Integrated Risk Analysis for Mitigation the Urban Flood Disaster (도시홍수 피해 경감을 위한 통합 리스크 분석)

  • 도시홍수의 잠재적 위험은 홍수경감계획이 발전됨에 따라 감소하지만, 침수피해 가능성은 도시화와 도시 확장에 따라 증가한다. 침수피해 가능성에 대한 사전 파악 및 위험도 분석은 대규모 침수재해 발생 시의 위기관리에도 도움을 준다. 또한, 경제적 피해에 대한 예측은 재해발생 후 복구 및 복원 작업에 필요한 자원 할당에 매우 유용하며, 잠재적 홍수 피해에 대한 예측은 장기적인 홍수경감계획과 재해관리에 필요하다. 본 연구에서는 다차원 침수해석 모형의 결과로 산정 가능한 침수심, 유속 등의 지표들을 복합적으로 고려하여 침수위험도를 산정하고, 침수 발생 위험이 있는 지역의 인문 사회 경제적 지표를 통해 피해 저감 및 복구성을 반영하기 위한 재해 취약인자를 선정하여 해당 지역에 대한 취약도를 산정하였다. 또한, 분석된 위험도와 취약도의 연산으로 통합리스크 분석을 실시하여 침수 발생 시 해당지역에 대한 피해 예상과 지역별 상대평가가 가능하도록 하였다. 위험도와 취약도 및 리스크 분석은 다양한 인자를 동시에 고려하기 위해 여러 개의 기준에 대한 선호도를 결정하거나 최적 대안을 선택하는 다기준의사결정(MCDM)기법을 적용하였으며, MCDM기법 중 보편적으로 많이 이용되는 TOPSIS기법을 적용하였다. 이러한 리스크 분석은 우리나라 전체, 특정 시도, 시군구, 읍면동 간의 침수피해와 관련한 상대적 비교 평가가 가능하며, 대응 및 대비의 관점에서 저감 대책 수립의 우선 지역을 도출하는 데 활용될 수 있을 것이며, 침수피해 발생 후, 리스크가 큰 지역에 대해 우선적으로 복구 조치가 이뤄질 수 있을 것이다. 또한, 한정된 지자체 예산 안에서 도시홍수 피해 경감 대책 수립을 위한 의사결정에 활용될 수 있을 것으로 판단된다.

  • Risk management is a method to 1) identify risks that can adversely affect the cost, schedule, and target achievement performance of a system development project, and 2) manage the identified risks based on the severity and likelihood assigned to each risk item. Risk management is applicable to various fields, since it can manage the cost/schedule and effectively guides accomplishing the target performance by identifying and managing the risks in advance, which necessitates many concurrent studies. This paper proposes a procedure to estimate the severity value for a risk item using a Kalman filter. It is assumed that the severity can be expressed as an equation consisting of cost/schedule loss during the risk event. A linear Kalman filter is used to reduce the error between the true and estimated values, which can eventually save resources spent on the risk management procedure. A simulation test case was conducted to demonstrate the validity of the proposed method.

  • 현재 국내에서 사용되고 있는 지자체 단위 위험도 평가 기법들은 자연재난과 사회재난으로부터 유발되는 여러 위험성들을 함께 고려하여 평가에 반영하고 있다. 또한, 지자체 내에서 홍수위험에 노출될 수 있는 대상만을 선별하여 분석한 것이 아닌 지자체별 단순 통계값으로 평가가 이루어지기 때문에 홍수위험에 대한 정확한 평가가 어렵다는 한계를 가지고 있다. 따라서 본 연구에서는 Indicator Based Approach(IBA)에서 제시하는 평가 항목인 Hazard, Exposure, Vulnerability, Capacity 중 Exposure에 해당하는 건축물수를 대상으로 홍수위험지도와 중첩되는 건축물들을 선별하여 홍수위험도 평가를 수행하였다. 지자체별 건축물수 산정은 2018년 11월 기준 경기도 31개 시군별 도로명주소 전자지도(건물)와 500m × 500m 건축물수 격자자료를 사용하였다. 건축물수 격자자료는 도로명주소 전자지도의 건물 폴리곤 자료 대비 분석이 간편하다는 장점을 가지고 있다. 비교 분석을 통해 공간분석자료의 유형에 따라 발생하는 통계값의 차이는 격자자료에 보정계수를 적용하여 보완하였다. 보정된 경기도 지자체별 건축물수 격자자료로 세부지표 지수를 산정한 결과 단순히 자지체별 건축물수를 사용했을 때에는 화성시, 용인시, 평택시 순으로 지수가 크게 산정되었다, 하지만 홍수위험지도와 중첩된 건축물수를 사용했을 때에는 고양시, 광명시, 김포시 순으로 지수가 크게 산정되었다. 본 연구를 통해서 건축물수 격자자료와 홍수위험지도를 사용하여 위험도 평가를 수행했을 때 기존 방법론 대비 합리적인 평가결과를 얻을 수 있었다.

Verification of Ground Subsidence Risk Map Based on Underground Cavity Data Using DNN Technique (DNN 기법을 활용한 지하공동 데이터기반의 지반침하 위험 지도 작성)

  • Purpose: In this study, the cavity data found through ground cavity exploration was combined with underground facilities to derive a correlation, and the ground subsidence prediction map was verified based on the AI algorithm. Method: The study was conducted in three stages. The stage of data investigation and big data collection related to risk assessment. Data pre-processing steps for AI analysis. And it is the step of verifying the ground subsidence risk prediction map using the AI algorithm. Result: By analyzing the ground subsidence risk prediction map prepared, it was possible to confirm the distribution of risk grades in three stages of emergency, priority, and general for Busanjin-gu and Saha-gu. In addition, by arranging the predicted ground subsidence risk ratings for each section of the road route, it was confirmed that 3 out of 61 sections in Busanjin-gu and 7 out of 68 sections in Sahagu included roads with emergency ratings. Conclusion: Based on the verified ground subsidence risk prediction map, it is possible to provide citizens with a safe road environment by setting the exploration section according to the risk level and conducting investigation.

Application of Geomorphological Features for Establishing the Preliminary Landslide Hazard (초기 산사태 위험도 구축을 위한 지형요소의 활용)

  • Due to the characteristics of landslide disasters including debris flow, the rapid speed to downward and difficulty to respond or evacuate from them, it is imperative to identify their potential hazards and prepare the reduction plans. However, the current landslide hazards generated by a variety of methods has been raised its accuracy because of the complexity of input data and their analyses, and the simplification of the landslide model. The main objective of this study is, therefore, to evaluate the preliminary landslide hazard based on the identification of geomorphological features. Especially, two methodologies based on the statistics of the directional data, Vector dispersion and Planarity analyses, are used to find some relationships between geomorphological characteristics and the landslide hazard. Results show that both methods well discriminate geomorphological features between stable and unstable domains in the landslide areas. Geomorphological features are closely related to the landslide hazard and it is imperative to maximize their characteristics by adapting multiple models rather than individual model only. In conclusions, the mechanism of landslide is not determined solely by a simple cause but the complex natural phenomenon caused by the interactions of the numerous factors and it is of primary importance to require additional researches for the outbreaking mechanism that are based on various methodologies.

Ship Collision Risk Assessment and Sensitivity Analysis for Sea-crossing Bridges (해상교량에 대한 선박충돌 위험도 평가 및 민감도 분석)

  • In the design phase of sea-crossing bridge projects, ship collision problem is mostly participated in decision of substructure section and it would be performed by risk assessment and impact simulations. Ship collision risk is assessed by probability model which is similar to method II of Guide Specification and Commentary for Vessel Collision Design of Highway Bridge(AASHTO, 2009). However, several factors used in the applicable code are limited to inland waterways or have many local characteristics. Accordingly, it should be needed judgement of engineer or referred to related criteria, research finding. In this study risk assessment for In-cheon bridge and review of existing substructure's impact risk and resistance capacity are performed using the 2010's ship passage data. And then consideration regarding to presumption and applied instance of factors needed for risk assessment and related research findings are performed on the basis of AASHTO Guide's Method. As a result of study, adequate variable region of factors needed for risk assessment is defined and sensitivity analysis for appropriate region is performed. Consequently, factors that should be applied carefully or needed for direct analysis of local data are confirmed. This research could be fundamental material to risk assessment related to design for sea-crossing bridge taken into account ship collision.

Serum Lipid Profiles after Abstinence in Korean Male Patients With Alcohol Dependence (남성 알코올 의존 환자들에서 금주 치료 후의 혈청 지질 농도 변화)

  • Objectives : The treatment of alcohol dependence requires maintaining abstinence. However, some previous studies have suggested that the abstinence may increase the cardiovascular risk in patients with alcohol dependence. The aim of the present study was to examine the effect of alcohol abstinence on lipid profile in Korean male patients with alcohol dependence. Methods : Twenty-eight male patients with alcohol dependence were recruited from a psychiatric unit located at Gangneung Dongin Hospital. Lipid profiles of the patients were compared before and after a month of alcohol abstinence. Results : After abstinence of 1 month, high-density lipoprotein(HDL) cholesterol and triglyceride(TG) level was significantly decreased(p=0.000; p=0.0086, respectively). Low-density lipoprotein(LDL) cholesterol level showed a tendency to increase(p=0.066). Total cholesterol level also showed a tendency to decrease(p=0.074). Conclusions : These results show that acute abstinence of alcohol might paradoxically aggravate dyslipidemia in patients with alcohol dependence. Thus, this study shows that more concern associated with cardiovascular risk is needed during short-term abstinence period.

Analysis of Landslide Hazard Map during Earthquake with Various Degrees of Saturation and Cohesion Values (포화도 및 점착력 변화에 따른 지진시 산사태 위험도 분석)

  • Damage of landslide due to earthquake covers a considerable part of total damage due to earthquake. Landslide due to earthquake affects direct damage of human lives and structures, and social system can be paralyzed by losing functions of roads, basic industries, and so on. Therefore, systematic and specialized research examining the factors affecting the slope stability by earthquakes should be needed. However, method of evaluation of slope stability problems due to earthquake contains somewhat uncertainty since many soil properties are predicted or assumed. In this study, influences of change of soil properties such as degree of saturation and cohesion value are analyzed in factor of safety and displacement using seismic landslide hazard maps based on GIS. As the degree of saturation increases or cohesion decreases, it is found that seismic landslide hazard area marked with factors of safety or displacements tends to increase. Therefore, to draw more exact landslide hazard map during earthquake, it is necessary to obtain accurate soil property information preferentially from site investigation data in the field.
