The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.

This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

The purpose of this article is to discuss about the progress and problems in Korean academic library policies. The emphasis is on identifying both contents and limitations in national plans for developing academic libraries, and investigating the current status and characteristics of major policy driving forces such as national library policy committees, government organizations, and professional associations. Also investigated is the current status and unique features of legal foundations, especially the present Korean Library Act and a tentatively named Korean University Library Promotion Act, which is being prepared for legislation. Finally this article suggests both direction and strategy for a healthy development of Korean academic library policies at national level.

According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.

The purpose of this article is to identify the problems that Korean library and information policies (LIP) are facing with and to suggest its future direction for advancement. To the end, discussions include both progress and problems related to legal provision, government organization, administrative staff, professionals, finance, and master plans. Based on a thorough literature survey, this article begins from an analysis on the conceptual definitions of 'library and information policies,' explains the problems and limitations of Korean LIPs before 2006(the year when new 'library act' was established), and introduces major changes in Korean LIPs after 2006. Finally suggested are both strategies and methods to resolve the problems and limitations that Korean LIPs are facing with.

지난 10월 4일 정부공포로 확정된 새로운「도서관법」은 기본적으로 도서관 정책 수립 및 추진 체계를 새롭게 정비하고, 지방분권 시대를 맞아 지역 단위도서관 정책과 행정 강화라는 큰 틀의 변화를 담고있다. 이번 호에서는 개정「도서관법」에 따라 새롭게 만들어 질‘도서관정보정책위원회’와 지방분권시대 도서관 정책 방향에 대한 지방설명회(2006.11.29,광주광역시)에서 발표된 내용을 수록한다. 아직 확실한 모양새를 갖추지는 못했으나, 위원회 등은 새로운 도서관문화 창출에 핵심적인 역할을 하게 될 것으로기대된다. ■ 편집자 주

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

This article intends to explore both progress and problems in local library policies of South Korea, with emphasis on public libraries. Special concerns are given to analyze the strength and weakness of local library regulations and implementation plans, prepared for the promotion of local public libraries. Also investigated are the structural problems in both current procedures and systems for library policy making. The final discussion includes the customized solutions to make local library policies be healthy and reliable, as well as the analysis on the indigenous factors to make local library policies be weak and defective.

With the full execution of the Comprehensive Library Advancement Plan(2009~2013), related bodies and participants, including national administrative agencies and local government, are increasing and the policy environments are intricately being expanded as well. However, there has been insufficient research on the general aspects of library policies to analyze and evaluate the current circumstances. The objective of this study is to analyze both the problems and suggestions in the areas that need improvements implementing this comprehensive plan. Accordingly, we designed a formative model for evaluating the policy process relating to the comprehensive plan, and then modified and supplemented the developed plan based on the Delphi method utilized by library policy experts. We conducted an empirical evaluation of library policy officials who have established and implemented the comprehensive plan. We then used the evaluation results to assess the effects of the factors regarding the accomplishments reached each policy stage.

Japanese colonial library policy was to interfere with the library activities by Korean leaders to enlighten Korean people as a form of independence movement, and through the government library to colonize Korean people into Japanese culture. This study investigates and analyzes the background of foundation and activities of the Taegu Burip Library which was officially founded first in Korea by Japanese colonial government. It tries to find the hided intention of the Japanese colonists to establish the libraries in Korea as a part of their colonial policy.
