소리는 가장 편리한 정보전달 수단이며 인간은 소리를 떠나 살 수 없으나, 원치않는 소음은 생활에 많은 불편을 주는 환경문제가 되고 있으며, 특히 도로교통소음은 가장 피해가 큰 소음원이 되어 도로변에 거주하는 많은 국민들의 불만이 점증하고 있다. 특히, 우리나라의 고속도로는 물론, 국도나 지방도 등 주요간선도로는 24시간 교통이 끊이지 않아서 인근 주민들은 밤낮 구별 없이 소음에 시달리고 있다. 이에 본 글에서는 정온한 생활환경조성을 위한 새로운 도로교통소음 저감방안을 제시하고자 한다.

The purpose of this study is to classify the various problems in surface road according to their severity and to propose a priority decision making process for road policy makers. For this purpose, the road problems reported by Cheok-cheok app were classified, and the EPDO was adopted and calculated as an index of their severity. To test applicability of the proposed process, some images of road problems reported by the app were classified and annotated, and the Deep Learning was used for machine learning of the curated images, and then the other images of road problems were used for verification. The detecting success rate of the road problems with high severity such as road kills, obstacles in a lane, road surface cracks was over 90%, which shows the applicability of the proposed process. It is expected that the proposed process will make the app possible to be used in the filed to make a priority decision making by classifying the level of severity of the reported road problems automatically.

Considering the role of roads in cities and the purpose of the Road Name Address Act, it is natural that the road name of the address is registered as the nearest road section adjacent to the building. Therefore, the Enforcement Decree of the Road Name Address Act also stipulates that mayor assign building numbers based on the basic numbers of road sections adjacent to the main entrances of buildings. However, there were cases where addresses are given from distant roads rather than adjacent roads among the actual road name addresses. Most of them are caused by misinterpretation of the case where the entrance faces more than one road. In this study, institutional and systematic improvement plans were proposed with the aim of enabling accurate selection of address information reference objects by demonstrating the limitations of the current building numbering method and presenting institutional improvement plans. Road name addresses were implemented for the core purpose of improving the inconvenience of locating the lot number address. Although some still complained of the inconvenience of road name addresses, successful settlement was possible because of the intuitive principle that most countries around the world could use it and find buildings along the road. Therefore, the system and system improvement should be made quickly in terms of accurate address information quality management and revitalization of related industries.

지난해 여름철에는 기상관측 기록을 갱신하는 집중호우에 따른 산사태 많은 인명피해가 발생하고, 저지대 주택 및 도로가 침수되는 등 서민생활 불편이 가중되는 문제가 발생하였다. 따라서, 금년 여름철에는 예상치 못한 집중호우에도 적극 대처할 수 있도록 인명피해 위험지역 특별관리, 하천도로 교통통제 절차 개선, 24시간 상황관리 등 철저한 사전준비를 통해 한층 더 상향된 대응계획을 수립하였다. 여름철 자연재난 대책의 주요내용은 다음과 같다.

도로의 일부구역을 일반시민이 특정목적으로 사용하기 위한 도로점용허가는 국민생활 및 재산권과 밀접한 관계가 있으나 설계도 등 구비서류가 다양하고 복잡하여 민원인이 신청하기에 불편하고, 이는 곧 민원행정에 대한 국민 신뢰도 저하로 이어지고 있다. 도로점용허가는 서류가 대부분 종이로 제출되어 보관 및 자료찾기 등 사후관리가 어렵고 민원 대응 등 업무처리가 힘들어 행정효율성 저하를 초래하고 있다. 본 연구는 도로점용허가 전반을 지원할 수 있는 온라인시스템(이하 '도로점용시스템'이라함)을 구축하기 위한 정보분류체계를 개발하여 대국민 서비스 및 업무효율성 향상을 도모하고자 한다.

본 논문에서는 일방통행 도로에서 보행자 공간을 확보하고 주차 공간을 확보하면서 도로의 소통을 원활하게 할 수 있는 장점이 있음에도 불구하고, 차량 우회 거리의 증가나 회전 용량의 감소 등으로 인한 불편함도 있기 때문에 일방통행 지정은 기술적으로 매우 신중할 필요가 있다. 일방통행 도로 중 주민들의 변경 요구가 강하고 일방통행의 지정 목적을 달성하기 어려운 도로는 물리적인 여건이 허락되는 범위 내에서 양방통행으로 바꾸는 것이 바람직하다. 이 연구에서는 연구의 목적을 달성하기 위해 현재 운영되고 있는 일방통행 체계를 현장 조사하여 검토하고, 주민들을 대상으로 일방통행 체계에 대한 설문조사를 실시하여 주민들의 의견을 취합했다.

운전자가 고속도로와 시내도로에서 3시간 동안 주행했을 때 주관적인 운전 피로감 및 졸림감, 신체적인 불편도를 주관적 평가지를 이용하여 측정하였다. 실험결과 운전 피로감은 모든 주행조건에서 운전시간이 경과됨에 따라 유의하게 증가하였고 졸림감은 고속도로 주행시 운전시간에 따라 유의하게 증가하였으며 시내 주행에서 고속도로 주행보다 더 많은 신체부위에서 불편도가 높았다. 따라서 운전 피로는 운전시간에 따라 증가하고 고속도로에서는 졸음, 시내주행에서는 신체적인 불편으로 인한 피로가 증가함을 알 수 있었다.

복지 정책의 일환으로 거동이 불편한 고령자와 장애인에게 전동 휠체어의 보급이 늘어나고 있다. 그러나 사용의 편리성에 비해 유지관리가 매우 불편하다는 사용자들의 불만이 많이 제기되고 있다. 특히 전동 휠체어의 배터리의 충전 및 정비 운영관리 문제와, 현재 야외에서의 휠체어가 운행하는데 도로상황이 좋지 않아 많은 위험성을 내포하고 있다. 이에 휠체어 및 위치와 같은 주위 상황을 실시간으로 모니터링하여 위험 상황이 발생시 즉각적인 대처가 가능하도록 하는 시스템이 필요하다. 본 논문에서는 이러한 불편을 미연에 방지하고 전동 휠체어의 효율적인 관리가 가능한 배터리 및 위치정보를 실시간 모니터링하는 시스템을 제안한다.

Recently, there are increasing needs to provide sufficient information on road signs for expanding cities and traffic networks. Improving efficiency of direction guidance information from road signs not only requires criteria for but also systematic approach to selecting place names that appear on road sings. As such, this paper looks at road direction information from existing road signs that leads to Suwon and investigates whether the current system of road sings provides efficient, systematic and continuous direction information for road users to easily reach their destination. In this paper, Suwon's city hall is set up as the final destination, which is linked from five other cities, Euiwang, Ansan, Hwaseong, Osan and Yongin. The paper attempts to find out whether there is continuity and suitable number of road signs for direction information by analyzing the road signs between these 5 cities and Suwon with respect to direction, direction advance notice and direction guidance. It is found that road users cannot easily find the needed information on their destination from the existing road signs and that continuity of selected place names that systematically appear on road signs is insufficiency. That is to say, the findings of the paper are that while it is easy for road users to find place names that are classified under land marks or the first-class selection of place names on road signs, it is difficult to obtain information from road signs on place names that are grouped under the second or third class. In addition, direction guidance on road signs is problematic, because the appearance frequency of road signs is not adequate and the continuity of road signs is not effective. Moreover, there is insufficient information on local direction guidance for immediate destinations on road signs with respect to turning left or right or going straight. Hence road signs in urban area need systematic improvement to find easily some destination.

소양강과 내린천의 수려한 풍경을 볼 수 있는 것으로 유명한 국도 31호선에 앞으로는 '안전한 도로'라는 별명이 더해질 것으로 보인다. 강원 인제군 기린면 북리 일대 국도 31호선 구간의 평면 및 종단선형을 개량해 홍수 등 수해로부터 안전한 도로를 만드는 공사가 한창 진행 중에 있기 때문이다. 그간 이 구간은 많은 비가 쏟아질 경우 상습적으로 침수가 됐다. 때문에 폭우 시 운전자들은 먼 길로 돌아서 목적지로 가야만 했다. 하지만 내년말경 공사가 완공되면 이러한 불편을 겪지 않아도 된다. 게다가 도로 구조체의 안전성 등도 확보돼 도로 본래의 제 기능을 발휘할 수 있게 된다. 이런 변화를 이끌고 있는 주인공은 건실한 중견건설사인 '효창건설'이다. 지역민을 비롯해 이곳을 찾는 관광객들의 안전과 직결된 공사인 만큼 안전관리에 총력을 기울이고 있다는 효창건설 국도 31호선 인제 하추 수해위험 지구 정비공사현장을 찾아가 봤다.
