사용자들이 미디어를 접하는 디바이스 환경이 다양화되고 그 속에서 접할 수 있는 콘텐츠의 양은 많아졌다. 특히 급속도로 발전한 모바일 환경에서 사용자들은 개인화된 기기를 사용하여 콘텐츠를 소비하고 주변 사용자들과 경험을 공유한다. 콘텐츠 제공 서비스에서는 이러한 개인의 콘텐츠 소비 이력 및 SNS 관계에서 발생한 데이터를 분석하여 활용함으로써 콘텐츠 소비를 활성화하고자 한다. KBS에서도 이러한 동향에 맞추어 방송콘텐츠 추천검색 연구와 실시간 TV캡처 및 소셜 공유 연구를 진행하였으며, 그 과정에서 많은 양의 데이터를 효율적으로 처리하기 위한 방법의 필요성을 절감하게 되었다. 데이터 분석이 필요한 두 과제에서 진행한 내용을 기술하고 대용량 데이터 처리기법을 활용하여 상용화 서비스를 구축할 계획을 소개한다.

FTA 시대를 살고 있는 대한민국의 농업인은 무한경쟁시대를 살고 있다. 본 논문에서는 농촌에 살고 있는 농업인은 부유하게 살수 없는 것인가? 라는 주제로 정보활용능력이 탁월한 전문가들이 운영하는 기존의 쇼핑몰 위주의 전자상거래 방법론과는 다르게 농촌에 살고 있는 농업인들이 활용하여 성공한 전자상거래 사례 형태를 분석한 논문이다. 이에 본 연구에서는 전자상거래를 활용하고 있는 농업인의 사례연구를 통하여 전자상거래의 현황과 문제점을 파악하고 농업인 전자상거래의 활성화 방안과 전략적 운영방안을 제시하고자 한다.

The purpose of this study is to suggest a model for increasing international use of Korean scholarly journals. Recently DOI and open access are remarkable from the standpoint of increasing the opportunity of global exposition and citation of domestic scholarly journal papers. The data used in investigation and analysis were from KAMJE, KISTI, DOAJ and SCIMAGO. The model comprising DOI service and open access is obtained through analyzing DOI and open access utilization models and investigation on both.

There have been a number of legal & policy studies on the affecting factors of big data utilization, but empirical research on the composition factors of personal information regulation or data combination, which acts as a constraint, has been hardly done due to the lack of relevant statistics. Therefore, this study empirically explores the priority of personal information regulation factors and data combination factors that influence big data utilization through Delphi Analysis. As a result of Delphi analysis, personal information regulation factors include in order of the introduction of pseudonymous information, evidence clarity of personal information de-identification, clarity of data combination regulation, clarity of personal information definition, ease of personal information consent, integration of personal information supervisory authority, consistency among personal information protection acts, adequacy punishment intensity in case of violation of law, and proper penalty level when comparing EU GDPR. Next, data combination factors were examined in order of de-identification of data combination, standardization of combined data, responsibility of data combination, type of data combination institute, data combination experience, and technical value of data combination. These findings provide implications for which policy tasks should be prioritized when designing personal information regulations and data combination policies to utilize big data.

경기 침체와 더불어 고용 불안, 그에 따른 사회의 혼란 속에서 국가의 성장 동력의 대안 중 하나로 창업 활성화의 요구가 높아지고 있다. 우리나라를 비롯한 많은 국가에서 창업 활성화를 중장기 목표로 설정하고 다방면으로 노력하고 있다. 이에 따라 창업의도를 높일 수 있는 요인에 대한 연구가 진행되어 왔고, 특히 자기효능감과 창업기회인식 등의 개인적 역량 요소가 창업의도를 높인다는 연구 결과들이 지속적으로 제시되고 있다. 이러한 창업의도를 높일 수 있는 자기효능감, 창업기회인식을 고취시키기 위해 학계의 연구활동 뿐 아니라 정부의 정책적 접근 또한 활발하게 이루어지고 있다. 창업교육 활성화부터 사회적 환경 조성을 위한 창업 롤모델 활용, 미디어를 통한 창업 활동 홍보 등 긍정적인 창업 경험을 공유하도록 하기 위한 연구 역시 계속되고 있다. 그러나 개인적 역량 요소와 사회적 환경 조성 외에 문화적 특성이 창업의도에 영향을 미치는지에 대한 연구는 부족하였다. 본 연구는 문화적 특성이 창업의도를 높일 수 있는 요인으로 개인적 역량 요소와 사회적 환경 조성과 함께 의미가 있을 것이라는 물음에서 시작하였다. 가설 검증을 위하여 SPSS 26버전을 활용하여 로지스틱 회귀분석 하였고 GEM KOREA의 2017년 데이터를 분석하였으며, 자기효능감과 창업기회인식은 창업의도에 긍정적인 영향을 미친다는 기존 연구 동일한 결과가 나왔다. 본 연구의 특징은 문화적 특성을 집단주의와 관계주의로 구분하여 자기효능감, 창업기회인식과 창업의도에 영향을 미치는 과정에서의 조절효과를 검증하였다는 것이다. 문화적 특성 중 집단주의 특성은 유의하지 않았으나 관계주의 특성이 유의하여 조절효과를 가진다는 결과를 얻어냈다. 이는 국가에 새로운 성장 동력이 필요한 상황에서 창업의도가 없거나 낮은 개인들도 관계주의 특성을 활용하여 창업의도를 높일 수 있다는 연구 결론으로 이어진다. 지금까지 알려진 바와 달리 한국은 집단주의 보다 관계주의가 강하기 때문에 관계주의 문화 특성을 고려하여 선배 창업가 또는 로컬 창업가들과의 관계를 만들고 유지할 수 있도록 하는 등의 정책을 수립할 필요가 있다는 것을 시사한다. 하지만 이미 설계된 GEM 데이터를 활용하였다는 점, 문화적 특성이 각기 다른 국가들과의 비교연구가 필요하다는 점 등은 본 연구의 한계라고 할 수 있다.

도시재생종합정보시스템에서 전국 시군구단위 도시쇠퇴 현황은 인구사회 산업경제 물리환경이라는 종합적인 지표를 활용하여 분석하고 있다. 그러나 읍면동 단위의 도시쇠퇴 분석은 신뢰성 있는 데이터 확보의 어려움으로 몇 개의 지표만을 제공하고 있는 실정이다. 도시재생 사업이 활성화되면서 좀 더 정확한 도시쇠퇴 분석이 요구되는 상황이여서 이를 해결하기 위하여 빅데이터 기술을 적용한 방안을 제시하였다. 제시된 방법으로 분석된 지구단위의 도시쇠퇴 현황은 세밀한 공간단위의 도시쇠퇴 분석은 물론 추후 도시재생 모니터링 등에 활용될 것으로 기대된다.

귀어·귀촌 인구 증가 추세에도 불구하고 어촌의 인구는 감소하고 있으며, 어촌에 유입된 인구의 지역융화과정에서 문제가 발생하고 있다. 이에 본 연구에서는 어촌의 어업활성화 뿐만 아니라 다양한 활성화 방법을 제시하고 유입 인구의 원활한 정착환경을 마련하기 위한 마을차원의 지원체계와 지역융화를 위한 방안을 제안하였다.

Server overload is directly proportional to requested image data size in a image processing. If request data are increase then system is overloaded in a image processing system. For the reduce of server bottle neck, we will be able to consider a distributed processing. Simple distributed processing system can solve server bottleneck and system overload but high cost system requirements. In this paper, Proposes a new distributed image processing system. Object activation technology are being grafted on to simple distributed processing system. It can optimize the user of system resources and can reuse idle system resources in network.

This study was conducted with the aim of identifying the current status of the national authority data construction project centered on the National Library of Korea for the effective construction and utilization of national knowledge information resources. It also aimed to reveal the possibility and improvement of the national information system with the international standard identification system, and suggesting future development plans. To this end, this study conducted interviews and questionnaires with members of the Korean National Authority Data Sharing System(KNASS). The survey consisted of items related to the current status and difficulties related to the authority, the use of the KNASS, the recognition and utilization of identifiers, the awareness and utilization of the linkage with ISNI, the Importance-Performance Analysis for activating the KNASS, and the overall satisfaction and improvement direction. As a result of the analysis, it was proposed to develop rules and guidelines related to the authority works, to increase the quantity and quality of authority data, to raise understanding of the importance and establish a efficient work system, to diversify the authority service and develop a utilization model, to link the KNASS with international identifiers, and to share the necessity of the KNASS.

As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.
