This paper presents new pedestrian signal timings considering pedestrian demand Pedestrian characteristics, and land use which were obtained by Pedestrian characteristics field survey and pedestrian signal operation survey. Pedestrian signal timings suggested were compared to the existing pedestrian signal timings by using real field data. pedestrian characteristics field survey was conducted to collect pedestrian crossing speed data and reaction time data. Sixteen areas in Seoul were selected for the data collection. The average pedestrian crossing speed was 1.30m/sec and the 15th Percentile speed was 1.11m/sec. The average reaction time was 2.24 seconds. Pedestrian crossing speed differs by land use, road width. pedestrian age, sex, and number of Pedestrians. Reaction time also differs by road width, pedestrian age, and number of pedestrians. Statistical testing was performed to secure reliability of the collected data.
Korea Claim Adjustor Association(KCAA) defines the near pedestrian crossing accidents as those accidents that occurred in the area within 25m from pedestrian crossing on the arterial road and within 15m from pedestrian crossing on other classes of road. Accidents between pedestrian crossing and stop line are classified as the accident near pedestrian crossing. Reviewing of current statute and court precedent, three kinds of traffic accidents which are accidents occurred in the pedestrian crossing. near pedestrian crossing and the area between pedestrian crossing and stop line. should be distinguished by different pedestrian contributory negligence. To find out how different they are. we surveyed transportation society members about the contributory negligence of traffic accidents between pedestrian crossing and stop line and the results are as follows : (1) The current two classification of pedestrian crossing accidents and near pedestrian crossing accidents should be changed to three classification of pedestrian crossing accidents that includes accidents on pedestrian crossing, near pedestrian crossing and between pedestrian crossing and the stop line. (2) For the pedestrian's contributory negligence, the least reasonability to pedestrian is accident on the pedestrian crossing. The next one is the accident between pedestrian crossing and stop line and the last is the accident near pedestrian crossing. (3) Pedestrian contributory negligence for accident by space is recommended as 〈table 8〉, 〈table 9〉, 〈table 10〉. (4) Contributory negligence rate of the accident on the pedestrian crossing during red light should be modified to be less than that of near pedestrian crossing.

본 지침은 하천 횡단시설물을 설치하는 경우, 효율적인 어류 이동을 위한 어도 설계 및 설치 기법을 제시함에 있다. 어도의 설계 조건으로는 상류 이동 어류가 어도입구 이외의 장소에 모여들지 않아야 하고, 이동 어류의 손상이나 극도의 피로를 피하도록 하여야 하며, 어도의 입구에 모인 어류의 어도로의 유인이 용이하여야 한다. 또한 어류가 쉽고 안전하고 신속하게 상류 이동할 수 있어야 한다. 주요 내용으로, 어도의 하류측 돌출 조건, Set back식 어도, 하류 턱 설치, 어도의 하류 끝단의 설계, Notch부의 단면 형상, 어도의 접속 조건, 로프 설치 조건, 어도의 하류부 설치 기법, 강하용 어도의 설계 기법 등을 제시하였다.

This study examined spatial disposition of wildlife highway mortality using road-kill GIS database and Naver panoramic 360 degree views to find out which habitat and road variables most influenced road-kill numbers for each mammal species and how the landscape and road elements are connected on highway. Road-kills on Yeongdong(YD) and Jungbu highway(JB) generally tended to be higher in natural barren, grassland and cropland due to its value of preferred habitats of nocturnal and multihabitat species like water deer(Hydropotes inermis argyropus), raccoon(Nyctereutes procyonoides) and hare(Lepus coreanus). Land cover in YD showed no difference between species (p=0.165) while JB did by species (p=0.001). This may be explained by disparate landscape between mountain and urban or the fact that YD in long term operation might have enabled consistent crossing pattern compared to JB experiencing continuous extension works which may in turn have deviated the road crossing. Although road-kill prevention effect of local topography alone was appreciable, compared to less significant or ineffective fence and guardrail, gentle slope declining in a direction to the road turned out to offset the preventive effect of juxtaposed fence. Furthermore, green patches on road near intersection were deemed a visual stepping stone facilitating wildlife attempted crossing and local roads juxtaposed with a highway were especially left defenceless to road-kill without road barriers.

Accident Black Spot Improvement Project is the representative road safety intervention to eliminate environmental risk factors on the roadway by installing road safety facilities. Although it is one of the main road safety projects in Korea, there has been a lack of effort analyzing the traffic accident reduction effects of this project. In this study, therefore, we selected 4,171 road black spots from 2004 to 2013 and investigated the traffic accident reduction effects of 5 road safety facilities by using "Comparison Group(C-G)" method. Through the analysis, it was found that the number of traffic accidents were lowered by 4.45% with traffic islands, 32.17% with road paved markers, and 24.13% with speed cameras, respectively. However, 0.61% with pedestrian fencing and 1.67% with skid resistant pavement were increased on the other hand. In addition, we also analyzed traffic accident reduction facilities' performance on specific types of collision mentioned in manual on road safety facilities by Ministry of Land, Infrastructure and Transport. It was shown that the number of bad weather traffic accidents were reduced by 52.96% with road paved markers, pedestrians accidents were reduced by 62.77% with pedestrian fencing and rear-end collisions were reduced by 26.00% with skid resistant pavement.
Due to the calculation difficulty on the hydraulic and hydrologic analysis for road drainage facilities design, these analysis techniques are not applicable. This study's result are development of minutely rainfall-intensity equation suitable for road drainage area, verification of rainfall-runoff model joining kinematic wave theory for road drainage area, computational model based GUI for road surface drainage facilities spacing and culvert's size decision and various road drainage channel design. Applicable test on the developed model is proceed, result that in case of road surface dranage facilities spacing is narrower 6~65% than present spacing calculation method, in other case of road cross dranage facilities size is bigger 6~140% than present size decision method.

This study compared the delays of scramble crosswalks and general crosswalks, considering the pedestrian and vehicle traffic at intersections. Based on the signal theory, this study used traffic delays as a measure of feasibility of installing scramble crosswalks. The road structure and length of signal lights were assumed to be specific numbers to calculate the delays in vehicles and pedestrians. With the computed delays, this study compared general crosswalks and scramble crosswalks, and evaluated the feasibility sections on the installation of scramble crosswalks using circular and non-circular signal phases, respectively. The analysis confirmed that the introduction of scramble crosswalks might be more appropriate when the traffic ratio on the main roads is high. In addition, the application of non-circular signal phases is more proper for the operation of scramble crosswalks than circular signal phases. In the non-circular signaling system, however, it was shown that diagonal crosswalks might not be practical if the demand for diagonal crossing is too low. These results are expected to contribute to the development of basic guidelines for assessing the installment feasibility of scramble crosswalks in terms of traffic operation and efficiency.

A signal plan focused on vehicle traffic could easily overlook vulnerable priority signals, although the importance of vulnerable movements is increasingly recognized in recent years. Especially, the vulnerable are sometimes faced with dangerous situations when crossing roads with a signal plan based on design values of average, non-vulnerable persons. This study is focused on how to minimize the vehicle delay while simultaneously considering traffic flow and providing traffic safety by increasing road crossing time for pedestrians. For this purpose, a priority signal control strategy for the vulnerable, considering vehicle traffic flow, has been tested. Practical implication and a microscopic computer simulation has shown that the proposed method could provide a small decrease (about 6.2%) in pedestrian delay, a small increase (about 8.5~13.3%) in travel speed of passing traffic, and a considerable decrease (16.2~26.9%) in vehicle travel time. These findings suggest that the proposed signal control strategy could increase pedestrian safety and diminish delay of vehicle travel.

It has reported that a median bus-stop island on an exclusive median bus lane (EMBL) has shortened a crossing distance unit, encouraged a pedestrian's illegal crossing, and increased the number of accidents in the area. This study presents (1) the analysis of inappropriate pedestrian crossing patterns collected on exclusive median bus corridors and (2) the estimated performance of safety barriers restraining the occurrence of those. Total 19,649 pedestrian crossing data collected at the 'Sookmyung-university' median bus-stop, and the inappropriate pedestrian crossing patterns among those were grouped in terms of time and space violations. Physical safety barriers restraining illegal pedestrian crossings were considered as an alternative, and its performance in safety was quantified through microscopic simulation with conflict analyses by using surrogate safety assessment model. The findings suggest the number of conflicts reduced be 24.9 percentages compared to the one of the present condition when the physical safety barriers are placed at each of the eight ends of the EMBL pedestrian crossing.
In Korea, older pedestrian accounted for 57% of all pedestrian deaths although a ratio of older pedestrian accidents to total pedestrian accidents was only 25.9%. Though ageing population problem becomes more challenging for road safety, little is know about the behaviour of older pedestrian's behaviour. This study aimed to identify road crossing behaviour of older pedestrian at three-lane unsignalized crosswalks using video image analysis and to compare the behaviour of older pedestrian to younger one by indicators including approaching speed, the number of walking steps and other factors. The results showed that there was a difference of approaching time at kerb, waiting time at kerb, the number of glances at kerb, and the number of glances at crossing between two groups under the situation of car approaching to crosswalks. It also showed that older pedestrian usually spent 1.16 times more than younger pedestrian to walk across the crosswalk with only 84.4% of walking speed of younger pedestrian. The number of steps of older pedestrian for road crossing was 1.12 times higher with 90% shorter steps than younger pedestrian. It was concluded that older pedestrian usually decided to walk across in case of 1.67 times longer headway than younger pedestrian's decision. These results could be applied in road and facility design for better safety of older pedestrians.
