규제당국은 설비를 보유하고 있지 않는 다양한 형태의 사업자들의 서비스 시장 진입장벽을 낮추기 위한 제도적 장치로서 전기통신사업 법 개정을 통하여 공정경쟁과 이용자보호를 위한 도매규제방안을 강구하고 있다. OECD 국가들은 도매제공 도입 등으로 인해 고용증대효과, 요금인하효과가 발생하였다. 특히, 도매제공 및 요금규제를 하고 있는 노르딕 국가들은 OECD 전체 회원국 중 가장 낮은 이동전화 요금수준을 유지하고 있다. 국내의 경우 해외와 같이 도매제공(무선재판매) 의무화를 위해서는 먼저 현행 법규정에 무선재판매 의무제공에 대한 근거를 마련해야 한다.

The Gang-Seo wholesale market is an experimental system in that two different distribution channels co-exist in the same marketplace; the auction system and the consignment system. The government expects the consignment system offers higher and more stable prices to farmers than the auction system. This study tested if that is the case, but the results did not support the hypotheses. The consignment system needs institutional complements and more transparent operations before wide-spreading.

This paper proposes a prepaid system promotion policy for the 3G(WCDMA) MVNO with regard to the newly included paragraphs 3, 4 and 5 of Article 32 (User Protection) and Article 38 (Provision of Wholesale Telecommunications Services) of the Telecommunication Business Act, which was revised on March 22, 2010. As of June 2011, there are only a few prepaid system subscribers to the mobile communications service due to various limitations, including prepay, interconnection, carrier selection, the MVNO policy, and number portability. However, overseas communications service regulatory agencies and service providers are increasingly presenting policies and strategies for mobile prepaid plans, in order to accommodate the various customer demands that are increasing the use of smart phones and data. This paper advances various proposals concerning promotion of the prepaid system by the 3G MVNO under the current Telecommunication Business Act, including separation of the prepaid data system and the mobile network; introduction of a monthly fixed-rate hybrid prepaid system, a top-up system and USIM system; introduction of mobile network carrier selection; differentiated retail discounts between prepaid and post-paid prices; revision of the retail discount policy for wholesale provision; increase in the number of mandatory service providers; and in-depth consideration of the introduction of a number portability policy for the prepaid and post-paid systems.

2001년 전력산업의 구조개편에 따라 우리나라는 현재 발전경쟁시장(CBP)을 운영하고 있으며, 이어서 도매경쟁시장(TWBP)의 개설을 준비하고 있다. 도매경쟁시장에서의 계통운영 보조서비스는 전력거래소와 발전사업자간의 계약에 의하여 제공되며, 전력거래소는 전력계통 신뢰도 및 전기품질 유지기준을 만족시킬 수 있도록 보조서비스 필요량을 정하여 운영하게 된다. 본 논문은 도매경쟁시장에서 적용할 주파수제어보조서비스 중 정상상태의 주파수 제어에 사용되는 자동발전제어(AGC)에 대하여 실계통 운영 실적자료 분석을 통한 AGC 필요량 산정방안을 제안하고, 적정필요량을 검토하였다.

본 논문에서는 주파수제어보조서비스의 제공에 대한 비용평가 산정방안을 제안하여 향후 도매전력시장에서 이루어질 계통운영자와 주파수제어보조서비스 제공자 간의 보조서비스 계약 시 계약단가에 대한 합리적인 수준을 제시하고자 한다 이를 위하여 국내 도매전력시장에서의 주파수제어보조서비스 항목에 대한 단가를 추정하기 위해 호주와 영국의 전력시장 운영사례를 통해 주파수제어보조서비스가 차지하는 비율을 이용하여 보조서비스의 거래금액을 추정하고 서비스 제공 항목별 단가를 산정하기 위해 주파수제어보조서비스 분류(안)에 해당 서비스의 요구량을 모의 산정하여 비용을 평가하였다.

영국 BT의 모든 도매 xDSL 상품은 'end-to-end' 방식으로만 제공되고 있는데 이것이 OLO에게 있어서는 자신의 망을 사용하는데 범위를 제약하기 때문에, OLO들은 BT 망과의 상호접속을 통하여 가능하면 자신의 망으로 대체할 수 있는 방안을 모색하고 그들 최종이용자의 트래픽을 전송하기 위하여 BT의 ATM 망의 ATM 교환기에서의 상호접속을 요청하게 되었다. 이에 따라 Oftel은 OLO의 요구사항을 검토한 결과, 요청 상호접속서비스가 BT의 기존 도매 DSL 상품과 상응하지 않기 때문에 이는 BT가 제공하여야 한 새로운 형태의 상호접속 서비스라고 규정하게 되었다. 본 논문에서는 기존 사업자인 BT의 데이터 망 구성과 제공 상품 내용, OLO의 상호접속 요청서비스에 대한 개념과 의미, 그리고 Oftel의 최종 결정사항의 주요 내용을 살펴됨으로써, 신규 상호접속서비스 규정에 대한 Oftel의 접근 방식과 시사점을 도출하고자 한다.

In Korea, no institutional tool or regulation exists by which a retail business in charge of gathering and maintaining subscribers can be guaranteed independence from the wholesale business division of a fixed incumbent provider of essential facilities such as ducts, poles and copper or fiber cables, which may also be offering the same products to its rivals. For that reason, a wholesale division may have an incentive to intentionally disrupt the sharing of facilities requested by competitive operators in cooperation with the retail division. Ultimately, the facility sharing process will remain inactive when there is a lack of equivalent access to the fixed access network. Therefore, this paper analyzes recent cases of access network separation and suggests long-term measures for the successful implementation of the sharing of facilities.

이동전화시장은 제공되는 서비스와 거래주체 등에 따라 소매시장과 도매시장으로 분류된다. 특별히 도매시장에 해당되는 이동착신요금은 최종수요자에게 이동전화서비스를 제공하기 위한 사업자간 거래로서 원가에 근거하여 산정 되도록 규제되고 있다. 그리고 원가에 근거한 방식으로는 장기증분원가방식(TSLRIC: total service long run incremental costs)에 따른 요금산정방식이 최근 통신선진국을 비롯하여 도입 추진 중에 있다. 한편 호주에서는 이러한 추세와 다르게 최근 이동착신요금을 장기증분원가방식이 아닌 소매가격벤치마킹 (retail benchmarking)방식을 적용토록 하였다. 이러한 이유는 호주의 이동망 시장이 다른 통신선진국과 달리 경쟁의 정도나 상황이 다름에 기인한다. 따라서 본 고에서는 이동망 착신요금산정방식으로 고려될 수 있는 적절한 방식들에 대한 검토와 호주의 이동망시장상황과 이에 적합한 요금산정방식을 검토 분석하여 국내 이동망 시장에 주는 시사점을 도출한다.

국내 전력 산업은 과거 수직통합적 독점구조에서 부문별 기능분할 및 경쟁도입을 점진적으로 추진하고 있으며 먼저 발전회사간 경쟁을 도입하기 위하여 한국전력의 발전부문을 6개의 발전회사로 분할 하였다. 2004년부터는 본격적으로 양방향 도매전력시장을 도입하여 운영할 계획에 있다. 도매전력시장의 도입으로 발생할 수 있는 가장 큰 시장 위험요소로는 시장가격의 수준 및 변동성에 대한 불확실성을 들 수 있다. 이는 시장참여자 모두에게 위험요소가 될 수 있으며 이를 위하여 정부주도하에 경쟁시장 이행기 동안의 과도기적 위험관리 도구를 제공하게 되며 발전회사와 판매회사 사이의 강제적 계약인 베스팅 계약이 포함될 것으로 예상된다. 여러가지의 베스팅 계약 중에서 Two-way 베스팅 계약은 발전회사와 판매회사와의 계약량, 계약가격을 정부 또는 관련기관에서 지정하는 것으로 이러한 Two-way 베스팅 계약은 도매전력시장의 초기에 발전회사의 손실을 최소화하는 역할을 할 것으로 예상되지만 반대로 수익을 제한하는 요소로도 작용할 수 있다. 따라서 본 연구에서는 베스팅 계약 중에서 Two-way 베스팅 계약에 대한 분석을 수행하고 이를 토대로 하여 베스팅 계약 하에서 발전회사의 수익을 최적화 할 수 있는 전략에 대한 연구를 수행하였다.
