문화체육관광부(장관 김종덕)와 대통령 소속 도서관정보정책위원회(위원장 최은주)는 지난 9월 2일부터 3일까지 이틀에 걸쳐 한국프레스센터 국제회의장과 국립중앙도서관에서 도서관발전 대토론회를 개최했다.

‘도서관탐방’팀은 가급적 모든 관종의 도서관을 골고루 소개하려고 한다. 그런데 지난 1월 이 지면이 신설된 이후 아직 가보지 못한 관종이 특수도서관이었다. 병영도서관 또는 점자도서관은 언론 등에서도 자주 다루어지고 있어 우선 순위를 교도소도서관 또는 환자도서관에 두었는데 알고 보니 교도소도서관은 여러 여건상 일반인이 접근하기 어려웠다. 관종 구분을 하는 경우 병원(의학)도서관은 전문도서관으로 분류된다. 하지만 병원 입원 환자들에게도 일부 서비스를 제공하고 있는 경우에는 특수도서관의 목적을 조금이나마 수행하고 있는 곳이라 할 수 있다. 전문이용자용 ‘맞춤형 교육’ 제공에서 환자용 ‘병실이동문고’ 운영에 이르기까지 병원 모든 가족들의 정보 ‧ 문화 ‧ 복지의 종합센터 역할을 책임지고 있는 삼성의학정보센터를 이번에 다녀왔다.

This article intends to locate the logical basis to apply bibliotherapy as a library service in Korean libraries. To the end, investigated and discussed are the historical relationship between bibliotherapy and RAS(readers' advisory service), and the theoretical base and practical experiences that enabled bibliotherapy to be practical in the U.S. library community. This article introduces a concept of 'therapeutic' RAS as a similar concept to 'developmental' bibliotherapy, and suggests the roles of a librarian as a therapist, based on the "Zones of Intervention" by Carol Kuhlthau.

I had a chance to learn about grants made by British Library Research and Development Department in London and the Council on Library Resources in Washington in my studies designed to produce an institutional vision of supporting research and development in the field of library and information science in Japan. In this article, I have tried to elucidate contributions of the two agencies to the librarianship and research communities, reviewing their histories, management process and some features of research areas which meet their standards of providing grants.

도서관은 한 나라 사회발전의 원동력으로 상징된다. 우리나라 도서관의 열악한 상황은 누누이 지적돼왔다. 겉으로 드러나는 각종 통계수치에서 그러한 현실은 여지없이 드러난다. 역으로 선진 각국의 도서관 통계는 정보시대를 여는 이 시점에서 우리 정부가 가장 관심을 쏟아야 할 분야가 무엇인지 시사해주는 바가 크다. 우리의 도서관 현실을 올바로 읽을 수 있는 각종 통계를 세밀히 들여다본다.

지난해에는 문화관광부의 '도서관정보화추진계획' 발표, '학교도서관살리기국민연대'의 결성, '문화개혁을 위한시민연대'의 도서관 자료구입비 증액 캠페인, 남ㆍ북도서관협회 대표단의 역사적인 회합 등 도서관발전을 위한 각계 각층의 관심이 활발했던 한 해 였다. 하지만 '저작권법시행령' 개정공표로 도서관에서의 복제전송 문제가 불거지고 '도서관및독서진흥법'의 개정으로 '도서관및독서진흥위원회'와 '도서관및독서진흥기금'이 폐지되어 도서관계를 안타깝게 하기도 하였다. 그 어느때보다도 도서관의 사회적 역할이 증대되고 있는 지금, 우리 도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보았다. 편집자 주

This study was a basic study for the establishment of basic policies for the operation of Sejong City Library. It was intended to establish and operate the functions and roles of Sejong City Library by conducting a general survey on the current status, user demand, expert opinion, and librarian opinion survey. As a result, the Sejong City Library is the representative library of Sejong Special Self-Governing City, which oversees all public and small libraries in Sejong Special Self-Governing City and carries out support and cooperation projects, and should improve the development of the local community and the quality of life of local residents by providing more convenient and equal access to provide information services and cultural programs. Second, apart from providing library services to local residents in Sejong Special Self-Governing City, the functions of the Sejong Special Self-Governing City's representative library and hub library, knowledge and information center, lifelong education center, social and cultural center, leisure culture center, leisure and convenience center, and furthermore, it should function as a policy information support center. Finally, in order to enhance the brand value of Sejong City Library, the Sejong City Library as a landmark in Sejong area, the Sejong City Library as an art and cultural hub in Sejong area, the Sejong City Library as a complex cultural space in Sejong area, and the Sejong City Library as a center for Sejong Studies were proposed.
