Deduction of Change Management Factors and Weight Estimation based on ANP in Urban Renewal Project (ANP 기반 도시환경정비사업의 변화관리 요인 도출 및 중요도 산정)

  • For urban renewal projects progressing in large scale, it carries a characteristic that frequently changes the environment, subject, law, plan and the like by a demand from various participants and internal/external factors. As such large-scale urban renewal projects have a lot of possibilities of change, it requires setting a plan to recognize the possible variable factors by each project operation stage and to manage it systematically by defining the variable factors on the basis of working process of the entire project. Therefore this research has produced a factor of main variable management based on working process for systematic variable management on the projects that inherent various possibilities of change as urban environment refurbishment projects. And it also suggests the status of main variable factors characterized by project operation stages quantitatively through reflecting external and internal features for variable factors produced from utilizing ANP methodology.

  • 최근 세계적인 기후변화로 인한 홍수의 빈도 및 규모가 커지게 되면서 최초 구조물의 설계시의 설계용량을 초과하는 국지적 집중호우가 발생하고 있다. 이는 도시방재를 위하여 기계획하였던 내수배제 시스템의 설계성능을 넘어 도시지역에 침수를 유발하게 된다. 이에 대한 해결책으로 도시의 내수배제 시스템을 개선하기 위한 우수저류조, 우수관거개선 등이 이루어지고 있지만 설치 이후 구체적인 효과분석이 이루어지지 않고 있다. 본 연구에서는 우수저류시설의 설치 여부에 따른 침수발생 양상을 분석하고 우수저류시설 침수저감효과를 정량적으로 분석할 수 있는 방안을 제시하였다. 이를 위하여 XP-SWMM을 이용하여 2차원 침수해석 모의를 실시하였고 다양한 조건에서의 모의를 위하여 2차원 침수해석 모의조건을 설정하였다. 기계획된 우수저류시설의 설계시의 임계지속기간을 기준으로 IDF Curve를 통하여 설계강우량, 확률강우량 및 방재성능목표량을 재산정하였고 Huff4분위법을 이용하여 강우분포를 시켜 XP-SWMM에 적용하였다. 또한, 유역 최종 방류구에서 기점수위 조건과 자유방류 조건을 분리하여 모의하였으며 최종적으로 우수저류시설의 설치여부에 따른 2차원 침수해석을 실시하였다. 2차원 침수모의 결과를 이용하여 월류량의 저감율과 격자별 침수심 분포 분석을 진행하였다. 월류량은 총량적인 지표를 가지고 있지만 격자별 침수심 분포 분석은 격자의 최대 침수심을 0.1m 간격으로 나누어 각 단계별 침수심 격자의 발생빈도를 산정하였다. 제안된 방법을 사용하여 분석을 진행한결과 우수저류조를 설치한 후에 격자의 최대침수심이 더 낮은 침수심 단계로 이동한 현상을 확인하였다. 이는 구조물의 설치 후에도 침수가 일어난다는 양적인 면이 아닌 격자의 침수심 분포 양상을 통해 도시침수에 직접적으로 저감이 나타나 효과를 기여할 수 있다는 지표라고 판단된다.

A Study on the Role of the Commune's Cooperation in the French New Town Development and Management System (프랑스 신도시개발 및 관리에서 꼬뮌협력체에 관한 연구)

  • In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.

A Study on Mixed-use Development Cases Using Closed Quarry Site of Overseas; the UK and Australia (개발종료 채석장 부지를 활용한 해외 복합 개발 사례에 대한 고찰 : 영국과 호주 사례)

  • Recently, housing prices in metropolitan areas is also increasing in the UK and Australia. Their governments are trying to solve this problem by the housing development in the quarry sites near cities. The cases reviewed in this study, Erith Hill Quarry (The Quarry), Plymstock Quarry, Lilydale Quarry (Kinley), and Bombo Quarry are the mixed-used development cases in the closed quarry sites through the urban planning system. In the UK, the local government uses the urban planning scheme such as the planning permit system, section 106. The local government permits the quarry site development on the condition that it provides necessary public facilities, such as schools and affordable housing for the local community. In Australia, local governments use up-zoning permission rights to convert land uses in quarries from industrial to mixed-use. Development plans have to include urban infrastructure and open space in addition to affordable housings. In the case of Australia, establishing a development plan in advance and filling the quarry pit with overburden through a phased development is expected to have the effect of reducing the project cost. Both countries think that developing brownfields, such as quarry sites, is a more sustainable and eco-friendly development from the perspective of future generations than developing new green fields. Such a perspective of the UK and Australia will be able to give policy implications for our slightly rigid urban development system.

A Study on the Regeneration Policies of an Old Industrial Area in Metropolis : A Case of Sasang Industrial Area (대도시지역 노후공업지역 재생정책 방향에 관한 연구 : 사상공업지역을 중심으로)

  • The industrial areas including large industrial complexes formed by the process of the growth-oriented industrialization in the past have been attributed to worsening the urban competitiveness of cities due to their infrastructure shortages and aging. Government-led regeneration projects for old industrial complexes have been implemented on a trial basis, but there is a problem with applying a uniform regeneration planning to all the regional industrial complexes with different circumstances and physical environments. In this context, this study diagnosed the social conditions and physical characteristics of the Sasang industrial area in the city of Busan formed by private-led projects in the past and then tried to suggest its regeneration directions. The study area was characterized as its weakening industrial function, infrastructure shortage, and increasing development pressure. Based on these regional characteristics, the regeneration directions were suggested. In the planning phase, pubic-led infrastructure expansion is first needed and urban renewal needs to be applied to some areas designated as priority maintenance areas. In the implementation phase, stepwise projects are required in the medium to long term and it is important to build upon the consensus with private companies through establishing collaborative governance.

  • Spatial decision support systems(SDffi), a new class of decision support system(DSS), result from the melding together of GIS and DSS, Planning support systems(PS5) add more advanced spatial analysis functions than GIS and intertemporal functions to the functions of SDSS. This paper reports the development of a planning support system providing a framework that facilitates urban planners and civil engineers in conducting coherent deliberations about the generation of satisficing sewers. 1he planning support system for the generation of satisficing sewers(PS5/GSS) was designed from the understanding that land use and development drive the demand for storm and sanitary sewers. Through four stages of supply, demand, alternative generation, and evaluation, PSS/GSS integrates basic planning, preliminary design, and engineering design of sewer. GIS and graphic user interface are excellent toolboxes for designing sewer networks, estimating the quantity of wastewater, and showing generated alternative sewers. A sewer model using simulation tedmique can generate an initial sewer. Users can define alternative sewers by the direct manipulation of sewer networks or by the manipulation of parameters in the sewer model. The sewer model evaluates the performance of the user defined alternatives.

건설정책 - 2025년부터 모든 건축물 '제로에너지' 의무화

  • 국토해양부는 지난 10월 5일 이명박 대통령 주재로 열린 녹색성장위원회 회의에서 '녹색도시 건축물 활성화 방안'을 보고했다. 이 방안은 온실가스 감축과 저탄소 녹색성장을 구현하기 위해 건축물의 에너지를 획기적으로 감축하는 내용의 장기 마스터플랜이다. 녹색건축물 활성화 전략은 에너지소비총량제 등 신축건물 대책과 에너지소비증명서 등 기존 건축물 대책으로 나뉜다. 정부는 건축물의 에너지성능을 단계적으로 강화하여, 2025년부터는 모든 신축 건축물에 대하여 제로에너지 건축물(외부에서 유입되는 에너지가 제로인 건축물)을 의무화할 계획이다.

A Study on Public Developer's Role through Urban Regeneration Projects in Japan (일본 도시재생사업에서 공공시행자의 역할에 대한 고찰)

  • This study is focused on the public developer's role of urban regeneration projects in Japan to derive implications for economy-based-urban regeneration programs by the Special Act on Activation and Support for Urban Regeneration (Urban Regeneration Special Act). 4 case studies; Otemachi 1-1, Shinonome, Shibuya Station and Osiage-Narihirabashi were delivered to review public sectors' roles. Central government, local government and public developer play key roles each step. Urban Regeneration Special Act doesn't set up public sector's role to deliver urban regeneration projects after establishment of master plan. These cases build the governance organization to deliver urban regeneration projects among diverse interest groups including private sectors and landowners. Especially, public developers play a key role as a coordinator and a developer throughout whole urban regeneration projects.

Low Impact Development Scenario Designing for Large-scale Urban Development using SWMM-ING Software (SWMM-ING 소프트웨어를 이용한 대규모 도시개발부지에 대한 저영향개발 시나리오 설계)

  • 도시화가 진행됨에 따라 불투수지역이 늘어나는 등 개발전과 다른 지표 및 지표하 유출이 나타나며, 이러한 변화는 생태적, 수문학적으로 대규모 변화가 나타나는 것을 의미한다. 이에 따라 물관리, 물순환 등 물 지속 가능성은 대중의 관심을 받아 법, 제도가 변화하며 도시화에 대한 세심한 접근과 관리에 대한 계획이 대두되고 있는 실정이다. 저영향개발(Low Impact Development)은 이러한 도시화로 인해 발생될 수 있는 문제를 해결하기 위한 방안의 하나로 제안되고 있으며 첨두 및 유출총량을 완화하여 개발 이전 상태의 수문학적 기능을 유지하거나 물리학 및 생물학적 기작을 통해 오염물질의 저감효과도 나타나 대규모 도시개발 및 유역관리 사업에서 저영향개발기법의 적용이 점차 늘어나고 있는 추세이다. 그러나 저영향개발기법 설치에 관한 구체적인 매뉴얼 또는 가이드라인이 부족한 실정이기 때문에 저영향개발기법이 계획단계에서 양적으로 무분별하게 적용되어 비용적 측면에서 시공자에게 부담을 가중시키는 등의 문제가 발생한다. 또한 시설의 위치에 따라 강우유출수 및 비점오염원 저감에 대한 효과가 상이하기 때문에 시설의 적정 위치선정 및 시설용량, 경제성을 고려한 시설효과 검토 등 저영향개발기법 적용시 사업부지 특성에 따른 최적화를 고려하여 계획 및 설계에 적용할 필요성이 있다. 이에 비용적 측면을 고려한 최적설계가 가능한 SWMM-ING(Storm Water Management Model - Low impact development desigN proGram)을 개발된 바 있다. SWMM-ING은 비전문가도 사용이 가능하도록 저영향개발기법 최적화과정이 간단하고 직관적이며 비용을 고려한 최적설계가 가능하도록 개발된 소프트웨어로 기법 적용시 개략적인 비용추정 및 배치선정 등 저영향개발기법의 설계최적화가 가능하다. 또한 각각의 저영향개발기법에 대한 초기설치비용, 유지관리비용, 이자율, 기대수명, 대상지역 내 공간적 위치를 반영하여 강우유출수 및 비점오염저감효과를 시나리오별로 제시가 가능한 장점이 있다. 본 연구에서는 SWMM-ING를 이용하여 대규모 도시개발부지의 저영향개발기법 적용에 따른 유량 및 수질저감효과를 평가하고 유지관리비를 포함한 비용을 추정하여 최적설계 검토를 수행하였다.

An Expert Opinion Analysis Study for Improvement of Biotop Area Ratio Index (생태면적률 산정지표 개선방안을 위한 전문가 의견분석 연구)

  • This study is to improve the quantitative estimation index of biotop area ratio, which is an environmental planning index and environmental ecological planning technique, as a planning means that can induce the improvement of ecological soundness in the spatial planning stage. It is intended to identify the relative importance of space types and calculation indicators currently in operation, and to find alternatives through opinion analysis on improvement of space types and weights. As the method of this study, AHP analysis was performed to evaluate the relative importance of spatial types for in-depth analysis of spatial types and calculation indicators. In order to secure the reliability and objectivity of the study, 50 experts participated. Through this study, it can be linked with the improvement of technologies and construction methods, maintenance efficiency, economic feasibility, and construction technology, which are developed through analysis on the limitations and improvements by type of biotop area ratio. And it is expected to contribute to the improvement of the urban environment and vitalization of the biotop area ratio through the application of the biotop area ratio.
