A Preliminary Study on Intellectual Freedom in American Libraries (도서관에서의 지적자유에 대한 이론적 고찰과 저해하는 사례 연구 - 미국의 경우를 중심으로 -)

  • This study focuses on“Intellectual Freedom”based on the fundamental principles of library user services in Western countries. Particularly, this paper pursues to the philosophical foundations of“the freedom of expression”. It also studies how“the freedom of expression”was restrained by pursuing the definitions of“pornography”and “obscenity”in terms of the court's opinions of The Supreme Court of the United States. Also, PICS and the Communication Decency Acts were discussed.

Freedom of Library and the Library Bill of Rights (도서관의 자유와 권리선언에 관한 연구)

  • All libraries are forums for information and ideas. Therefore, libraries must have systematic devices through which library users can make use of library materials freely. The systematic devices usually have the form of Library Bill of Rights. The aim of this study is to offer basic data in case our country adopt Library Bill of Rights in the near future. In this thesis, the significance of Library Bill of Rights was investigated and the common components were drawn from the analysis of the changing processes and contents of Library Bill of Rights in the USA and Japan. In the USA and Japan, the Library Association an official institution adopted Library Bill of Rights and established permanent departments to keep and develop Library Bill of Right as well as to solve the problems such as infringement of freedom of library. The common components of Library Bill of Rights are as follows: freedom to collect materials, freedom to provide materials, right to refuse censorship, cooperation with the persons ind groups concerned, a person's rights to use a library, fair use of the library facilities, and protection users' privacy.

A Study on Strengthening the Libraries' Role by Using Free Learning Semester (자유학기제를 활용한 도서관의 역할강화 방안에 관한 연구)

  • The present study investigates librarians perceptions of Free Learning Semester, and their commitment to program development for coordination with Free Learning Semester, and whether they currently offer programs for Free Learning Semester. The study results are as follows. First, the results on perceptions of Free Learning semester showed that 54.20% of the librarians who participated in the study were aware of Free Learning Semester, and 80.15% had participated in training related to Free Learning Semester. Regarding the anticipated outcomes of implementation of Free Learning Semester, "Participation in various experiential activities offered through Free Learning Semester" was the most common response, and regarding special considerations in Free Learning Semester, "Need for instituting the dedicated workforce and enhancing their sense of responsibility and expertise" was the most common response. Second, regarding the library program development and provision for coordination with Free Learning Semester, 58.02% thought that the implementation of Free Learning Semester was an opportunity to expand the role of libraries, while insufficient budget was listed as a barrier. In addition, 63.36% stated that they had no experience in providing a program in a library. Finally, the results on the perception on the Free Learning Semester program they want to provide in a library showed that "Human Library" and "Read! Think! Dream!" were the programs they want to provide most, with the mean score of 3.939.

A Study on the Intellectual Freedom in Korean Public Libraries (우리나라 공공도서관의 지적자유에 대한 사례연구)

  • It is the aim of this study to attain general knowledge of Intellectual freedom which provides the philosophical principle of our library activities. Also, this study seeks to develop the principia of intellectual freedom as the policy and guide of public libraries in Korea. In order to research the operational circumstances of intellectual freedom In our public libraries, the researcher visited 20 public libraries in the Seoul district. The results clearly confirmed the self-censorship of the librarians in selecting materials. Also, it confirmed the reality of external interventions and restrictions as well as restrictive sources originating from internal ignorance and habitual practices in our public libraries. Ultimately, such results provided a solid basis for the aim of this study to develop intellectual freedom principle as the basic ideology for public library activities in Korea.

Progressive Librarian 'Zoia M. Horn' and Her Library Freedom Ideologies (진보사서 '조이아 혼'과 그녀의 도서관 자유 사상)

  • Uncovering ideological trends and varieties embedded in contemporary progressive librarianship, the depth and breath of the librarians' thoughts should be more expandable than before. That is the purpose of the study. To accomplish the purpose, this study analyzed key ideologies of American progressive librarian Zoia M. Horn(1918-2014) as reviewing carefully her biography with the inductive approach for qualitative data analysis. As a result, author suggests that the core values of Z.M. Horn's library freedom ideologies have identified as equality, intellectual freedom, and pacifism. In addition, the ingredients of these core ideologies also were identified.

  • 지난 8월 16일에서 24일까지 영국 글래스고에서 개최된 제68차 국제도서관협회연맹 대회 총회에서는 '도서관, 정보서비스 기관, 지적 자유에 관한 글래스고 선언(The Glasgow Declaration Libraries, Information Services and Intellectual Freedom, 원문은 http://www.ifla.org/faife/policy/iflastat/gldeclar-e.html 참조)'과 'IFLA 인터넷 설명서(The IFLA Internet Manifesto, 원문은 http://www.ifla.org/III/misc/internetmanif.htm 참조)'가 채택되었다. 이 같은 성명의 체택은 도서관ㆍ정보분야에서 지적자유에 관해 국제적 합의를 명확히 하고 이해와 협력을 구하기 위한 것으로 지난 해 발생한 미국 9.11테러 사태 이후 일어나고 있는 일련의 조치에 (국민의 기본권을 제한할 수 있는 법률의 제정 등) 대한 도서관계의 능동적인 대응이라는 의미가 크다. 국내 도서관인에게 참고가 될 만한 자료라 생각되어 '도서관문화' 편집실에서 이를 번역하여 게재코자 한다.

A Study on Students' Need for Free Learning Semester Programs of Libraries (도서관의 자유학기제 프로그램에 대한 학생수요조사 연구)

  • The present study investigates the seventh and the eighth graders' perception of Free Learning Semester Programs offered by libraries by developing a survey questionnaire on students' needs for Free Learning Semester Programs of Libraries. The skills that middle school students want to improve in Free Learning Semesters are career exploration skills, and the type of Free Learning Semester that is most intensively implemented is career exploration activities. Programs are often offered in the form of experiential classes. Regarding the activities that the students want to participate during Free Learning Semester, the most preferred activities included field experience activity in the career exploration domain, cooking class in the student choice program, smartphone app development in club activities, design activity in the art domain, the badminton in the physical education domain, and using iPad in the information use skills. In addition, among the library programs in coordination with Free Learning Semester, the students liked the occupational experience program most. Future studies need to include the development and implementation of Free Learning Semester Programs based on students' opinions, and investigate their satisfaction with the Free Learning Semester Programs offered by libraries.

  • Free learning semester aims to foster key competencies in junior high students via reinforcing student participation and career education. This paper investigates the programs of school and public libraries, as well as the roles that university libraries and LIS could play in the changing educational environment. School libraries, though an essential element in the educational infrastructure, are seriously underused. In addition, the support programs of public libraries tend to focus on guest lectures or field trips, rather than reinforcing the students to experience the foundational library services. Public libraries are in a good position to play an active role in strengthening school libraries. They should take a proactive role in forming a partnership with university libraries, LIS faculty and students, and in developing diverse programs ranging from vocational/career education to enhancing key competencies.
