Economic Analysis on Expanding the High-Speed Internet Network to Narrow the Digital Divide among Regional Areas (정보 격차 해소를 위한 초고속 인터넷 망 확대에 대한 경제성 분석)

  • The objective of this paper is to analyze the profitability of expanding the high-speed internet network and provide the strategy and policy for the government and telecommunication providers to fill the information gaps in rural areas. First, we analyzed the situation where the accessibility of high-speed internet networks is deficient and reasons why it is slow to build the communication network infrastructure in the remote agricultural and fishing areas. Then economic analysis was performed to find out how much it cost to make it possible for every village of rural areas to access the high-speed internet network as well as sensitivity analysis.

The Study on a Relationship between Fiscal Decentralization and Regional Balanced Development (재정분권과 지역균형발전과의 상관관계에 관한 연구)

  • In the previous literature, there have been many attempts to probe the relationship between fiscal decentralization and regional balanced development. Much of the literature on this issue argued that the balanced development could be achieved by deviating power from central government to local government. However, several research has raised concerns about the relationship between the two, showing that decentralization could serve as a factor which could further exacerbate the regional imbalance. In particular, they insisted that most of the local taxes that due to the promotion of fiscal decentralization may be concentrated in the metropolitan area. The aim of this study is to verify the hypothesis that the net effect of decentralization promotion may be different depending on local governments' financial conditions. The empirical analysis of this study showed that local government could expand local taxes of about 18 trillion won if the fiscal decentralization was realized. However it was also be found that fiscal decentralization have shown the decrease in the local taxes.

  • The Emirate of Abu Dhabi is swiftly rising into a newly industrialized country by achieving economic prosperity among the Islamic cultural regions of Middle East and North Africa(MENA). Abu Dhabi Emirate is performing the conversion from oil economy to non-oil economy and the sustainable urban development policy. However, there are various social and environmental problems in Abu Dhabi. In order to solve the urban problems caused by the rapid economic growth and the changes in society and environment, Abu Dhabi is recognizing the importance of spatial information and triggering the establishment of spatial information. Spatial information is regarded as a basic infrastructure for urban construction and enlarged as a blue ocean market in Abu Dhabi. However, the base of spatial data infrastructure in Abu Dhabi is not well managed in comparison to that of Korea. Especially, Abu Dhabi has some characteristics that it depends on foreign multinational companies and it does not have its own systemic organization and law system. To advance into Abu Dhabi spatial data market under-controlled by global vendors, it is necessary to identify the advantage and disadvantage on spatial data infrastructure of Abu Dhabi and required to establish the advance methods into niche markets by considering priority order of spatial information. Thus, this study aims to analyze the gap of spatial information between Abu Dhabi and Korea and suggest the short and long term development methods for spatial data infrastructure of Abu Dhabi. The results of gap analyses will be the milestone for Korean companies' advance into MENA.

  • 국내에서는 수자원 관리 지표에 관한 연구가 부분적으로 이루어지고 있으나, 지표를 통하여 정책목표를 설정하고 정책의 성과를 평가하는 데까지 이르지 못하고 있다. 본 연구는 우리나라의 이수분야 수자원 정책을 종합적이고 객관적으로 평가할 수 있는 지표를 개발하고 이를 국가단위, 유역단위, 지역단위에서 적용하기 위한 것이다. 이수 분야의 핵심지표를 선정하기 위해서 이수분야의 정책목표를 기준으로 4가지로 구분하고, 이를 정량적으로 제시하고 평가할 수 있는 지표에 대해서 검토하였다. 이수분야의 4가지 영역은 안정성, 효율성, 형평성과 지속가능성으로 구분하였다. 안정성은 강수, 기후변화, 인구, 경제, 사회 등 장래 환경이 불확실한 상황에서도 안정적으로 물 부족에 대응할 수 있는 능력이 확보되는 것을 말한다. 효율성은 물의 사용량과 누수율을 줄이고, 생산성과 재이용률을 제고하며, 물관리의 건전한 재정을 확보하기 위해서 비용회수체계를 개선하는 것 등을 포함한다. 형평성은 도시와 농촌, 지역간 물이용의 격차, 요금의 격차, 지역간 물자급률의 격차 등을 개선하여 사회적 약자나 소외계층의 물이용 능력을 높이는 것을 주요한 내용으로 한다. 지속가능성은 하천환경의 기능을 훼손하지 않는 범위 내에서 수자원을 이용하고, 환경 개선, 생태계 보존, 친수활동 등에 대한 물수요에 대응하는 것이다. 최종적으로 선정된 이수분야의 지표는 가뭄시 물부족량, 물부족 지역 비율, 국가 물자급률, 하천취수율, 환경용량 확보율, 물이용 공평성, 물재정 건전성 등 7개였다. 각 지표별로 지표의 정의와 산정방법 등을 제시하고, 지표를 통하여 이수분야의 수자원 정책을 평가하였다. 평가는 먼저, 국가간 비교를 하였고, 다음으로 국내의 유역간 비교, 지역간 비교의 순으로 진행하였다. 평가 결과 우리나라의 국가 물자급률과 취수율이 보통수준 이하로 매우 취약하고, 물이용의 공평성과 물관리 재정 건전성은 보통보다는 높은 수준으로 평가되었다. 평가 결과를 통해서 중장기 수자원 관리 정책의 목표를 정량적으로 제시하고, 분야별 정책 추진방향을 제안하였다.

Global City-Regions Theory and its Implications for Regional Development Policy in Korea (세계도시지역론과 그 지역정책적 함의)

  • This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.

Regional Variations of Poverty in Korea -How are Capital and Metropolitan Area Different from Non-Capital and Non-Metropolitan Area?- (한국사회 빈곤구조의 지역 편차 분석 - 수도권과 지방의 빈곤 격차를 중심으로 -)

  • This study analyzed the regional effects on the poverty status of households and the poverty difference between Metropolitan and Non-metropolitan area in Korea. The Korea Welfare Panel Study was used for the study, and the results are as follows. First, the poverty rate of Non-metropolitan area is higher than Metropolitan area, and the poverty rate of small-sized regions is the highest area among Non-metropolitan areas. It shows that the poverty of regions is deeply related with the development of region. Second, the people living in Non-metropolitan area have experienced more hardships than the people of Metropolitan area, even though they have similar socio-demographic characteristics. It implies that living in the Non-metropolitan area is to have much more risk of poverty. Third, the regional effects on the poverty are found, that is, living in Non-metropolitan areas is positively associated with the poverty probability. Lastly, regional effect, that is the differences of the poverty probability between Metro and Non-metropolitan areas, is estimated as $49.2{\sim}73.7%$ of total poverty differences. Results of this study suggest that regional poverty policies are necessary to solve the regional differences of poverty in Korea.

  • This study intends to shed light on the everyday lives of the urban poor in four metro areas in Korea, viewed especially from the information perspective. Employing in-depth interviews and participant observation interchangeably, it attempts to illustrate such phenomena as information poverty, and to scrutinize the reasons of their passive behaviors in information seeking. This paper, specifically, focuses on the following characteristics of information need and information related behaviors of the urban poor : types of everyday concerns and ways to deal with them: characteristics of the help provided: types of information sources consulted : na, barriers and limitation of everyday information seeking and information use.

Residential Segregation by Education Attainment and Neighborhood Disparity: A Case Study of Seoul (교육수준별 거주지 분리와 근린주거환경 격차: 서울시를 사례로)

  • Socio-economic polarization in Korea partly due to recent globalization and industrial restructuring could reduce social mobility significantly through passing down educational achievement to one's children. Under the notion that residential segregation is geographical frame for the reproduction of educational inequality, this research investigates residential segregation by educational attainment and neighborhood disparity with a case study of Seoul. The statistical analyses employed local segregation measures such as Location Quotient and Local Moran's I and a variety of variables that reflect neighborhood characteristics. As a result, it found that there are sharp and clear contracts between low- and high-educational group concentrations/clusters particularly in terms of housing characteristics and educational facilities. This results provide some evidences that support the arguments about the causes of residential segregation by class in Korean Cities.

The Spatial Disparity of Opportunity Potentials in Korea (한국 도시의 경제 $\cdot$ 문화 $\cdot$ 사회 복지적 기회 잠재력의 지역적 격차)

  • The assessment (or the evaluation) of spatial disparity is the main concern for the study of spatial disparities or spatial inequalities. In order to evaluate the spatial disparity, the regional differences have to be counted quantitatively. Several measurements have been introduced for evaluating the development potentials of each region. Most of them are the composite indices of the socio-economic variables rather than the real potentials of the region. This study attempts to investigate the spatial disparity in Korea. For the purpose, the levels of opportunity potentials of the cities have been calculated by the Potential Model redefined by Lee(1995). The opportunity potentials have been calculated for the educational, cultural, medical service, environmental sectors, income, and consumption sectors, and the spatial patterns of various opportunity potentials have been analyzed. The spatial patterns of opportunity potentials show the severe concentration on the Metropolitan Seoul area through all sectors. The next level concentration appears at the other end of the Keuyng-Bu axis. And the cities relatively high opportunity potential values are distributed along the Keuyng-Bu axis. Remain parts of the country show quietly low opportunity potential values. In particular, the southern-west and the northern-east parts show relatively very low values. This pattern appears for all sectors except for the opportunity potential of the environmental sector. It means that the spatial disparity in Korea have been promoted and enhanced by the national development policies concentrated the investment on the large cities along the Keuyng-Bu axis during the last 40 years.

시스템사고를 통한 신 행정수도의 건설과 도시동태성에 대한 피드백 구조 분석

  • 복잡한 시스템의 악순환 고리를 끊는다는 것은 많은 어려움과 또 다른 구조적인 문제를 초래할 수도 있다. 우리나라의 수도권과 비 수도권간의 격차 문제는 복잡한 시스템의 악순환 구조를 보여주는 대표적인 사례일 것이다. 수도권으로의 정치, 경제, 사회적 집중과 상대적으로 비 수도권 지역의 과소·소외 상황은 어세, 오늘의 문제가 아니라 지난 40여년 이상 누적되어 온 과제라고 할 수 있다. 수도권의 집중이 가속화되는 동안 정부는 이를 완화시키기 위하여 각종 조치를 취하여 왔다. 그러나 수도권으로의 기능 집중은 지금도 진행되어 오고 있으며, 정부의 관련 정책들의 효과는 상대적으로 미약한 수준이다.(중략)
