  • 우리나라는 도시의 집중화 현상이 점차 심화되고 있으며, 기후변화에 따른 기상 수문학적 영향으로 인해 집중호우, 홍수 등 수재해 증가, 가뭄으로 인한 물 부족 및 물 자급율 저하로 도시의 수원 다원화 및 재활용에 대한 관심이 증가하고 있다. 최근들어 이러한 문제점을 인식하고 각 지자체 별 도시의 건전한 물순환을 회복시키기 위한 노력이 이루어지고 있다. 서울시는 서울특별시 빗물관리 기본계획을 수립하였으며, 수원시는 2013년부터 레인시티를 본격적으로 도입하였고, 환경부는 5곳의 물순환 선도도시를 공모하여 선정하였다. 또한 한국토지주택공사에서는 LID 분산형 빗물관리 기준을 수립하여 지구단위계획지침에 토지이용별 빗물관리 기준을 명시 하였으며, K-water는 에코델타시티와 송산그린시티 개발사업을 수행하면서 도시개발부터 건전한 물순환체계를 유지하기 위하여 저영향개발 기법을 적극 활용하기 위한 연구를 수행하고 있다. 본 연구에서는 수변도시 및 물순환 도시에 대하여 소개하고 수변도시, 물순환도시를 정의할 수 있는 여러 방향에 대한 고려사항을 제시하여 물순환 도시에서 검토되어야 할 사항을 확인하고자 하였다.

Strategic Environmental Impact Assessment for Development Basic Plan Considering complex Characteristics of Soil - Focused on the Bogeumjari housing supply plan and an urban management plan - (토양의 복합적 특성을 고려한 개발기본계획 전략환경영향평가 - 보금자리주택계획 및 도시관리계획을 중심으로 -)

  • Soil has been recognized as an important resource due to its finitude and valuable functions. Therefore, many countries have adopted soil quality related indicators in Strategic Environment Impact Assessment(SEIA). However, Korean SEIA has used limited indicators such as soil contamination until now. In this study, the SEIA on "Development Basic Plan" was modified for considering complex characteristics of soil and applied to "Bogeumjari Housing Supply Plan" and "Urban Management Plan". The performance of the SEIA considering soil characteristics was evaluated using a checklist for assessing consistency with upper plan, adequacy of alternatives, and feasibility of siting. Soil organic matter and soil erosion were derived as main indicators for "Basic Development Plans". The proposed SEIA technique equipped with soil indicators is proved to contribute to the soil resource conservation.

A Study on the Establishment of Database for the Efficient Management of Unexecuted Urban Planning Facilities (미집행 도시계획시설의 효율적 관리를 위한 DB구축 방안에 관한 연구)

  • The purpose of this study is to conduct an analysis for classification of unexecuted urban planning facilities using the Geographic Information System(GIS) to prepare measures for systematic and efficient management of unexecuted urban planning facilities and to find ways to establish national territory information for continuous management and operation by database of spatial data of classified unexecuted urban planning facilities. For this purpose, the present state of urban management plan, thematic map, cadastral map, satellite image of Korea Land Information System(KLIS) were collected from Miryang City, and qualitative analysis of the execution and non-execution of urban planning facilities was conducted by combining the layer of urban planning facilities, satellite images, and continuous cadastral layers of cadastral maps with classified and processed owner attribute information. According to the analysis, the unexecuted facilities were derived as unexecuted facilities, as most of the private land, without any current status roads or facilities created in satellite imagery. In addition, although the current status road was opened, the facilities that included some private land were derived as facilities that were recognized and executed by the local government as the de facto controlling entity through public transportation. The derived unexecuted urban planning facilities were divided into layers of shape data and the unexecuted property data were organized to quickly and accurately identify the status of non-executed and statistical information. In this study, we proposed an analysis plan that introduced GIS technology for scientific and rational analysis of unexecuted urban planning facilities and the establishment of reliable spatial data, and proposed a plan to establish a database for connection with existing systems and use of information.

Creation and Management of Urban Green Field based on Carbon Emission Reduction (탄소배출 저감형 도시 그린필드의 조성 및 관리방안)

  • The purpose of this paper is to suggest the method of creation and management of urban green field based on carbon emission reduction. For a case study, Daejeon Metropolitan City in Korea was chosen. For the study, the relevant concepts of green field and carbon emission plans are reviewed as a theoretical research, and current problems of the urban green field are surveyed focused on metropolitan cities in Korea. Implementation plans of park and green in Daejeon Metropolitan City were analysed in the aspect to carbon emission reduction, climate change responding and urban green field expansion. Finally, as a result of the study, the method of creation and management of urban green field based on carbon emission reduction in the perspectives of urban structure change, green field network, conservation of green field and relevant institutions are suggested.

A Study on the Classification Criteria of Landscape Type for Urban Landscape Planning (도시경관계획을 위한 경관유형 분류기준에 관한 고찰)

  • The purpose of this study is to build fundamental data for the classification of landscape type as a base for landscape planning and management practices. To do this, prior dissertations and landscape plan reports were analyzed, which presented the classification criteria for landscape type. Based on this, classification criteria for landscape type which could be usable in zoning ordinances has been suggested. The result is as follows: Firstly, in landscape analysis and assessment study based on ecological and formal aesthetic models, landscape type is classified by the character of the landscape element. Secondly, there is no logical classification of landscapetype in urban landscape planning according to mixed use of landscape type for analysis and planning. It is therefore difficult to identify the object of landscape planning, which is intimately linked with the shortage of concrete practice for landscape management. In connection with this issue, classification criteria for landscape type are suggested based on utility in landscape planning. This could be divided into internal criteria and external criteria. The former are land-use, topographical characteristics, characteristics of the view object, and landscape elements while the latter are viewpoint, distance to view object, and urban form. Applying the landscape type classified by the criteria suggested in this paper, it is possible to manage an entire urban area. In addition, landscape type could be reference data for operating a zoning system.

  • Current global issue of climate change is growing and greenhouse gases occur in most cities. To solve the problem of climate change, the city should be changed to low-carbon structure. Low-carbon city planning is a step-by-step plan from the initial establishment, from design and operation of urban structure, to maintenance and management should be considered as an integrated whole process. Under this background, this study evaluated the whole process of low-carbon urban planning ways. For this step, divided into three steps and eight divisions, 30 sub-indicators are derived. Through domestic and foreign cases analysis studies and survey of the relevant experts, results were derived. In order to improve these points, in the intial planning establishment stage, planning of urban policy and institutional steps should be made and the plan should be appropriate to the local characteristics. In the design and operation of urban structure stage, detailed and feasible approach is needed and maintenance and management stage, participation of various stakeholders, including establishing governance and management practices could see the need.

  • Historically, humans settled in waterside areas that provided abundant resources and water resources. Afterwards, as industrialization progressed, the city's waterfront contributed to the development of the city through water resources, transportation, and maritime trade. In response to changes in industrial structure, over the past few decades, the city's waterfront has transitioned from an industrial and port-oriented function to a public space function. And from the perspective of urban regeneration, research and design on sustainable waterfront space development are being promoted around the world. However, areas near waterfronts are geographically vulnerable to the direct impact of natural disasters caused by climate change, such as sea levelrise and floods. Therefore, it is essential to establish a systematic management plan to ensure the safety of citizens and publicness. Since the 1990s, New York City in the United States has been establishing a city-level waterfront space management plan to ensure the public nature, safety, and equity of waterfront spaces. On the other hand, in South Korea, there is a lack of research on city-level waterfront management plans. Accordingly, this study sought to find implications and policy improvement measures for domestic waterfront space planning by examining the development process and major policies of New York City's waterfront comprehensive plan.

A Study on Developing Model of Urban Planning Information System (도시계획정보체계 개발모델 연구)

  • In order to prevent indiscreet urban growth and harmonize urban development with environmental preservation, it is strongly required in Korea that urban planning should be reasonable and transparent. From this societal demand, the urban planning system was changed to be strengthened for the establishment of harmonious land-use order in urban space. However, implementation of the urban planning system demands a lot of information to analyze and estimate the present condition and problems of urban area. For this purpose, the information should quickly be collected, managed and analyzed. The urgent demand of information in urban planning field is able to be fulfilled with recent GIS and its relevant information technique, which can quickly, accurately and conveniently collect various spatial and statistical information, systematically analyze and manage them, and visually present the result of spatial analysis. This study suggested a urban planning information system and its basic implementing scheme to support the urban planning system with GIS and presented a development model of the urban planning information system using the recent GIS and its relevant information technique.

Estimation of Water Cycle Management Goal in Waterfront City (수변도시 물순환 관리 목표 산정)

  • 도시화로 인한 불투수면적의 증대는 지하수함량 감소, 도시열섬화 증가 및 도시 하천의 건천화를 발생시켰으며, 최근들어 이러한 문제를 해결하기 위해 지자체를 중심으로 도시지역의 물순환 회복을 위한 노력이 증가하고 있다. 또한 도시개발에 따른 물순환 왜곡 문제를 해결하고자 개발단계에서부터 도시개발에 필요한 물순환 목표를 설정하여 도시를 개발하는 수변도시 및 물순환 도시를 계획하고 있다. 이러한 수변도시의 물순환 설계시 고려해야할 사항으로 강우의 발생으로 인한 빗물은 소유역별 분산관리를 통해 발생지점에서 해결할 수 있도록 하는 방안과 개발되는 대상지역의 물순환을 개발 이전의 물순환 체계에서 크게 변화가 없도록 개발하는 방안이 제시되고 있다. 이를위해 저영향개발과 같은 비점오염 처리 시설과 더불어 LID 시설이 추가된다면 좀더 합리적인 물순환 과정에 도달할 수 있을 것이다. 본 연구에서는 K-water에서 수변도시로 개발하고 있는 송산그린시티사업의 동측지구를 대상으로 물순환 계획 및 설계에 대하여 검토하고 분석하였다. 기존 물순환 계획이 수립되어 있는 도시의 주요내용을 검토하였으며, 향후 분석결과를 실제적으로 적용할 때 발생할 수 있는 문제점에 대한 고려사항을 제시하였다.
