A Research on the Feasibility of Establishing the National Reciprocal Borrowing Scheme for Academic Libraries in Korea (우리나라 대학도서관의 국가대출체계 구축에 관한 연구)

  • The purpose of this study is to investigate the feasibility of establishing the national reciprocal borrowing scheme for academic libraries in Korea. The national or regional borrowing schemes could be operated to further the resource sharing among academic libraries as an alternative or supplement to ILL. In this research, the characteristics of those borrowing schemes in other countries are discussed, and some strategic plans, including the organization in charge and the operating principles, are suggested for the national borrowing scheme in Korea.

  • This study proposes to analyze the concept and introduction of infinite creative space (makerspace) to redefine the roles of existing library spaces. This study also attempts to formulate a suitable program for public library makerspaces by analyzing case studies. Literature review and case study methods are used for deriving the makerspace concept, the evolution of makerspace, the implications posed by makerspace operation domestically and abroad, and the utilization of makerspace. Finally, we suggest story creation programs, topic-based programs reflecting the library characteristics, professional mentoring programs, expert consulting programs, various training programs, patent application support programs, incubator programs, and so on.

  • According to alternation of Digital Information Environment. users require more complicated and variable services. This study refined theoretically definition, concept, and materiality of Information Commons which is introduced and diffused throughout U.S. Universities' libraries. Information Commons is not simple facilities and spaces of library, but it is a united service model that is designed to fulfill variable information requirements of users with offering cooperative services, coalition of human resources, physical spaces, and facilities of redefinitions. In order to successful introduction and construction of Information Commons, it should be preceded that approaching digital information resources, offering continual services, and integration of resources that focus on the users.

  • This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

Aligning Academic Library Makerspaces with Digital Literacy Education Spaces (디지털리터러시 교육 공간으로서의 대학도서관 메이커스페이스)

  • As makerspaces continue to be introduced in academic libraries in Korea, this study explores potential operating strategies of, and long-term justifications for, makerspaces as digital literacy eduational spaces and services at academic libraries. By examining related literature reviews and case studies of makerspaces, this study analyzes various programs and their respective creation, funding, development, and outcomes, including educational value and library-specific goals such as digital literacy and lifelong learning. This study also considers the perspectives of librarians at academic libraries in Korea who were asked about the purpose, impact, and limitations of makerspaces. Certain common themes appear: for example, it is necessary for makerspaces to resolve challenges related to stable funding, as well as staffing and training of professional librarians assisting with the on-the-ground operation of makerspaces. This study proposes that designing makerspaces for an academic library setting goes deeper than providing a collaborative environment with access to new technologies like 3D printers and laser cutters, and it may be uniquely appropriate to draw connections to libraries' objectives to provide digital literacy education and universities' mission to foster innovation and creativity among students.

  • It is often said that collections of public library are too poor to meet user demands in terms of quantity as well as quality. It is also criticized that this situation is related to the lack of material budget and non-systematic purchasing process. Situated in such context, this study attempted to investigate current policies and regulations that control the material budget allocation and purchasing process in public libraries, because book purchasing process in public libraries is especially influenced by policies and regulations both in national and regional levels. Policies and regulations affecting material budget allocation and purchasing process were analyzed into 4 elements, namely about (1) financial foundation supporting collection development and material budget allocation, (2) the formation of material budget and discount rates, (3) prescribing characteristics of monographs public libraries purchase, and (4) acquisition process.

Analysis of the Current Situation and Improvement of Graduate University Libraries in Korea (대학원대학 도서관의 현황분석과 개선방안)

  • Graduate University in Korea is independent graduate school which runs only M.A./Ph.D. course. This study aims to investigate the current situation of graduate university library in Korea, to grasp the problems and to examine how to improve it. Comparing the data based on several statistics with a related standard, graduate university library is very poor except a facility section. This current inferiority of graduate university library seems to result from poor financial fundamental of graduate university, and grow by imperfect laws and ordinances. To solve such problems, initially we need to satisfy the followings. First, we must establish or revise laws and ordinances concerned, and then a minimum standard should be presented. Second, we will lead university to reform voluntarily by improving university information disclosure. Finally, the effort and cooperation with related organizations is necessary.

  • This study aims to suggest the scheme of upbringing Subject Specialists based on the cooperative effort of the main bodies related to Libraries for bringing up and revitalizing plans. Only when all subjects in every sector cooperate hard, upbringing Subject Specialists can come true. To raise subject librarians, First, library-related organizations, groups, and associations have to play an important role in policies and financial support about Subject Specialists. Second, The academic world needs to plan and operate the various education programs for Subject Specialists. Finally, the libraries on the field Have to provide their members with motivation for being Subject Specialists, opportunities for education, and prepare the personage system including employment and compensation for Subject Specialists.

Comparative Analysis on Digital Curation Process in Foreign Academic Libraries (외국 대학도서관의 디지털 큐레이션 프로세스 비교분석)

  • This study analyzed the digital curation process targeting the foreign 10 university libraries for the efficient utilization of the research data. The analysis was conducted by dividing into 4 parts such as the selection and ingest of data, preservation, access and use, responsibilities and management. The results indicated that research data for selection and ingest include data produced by the faculty members or can be accessible in the university or research institution. The findings also showed that the institutions use Dublin Core, MODS, and PREMIS as a metadata for preservation. In the aspect of approach and use, regulation are decided based on the law and agreement. And in the aspect of responsibility and management, most elements are divided into the management, financial, technical, physical, and personal parts and each audit or sustainability is reviewed.

A Study on the Program of Fee-Based Information Services for University Libraries (대학도서관을 위한 유료정보서비스 프로그램에 관한 연구)

  • Unlike the past, university libraries are able to provide specialized and differentiated information services due to the advent of information technology and telecommunication. Such services are essential not only to the primary users, such as professors and students in the universities, but also to the external users including corporations, researchers, and the general public. Now, university libraries as a means of resource sharing with communities should develop the services to play a role as a research and information center and expand such services to outside users who need the information services. Accordingly financial support is a necessity to provide the services, thereby fee-based information services are one of the devices for solving the financial burden and controlling outside users. This paper tries to present a program for fee-based information services which are able to be implemented by university libraries. Also the papers deals with the present conditions of fee-based information services provided by university libraries briefly and the goals of the program; coverage of subjects and types of materials for the program; organizations and staff; types of fee-based information services; management methods of program.
