The Study on the Correlation between Traffic Signal Location and Stop Line Observance (신호기위치와 정지선 준수율과의 관계 연구)

  • The Korea National Police Agency launched a campaign to encourage drivers in stop line observance and to discourage stop line violation by intensively imposing fines. It was to increase stop line observance of drivers and thus traffic safety. According to statistics, the stop line observance rate was increased over 80 % of drivers during the campaign but regressed to the past after the campaign. This paper delivers the effect of the location of traffic signal lights on driver's stop line observance and develops a guideline to improve highway traffic environment in long terms. Statistical tests conducted based on field data showed that the drivers' stop line observance increases when traffic signal lights are closely installed from a stop line. It was proposed from the study that traffic signal lights be installed $10{\sim}20m$ from a stop line.

  • geoContents have been closely related with personal life since the Google Earth and Street View by Google and the Road View by Daum were introduced. So, Location-based content, which is referred to geoContents, involving geometric spacial information and location-based image information is a sharp rise in demand. A mobile mapping system used in the area of map upgrade and road facility management has been having difficulties in satisfying the demand in the cost and time for obtaining these kinds of contents. This paper addresses geoData acquisition and processing system for producing panoramic images. The system consists of 3 devices: the first device is 3 GPS receivers for acquiring location information which is including position, attitude, orientation, and time. The second is 6 cameras for image information. And the last is to synchronize the both data. The geoData acquired by the proposed system and the method for authoring geoContents which are referred to a panoramic image with position, altitude, and orientation will be used as an effective way for establishing the various location-based content and providing them service area.

  • Most recently, environmental problems arise from management waste tires by increasing number of automobiles. Waste tires are not compressible and not easy for degradation in landfill. Even if it were landfill, it is difficult to treat. Total amount of waste tires is about 20 million per year and the collection is 68.6% in this country. Structure of slope stability using waste tire blocks filled with concrete increases durability, reduce construction period, and it can be utilized as an example. Therefore, it reduces the volume of waste and recycles waste. Also, it prevents the air pollution due to the incineration and creates economic value.

  • The snow control storage facilities have the physical requirements that are an anti-icing and deicing operations. They are efficiently and quickly performed, and composed of a vehicle depot for the snow removal equipment and truck, anti-icing and deicing chemical storages, and the control utilities. This study is to investigate the planning guidance of foreign countries, and the actual conditions of the snow control chemical storage facilities for expressway, the national highway and the local road, and is to suggest the planning guidelines. As some of the authorities have no fixed structures for the snow control storage, this study analyze the 5 cases constructed lately. From the result of the case studies, the operations performed in the snow control storage facilities and drawback of the facilities are analyzed with respect to layout, size, plan, and structure, and the improvement planning guidance is also suggested.

  • Tunnel is the most energy-consuming structure in road due to the characteristic of using artificial lighting during day and night. Therefore, tunnel lights are being replaced by LED lamp that have advantages with respect to low power consumption. The best use of social overhead capital can be expected by considering the life cycle cost, because to tunnel structures are accompanied by a series of medium-to-long-term and continuous processes of replacing auxiliary facilities. In this study, the saving effect by LCC analysis was quantitatively analyzed by replacing tunnel light sources from high-pressure sodium lamps to LED lamps. The effect of reducing the replacement cycle by increasing the life of the lamps and the resulting maintenance cost is very significant, on replacing tunnel lighting light sources with LED lamp.

  • In this paper, The investment prioritization model was investigated for keeping the service level of mooring facilities more than the target level of management with a limited budget in the right time. Network level prioritization criteria of the national scale was developed to take into criteria index and quantitative evaluation, management authority's opinion. Delphi method was conducted maintenance exports of mooring facilities over twice for verifying the validity and adequacy. In order to improve the objectivity of criteria, the criteria for evaluating the utilization of port facilities is presented form yearly facility traffic/facility's length, the result of the analysis of facility traffic data. The investment prioritization criteria of mooring facilities is expected to be utilized for more efficient and national budget distribution applied to the maintenance budget plan of nationwide.

  • It's necessary to judge between success and failure of a project in order to secure the objective evaluation index and the transparency of that. In case of the public works including a construction section, the large-scale budget input proceeds, but the awareness regarding the efficiency and usefulness of the public works is decreasing because it's hard to estimate benefit originated from the results of the budget input. Therefore, this study is to propose the measurement standard for the post-evaluation based on the list of the resident response degree and user satisfaction degree to systematically and quantitatively measure the results of the post-evaluation for the public projects within the range of quantifying the consumer satisfaction degree for the facilities which preform the post-evaluation among the public projects with 50 billion budget.

  • Korean Government started to publish Korean CCI(Construction Cost Index) again at February 2004 since CAK(Construction Association of Korea) stopped publishing it 1994. CCI is developed using the verified statistical data, that is, input-output table and producer price index by Korean Bank and labor unit cost by CAK. Though the method is available as it uses the verified statistical data, there is a limitation to reflect the characteristics of construction. For overcoming this limitation, this study suggests CCI development method investigating the input structure of labor and material cost for each type of construction project and applying the cost variations of the items.

  • As a large portion of defence budget are alloted for military facility construction, reasonable budget estimation in the planning stage has been officers' main concerns. However the proper estimation of construction cost is difficult to be carried out due to the absence of systematic criteria. To improve the budget estimation for military facility construction, this study proposes a cost index model which can convert historical cost to current cost. Thus the developed cost index would enhance effectiveness of budget estimation process 3nd support reasonable decision making. This cost index model is developed by analyzing historical cost data with statistical methodology The study is executed by following process. First, factors which affect construction cost for the most are selected by analyzing historical cost data. second, the selected factors are categorized material cost, labor cost and equipment cost, and weights of those factors are calculated by dividing the cost of each factor by total item costs. Last, cost index is developed by using weighted average method.

  • When cadastre system was first introduced in Korea, we only uses the surface of the land and thus its form was very simple. Nowadays on account of the development of architectural technology, the rapid expansion of population and urbanization, the cubic utilization of land including the land usage of underground and surface space is widely settled. This article studies the function of cadastre and public notice to encourage cubic utilization of the land, argues the necessity of 3D-cadastre system to protect property right, and suggests the GPS land measurement as a possible measure.
