Development of a Road Hazard Map Considering Meteorological Factors (기상인자를 고려한 도로 위험지도 개발)

  • Recently, weather information is getting closer to our real life, and it is a very important factor especially in the transportation field. Although the damage caused by the abnormal climate changes around the world has been gradually increased and the correlation between the road risk and the possibility of traffic accidents is very high, the domestic research has been performed at the level of basic research. The Purpose of this study is to develop a risk map for the road hazard forecasting service of weather situation by linking real - time weather information and traffic information based on accident analysis data by weather factors. So, we have developed a collection and analysis about related data, processing, applying prediction models in various weather conditions and a method to provide the road hazard map for national highways and provincial roads on a web map. As a result, the road hazard map proposed in this study can be expected to be useful for road managers and users through online and mobile services in the future. In addition, information that can support safe autonomous driving by continuously archiving and providing a risk map database so as to anticipate and preemptively prepare for the risk due to meteorological factors in the autonomous driving vehicle, which is a key factor of the 4th Industrial Revolution, and this map can be expected to be fully utilized.

  • 본 연구에서는 VTSO 관점에서 선박 충돌위험도 평가모델(CoRi)을 이용하여 부산항 관제구역내에서 발생한 일반 상선간 준사고 사례에 대한 충돌 위험도와 선종과 선박의 크기를 소형선박(유선 도선 어선 등)으로 가정할 경우 계산된 충돌 위험도를 비교함으로써 VTSO가 일반 상선과 다른 운항 특성을 가진 소형선박의 모니터링 및 충돌 위험 판단의 어려움을 수치적으로 분석 연구고자 한다.

  • VTSO(Vessel Traffic Service Operator)는 양 선박의 충돌위험 정도를 판단할 때, 선박들의 침로와 속력, DCPA(Distance to CPA)와 TCPA(Time to CPA) 그리고 양 선박의 조우상황 등을 종합적으로 고려한다. 이에 본 연구에서는 VTS관점에서 선박충돌 위험도를 구하기 위하여 CPA에서의 양 선박 상대방위에 따른 조우상황 위험도와 선박의 길이를 고려한 양 선박의 범퍼영역에 대한 근접 위험도를 이용하여 두 선박의 다양한 교차상황에 따른 선박 충돌위험 값을 비교하였다.

  • 산림 인접 시설은 산불의 발화원이자 주요 보호대상으로써, 이에 대한 관리를 위해 위험 정도를 판정하는 것은 진화 우선 순위의 결정과 인명과 재산의 보호를 위해 매우 중요하다고 할 수 있다. 본 연구에서는 산림 인접지의 정의 하에 임상, 접근 경로, 소방시설, 지형 등을 이용하여, 각각의 산불 발생 시 위험 정도를 점수화하고 이를 이용하여, 산림 인접지 내 시설물의 산불 위험도를 측정하여, 분석하였다. 분석 결과, 산불 발생 시 실제 피해를 입은 시설물의 위험도가 높다고 판정하였으나, 미 피해 시설물의 위험도도 위험하다고 판정된 사례가 있어, 보다 향후 추가적인 연구와 사례 검증을 통한 연구를 통한 지속적인 보강이 필요할 것으로 사료된다.

Hydrological drought risk assessment for climate change adaptation in South Korea (기후변화 적응을 위한 우리나라 수문학적 가뭄 위험도 평가)

  • As natural disasters have been increasing due to climate change, sustainable solutions are in need to alleviate the degree of drought hazard, assess and project the drought influence based on future climate change scenarios. In assessing drought risk, socio-economic factors of the region must be considered along with meteorological factors. This study categorized drought hazard, exposure, and vulnerability as three major components of drought risk according to the Intergovernmental panel on Climate Change (IPCC) risk assessment framework, and selected indices for each component to quantify the drought risk in South Korea according to the mid-size basins. Combinations of climate scenarios (Representative Concentration Pathway; RCP 2.6 and RCP 8.5) and socio-economic scenarios (Shared Socio-economic Pathways; SSP 1, SSP2 and SSP3) for the near future (2030-2050) ant the far future (2080-2099) were utilized in drought risk analysis, and results were compared with the historical data (1986-2005). In general, the drought risks for all scenarios shows large increases as time proceeds to the far furture. In addition, we analyzed the rank of drought hazard, exposure, vulnerability for drought risk, and each of their contribution. The results showed that the drought hazard is the most contributing component to the increase of drought risk in future and each basin shows varying contributing components. Finally, we suggested countermeasures for each basin according to future climate change scenarios, and thus this study provides made the basis for establishing drought management measures.

A Basic Study on Assessment Criterion of the Risk Factor for the Marine Traffic Environment (해상교통환경 위험요소 평가기준 설정을 위한 기초 연구)

  • The representative risk evaluation techniques of the marine traffic environment are the FSA, PAWSA, & IWRAP. For the development of these techniques, the risk factors suitable to the marine traffic environment should be selected & the assessment criterion of the risk factors should be provided. The risk factors were selected as the factors that relate both to the frequency of casualty & to the consequence of casualty because the risk was defined as the frequency of casualty times the consequence of that casualty on the existing techniques. But, the risk factors relate to the consequence of casualty are excluded because the risk is defined as the sum of the risk factors including the frequency and the consequence by factors on this study. The 20 kinds of risk factors to compose the risk are selected and classified into 5 categories according to similar nature through the analysis of preceding study on the classification of the risk factors. Finally, as the foundation of risk assessment model's development for domestic marine traffic environment, the practical assessment criterion of the risk factors are suggested.

  • The decommissioning of nuclear power plants should be prepared by quantitative and qualitative risk assessment. Radiological and non-radiological hazards arising during decommissioning activities must be assessed to ensure the safety of decommissioning workers and the public. Decommissioning experiences by U.S. operators have mainly focused on deterministic risk assessment, which is standardized by the U.S. Nuclear Regulatory commission (NRC) and focuses only on the consequences of risk. However, the International Atomic Energy Agency (IAEA) has suggested an alternative to the deterministic approach, called the risk matrix technique. The risk matrix technique considers both the consequence and likelihood of risk. In this study, decommissioning stages, processes, and activities are organized under a work breakdown structure. Potential accidents in the decommissioning process of NPPs are analyzed using the composite risk matrix to assess both radiological and non-radiological hazards. The levels of risk for all potential accidents considered by U.S. NPP operators who have performed decommissioning were estimated based on their consequences and likelihood of events.

Analysis on the Auto Accident Risks of the Old (고령자의 자동차사고 위험도 분석)

  • After empirically investigating the vehicle accident risks by age groups, various programs and policies have been imposed to reduce the old's risks in other countries. In Korea, it is little known the risk level by age groups and no policy changes has been implemented even if the number of vehicle accidents occurred by the old has been rapidly rising while the total number of vehicle accidents has been decreasing. This study empirically investigates the vehicle accident risks by age groups and the results show that the old drivers over age 65 has the highest accident risk except for the young drivers below age 25. Thus, we emphasize the necessity of reinforcing the qualifications for reissuing the drive licence and programs for educating the old drivers in Korea which is facing the most rapid population aging in the world. On the other hand, various changes are needed reflecting the old drivers such as reforming the road signs, issuing a sticker and providing them incentives such that the old drivers use the public transportation instead of self-driving.

  • This study investigates the effect of information about risk on investment decision making. The model was constructed with two independent variables and two dependant variables. The first independent variable deals with whether information about risk is provided or not. The meaning of information about risk is the degree of uncertainty for investment decision making. The other independent variable involves attitude toward risk, such as the degree of tolerance for risk. Two dependant variables are concerned with the effect on investment decision making, such as the degree of riskiness of decision making and decision confidence, respectively. This study deals with the investment decision in options on stock indices. The findings of this study are as follows. The more the degree of tolerance for risk, the more the degree of decision confidence. This means that risk-taker has more desire for achievement than risk-avoider has. And the message alerting risk of investment decision making takes little effect on investment decision making.

A Study on the Quantitative Risk Assessment of Hydrogen-CNG Complex Refueling Station (수소-CNG 복합충전소 정량적 위험성평가에 관한 연구)

  • This study performed a quantitative risk assessment for hydrogen-CNG complex refueling stations. Individual and societal risks were calculated by deriving accident scenarios that could occur at hydrogen and CNG refueling stations and by considering the frequency of accidents occurring for each scenario. As a result of the risk assessment, societal risk levels were within the acceptable range. However, individual risk has occurred outside the allowable range in some areas. To identify and manage risk components, high risk components were discovered through risk contribution analysis. High risks at the hydrogen-CNG complex refueling station were large leakage from CNG storage containers, compressors, and control panels. The sum of these risks contributed to approximately 88% of the overall risk of the fueling station. Therefore, periodic and intensive safety management should be performed for these high-risk elements.
