'92.7. 신행주대교 사고 이후 '건설공사 부실방지대책'을 수립하여 관련 제도를 정비하고 건설현장에 대한 불시 점검으로 견실시공 분위기 정착에 노력하여 왔다. 그러나 그동안 정부의 부실방지와 안전확보 노력에도 불구하고, 아직까지 크고 작은 부실이 계속되고 있으며, 삼풍백화점 붕괴와 같은 대형사고에 대한 불안심리가 사라지지 않고 있다. 따라서 지금까지 추진한 제도개선사항이 일선현장에 정착되도록 최선을 다하는 한편, 이해집단간의 의견차이로 추진하지 못한 사항도 과감히 개선할 계획이며, 앞으로 우리 건설업계도 건설시장 개방에 따라 국ㆍ내외 시장에서 생존하기 위해서는 견실ㆍ안전시공과 기술개발 및 업종전문화를 목표로 하고 품질경영을 최우선으로 실시하여 건설공사에 대한 신뢰성을 더욱 확고히 다져 나가야 할 것이다.

In the construction industry, projects are becoming increasingly large and complex, involving multiple subcontractors. Traditional centralized coordination techniques used by the general contractors become less effective as subcontractors perform most work and provide their own resources. When subcontractors cannot provide enough resources, they hinder their own performance as well as that of other subcontractors and ultimately the entire project. Thus, construction projects need a new distributed coordination approach wherein all of the concerned subcontractors can reschedule a project dynamically. To enable the new distributed coordination of project schedule changes, I developed a novel agent-based compensatory negotiation methodology, which allows software agents to simulate negotiations on behalf of their human subcontractors. This research formalizes the necessary steps that would help construction project participants to increase the efficiency of their resource use, which in turn will enhance successful completions of whole projects.

건설공사장 소음·진동 문제는 공사규모의 확대 및 대형중기의 사용으로 인하여 피해가 확대되고 있다. 특히 최근에 도심지 공사의 빈도가 증가하면서 대부분의 경우 인근 주민에게 피해를 줄 수 있는 법적 기준을 초과하고 있고, 소음에 노출된 주민들의 의식 변화로 많은 민원이 야기되고 있으나 현행 국내의 건설소음 진동 규제기준이 대상지역별, 시간대별로 전체적인 레벨만을 제시하고 있어 효율적인 대책수립이 어려운 실정이다. 또한 토목공사의 경우 공사현장과 가축양가 사이에 분쟁이 발생되고 있으나 인과관계의 성립여부, 피해규모, 피해액 산정, 향후조처 등에 대한 명확한 기준과 처리 사례가 국내외를 막론하고 극소수에 분과하여 분쟁의 조정이나 대책수립에 많은 어려움이 있다. 따라서 본 논문에서는 소음진동에 관련된 법적인 기준이나 각종 물적 피해에 대한 판정기준을 설명하고 당사 현장에서 발생한 민원에 관련된 사례를 소개함으로서 현행법의 문제점과 원활한 공사진행을 위한 민원에 대한 의식을 높임으로서 공사초기에 적극적으로 대처하게 하여 원만한 공사진행에 도움이 되고자 한다.

The census of Amphibia fauna in Tokyusan National Park was carried out during April 10, 1993 and August 8 - August 9, 1993 at the areas of construction field of golf course in Muju Resort and the Chibong. There were 6 species of 5 genera on the 4 families, 2 orders of Amphibia in Tokyusan National Park including Hynobius leechii. Onychodactylus fischeri, and Bufo bufo gargarizans which were announced the specific wild animals with the object of conserving by The Ministry of Environment. At the area of construction field of golf course in Muju Resort, there were 5 species of Amphibia observed as Hynobius leechii, Bombina orientalis, Bufo bufo gargarizans, Rana nigromaculata, and Rana dybowskii. Onychodactylus fischeri and Rana dyhowskii were observed at the Chibong area. The Chibong inwhich was observed 9 relatively large number of individuals of Onychodactylus fischeri was revealed as an environmentally sound habitat to Onychodactylus fischeri. Whereas in the construction field of golf course, there were intended to diminishing species and population size rapidly by progress with construction works. Therefore the large construction works such as golf couse and ski slopes which were concerning to deteriorate the natural environment should be restrain in National Park for animal diversity conservative.

In this study, the concept of Just-In-Time, Lean Construction and Supply Chain Management have been applied to furniture works of high-rise residental building. For the purpose of systematic furniture work planning, it should be established to analyse furniture-work process from design phase through contract, and procurement to construction phase. The analysis of process and data for furniture-work provides the roles of conducting subjects and presents management items at each phase. This proposal will provide the systematic furniture-work managements and reduce construction time and cost, and also raise the quality of furniture works.

정부는 중소건설업체의 공공공사 입찰참여를 확대하기 위해 주계약자 공동도급제도를 확대 시행하고 혁신도시건설사업에 지역의무공동도급을 확대하기로 했다. 대형건설사의 입찰참여 하한액을 상향하고 최저가공사의 저가투찰을 막기 위한 보완방안도 마련했다. 정부는 지난해 12월 8일 이명박 대통령 주재로 개최된 '제76차 국민경제대책회의'를 열고 이같은 내용의 공공부문 동반성장 추진대책을 확정했다.

Nowadays, as construction projects become bigger, the probability of construction accidents is higher than any other day. When construction accidents break out, we may suffer from the loss of life and property. For preventing these damages, there is lawed that some public constructions have to insure Contractor's all risks insurance policy (CAR), However, CAR is used to preventing the insured from the loss of construction accidents, it is debated that the premium rate of CAR is not fair to the insured (contractors) The objects of this thesis are as follows Firstly, the fairness of the premium rate of CAR is reviewed, and then the amount of risk of the insured evaluates and applies to the premium rate. Secondly, the development direction of components for evaluating the amount of risk of the insured is presented in the research. Lastly, how to use the team which assesses the risk of the insured and construction works is proposed for deciding reasonably the premium rate of CAR

국내 건설프로젝트의 대부분은 설계, 시공, 운영이 별도의 체계로 운영이 되이온 경향이 많은 바, 이를 개선하기 위해선, 기획단계에서 운영단계에 이르는 건설생애주기 단계별로 수행업무절차를 체계적으로 정립하여야 한다. 본 고에서는 이를 위하여 인천국제공항철도사업을 모델로 바람직한 대형공사에서의 사업관리 수행체계에 대하여 알아보았다.
