This study examines whether there is agency cost in a public R&D subsidy program by applying agency theory. If there is agency cost, the composition ratio of the government subsidy and the firm's own R&D fund would have a significant (-) effect on technological performance. Companies that received a public R&D subsidy in Korea from 2000 to 2009 were selected as a sample. Frequency analysis and multiple regression analysis were used. The independent variables was the ratio of public R&D subsidy cost to the Firm's own R&D cost, and the dependent variables were the number of patent applications and the number of patents registered. The control variables were firm size and R&D cost. The results show that there are agency problems in the government-sponsored R&D system. A future study is needed to examine how much agency problems deteriorate the efficiency of the system.

This study started for the verification of the worry in the relationship within violent game use and youth moral. The survey was conducted and analyze some personal factor: self control, self esteem, aggression and game time. Self control and self esteem show positive relationship with moral, but aggression shows negative relationship. The other side, game use time doesn't show any relationship with moral whether the game is aggressive or not. It is significant for the game has no relations about a laxity of moral fiber of youth and the aggression of the game doesn't show any negative influence on moral.

The purpose of this study is to analyze the difference of medical care between medical assistance and health insurance patients to evaluate the increase of medical care costs due to the moral hazard of medical care patients and to provide a basis for rational medical care policy decision. For this purpose, we compared health insurance benefit data for Seoul citizens by gender, age, and type of medical institutions. The results of the analysis are as follows. First, all of the hospitalized and outpatient use of the advanced general Hospitals, medical assistance patients were less than those of the health insurance patients, so that the medical assistance patients could not use the high cost medical services. Second, in general hospitals, patients with health insurance are often hospitalized. On the other hand, medical assistance patients use a lot of outpatient services because they are less burdened. Third, in hospitals and clinics, medical benefits patients often use inpatient and outpatient services. Therefore, medical assistance patients are likely to use unnecessary medical care of outpatient and hospitalization clinics and hospitals, outpatient of general hospitals. But, in hospitalization and outpatient use in advanced general hospitals and medical assistance patients can not use due to excessive medical burden. Therefore, the policy to reduce the burden of medical expenses for patients with severe illness will continue, and the medical care patients using clinics and hospitals should be careful not to use unnecessary medical services.

연구윤리 문제를 거론하는 일은, 지금까지 행해진 연구 부정행위를 어떻게 처리할 것인가가 아닌 예방적 차원에서 어떻게 연구 부정행위를 방지할 것인가에 초점이 모아져야 한다. 얼마 전 발생한 '줄기세포 조작 사건'도 구성원들의 도덕적 해이에서 비롯된 것이라는 지적이다. 국력이 신장되고 연구역량이 커진 것과 비례하여 연구윤리에 대한 경각심과 경계심도 키워 나가야 한다. 연구를 시작하는 단계에서부터 연구윤리의 중요성을 깨닫고 생활화 할 수 있어야 하며, 이러한 변화는 또한 앞으로의 연구의욕을 꺾거나 과거의 연구성과를 무차별적으로 불신하게 되는 부작용을 잉태하지 말아야 한다.

본 연구에서는 미국 상장은행의 자산 부채포오트폴리오 구성의 위험분산(risk diversification)과 도덕적해이(moral hazard)에 관한 실증적 분석을 행하였다. 실증적 분석의 결과 은행의 금기(今期)의 위험분산과 금기(今期) 이후의 위험추구 간에는 유의적인 양(陽)의 관계가 있음을 발견하였다. 즉 위험분산의 정도가 커서 투자가들로부터 파산가능성이 낮을 것으로 여겨지며, 따라서 위험증가에 따른 자본조달비용(예금이자율)의 증가라는 시장에서의 억제기능(market discipline)이 효과적으로 부과되지 못하는 은행들은 이러한 이점들을(특히 시장관련-체계적) 위험성이 높은 정책을 추구함으로써 수익을 증가시키려는 도덕적해이의 동기를 가지고 있음을 알 수 있었다. 선행연구에서의 논리대로 은행규모의 대형화가 자산 부채포오트폴리오 구성의 위험분산을 크게 하는 주요한 원인 중의 하나라면, 본 연구에서의 결과는 은행산업의 불건전한 재무구조와 그로 인한 금융질서의 혼란, 나아가 국가경제 전체의 혼란을 겪고 있는 한국 금융산업의 현주소, 즉 부실은행을 퇴출시키고 인수 합병에 의한 대형선도 은행(leading banks)중심으로 은행산업을 재편하는 한국금융산업의 구조조정에 있어 간과되어서는 안 될 중요한 정책적 시사점을 제시해 주고 있다고 하겠다. 즉 도덕적해이의 감소에 대한 제도적인 유인장치가 없는 단순한 인수 합병에 의한 은행의 자산규모의 증가가 반드시 은행산업의 구조적 안정에 기여할 것이라고 기대할 수는 없을 것이다. 대형은행의 자산 부채포오트폴리오 구성의 위험분산의 이점과 이로 인한 투자가들의 대형은행의 위험추구행위에 대한 감시동기의 부족, 이로 인한 도덕적해이가 필연적으로 발생하는 현상이라면, 도덕적해이의 감소에 대한 추가적인 유인책 없는 단순한 자산규모의 증가는 인수 합병을 통하여 탄생한 대형선도 은행들의 또 다른 도덕적해이를 낳을 가능성이 크기 때문이다.

The purpose of this study is to analyze the use of hospital, hospitalization, medical service, discharge and power of medical care patients who are concerned about moral hazard. We conducted focus group interview with 3 medical care patients and their families and 5 workers who had worked for more than 4 years in a nursing hospital. The main results and implications are as follows. First, admission to nursing hospitals was mostly based on the linkage between the medical institutions and the competition to attract the patients rather than the choice of the patients. Second, the main cause of the long-term hospitalization of medical assistance patients was the lack of social protection measures such as absences of residence and care giver, although there are factors that cause moral hazard such as low self-pay. Third, most of the patients were in need of treatment, but they were admitted to the hospital even though their needs were not higher than those of the health insurance patients. Fourth, the rehabilitation service is the mainstay of the medical service of the nursing hospital, and the roles of nursing staff and care givers are important. Fifth, medical care patients are paying medical expenses for nursing hospitals due to cost of living and family support, but they are exempted from the hospital expenses or the burden of their own expenses in the hospital. Sixth, public institutions and social welfare institutions have not managed continuously since commissioning patients to nursing hospitals and have neglected the connection with community services after discharge.
