 규명함과 동시에 향후 도시성장관리시스템 개발에 필요한 기초 자료를 효과적으로 생성하기 위하여 3단계로 구분하여 연구를 수행하였다. 우선 다중시기 원격탐사자료를 이용한 도시의 외형적 성장을 파악하고, 기존의 토지이용도 및 영상자료를 이용하여 시기별 토지이용도를 생성하고 이를 바탕으로 도시성장과정을 체계적으로 분석하였다. 또한 적용 결과를 통하여 기존자료의 최 신성을 확보하는 한편 막대한 예산을 투자하여 구축된 기존 토지이용자료를 원격탐사자료와 더불어 도시변화/성장 연구에 있어 보다 효과적으로 활용할 수 있는 방안을 제시하였다.

  • In this study, we suggested the specifical DB construction that was classified by Urban Regeneration Project through reviewing act related the Urban Regeneration. The DB of Urban Regeneration will be helpful for assisting and managing of Urban Regeneration Project. For this, we examined act & plan for the urban regeneration and deduced the demanded index of the project, in the result, we suggested DB build method. We expect that support and management for urban regeneration through presented index in this study.

Study of Ddvdlopment of Ecological Urban Open Space in Eastern Area, Japan(I) - Planning and Management - (일본 관동지방의 도시내 친자연공간 조성에 관한 사례연구(I) - 계획 및 관리 -)

  • This study has been conducted to propose the guidelines for development of ecological urban open space in Korea. The eastern area of Japan was studied as case area. It was classified into sex biotope types and the project background of each sites was analyzed. The contents and technique on the basis concept, survey of environmental and biotic condition planning and design(zoning and use planning, target selection and management), preparation and management of natural environment and management, and monitoring was analyzed. It was planned out the projects in order to create the nature experience space in urban area. It was found that development of ecological urban open space by the biotope creation technic was based on three types(environmental transfer, environmental creation, and environmental inprovement type). Also most cases of projects created the biotope by the conservation of the present enviroment and ecosystem. When the development of ecological urban open space was planned, selection of target species was seemed to very important that clearly propose to the guidelines.
