Since 1910 the enactment of the Land Survey Act, Special Act on Cadastre Resurvey was enacted after about a century and the Surveying for the Cadastral Resurvey Project will be scheduled by 2030. The establishing boundaries occupies an important proportion in this project and the regulation on surveying for the cadastral resurvey provide specific examples of the criteria for it. This regulation can be set according to not only ground boundary and cadastral boundary, but also customary boundaries of the relevant region and boundaries agreed between landowners. However, there is no standard rule whether to accept the agreement boundary and can be abused some problems. In addition, there is a question about the subject that agreement between individuals on the public record managed by the nation. In this study, boundary agreed in cadastre related subject is examined in depth and improvement proposal about the problems. The research results can be established evaluation standard of competent authorities of the cadastral records and the Surveying for the Cadastral Resurvey Project will be progressed smoothly with effective use of land.

In Korea, Switzerland has been known as a country that integrates the Cadastral System (hereafter as CS.) and the registration system(hereafter as RS.) according to a research report by the Ministry of Home Affairs since 1975. However, I found that Switzerland's CS. and RS. were separately managed by the Dept. of Defense, Civil Protection & Sports(hereafter as DDPS.) and the Dept. of Justice & Police(hereafter as DJP.). Therefore, I have a question about where is the institution in charge of the CS. and RS. in Switzerland, what are the relevant laws and regulations, and what are the related public records, and the background and purpose of this study is to resolve this. Research Results First, cadastral affairs are handled by the Cadastral Surveying Division at the Federal Office for Topography (Swisstopo) under the DDPS, and the registered affairs are handled by the Private Law Division at the Federal Office for Justice under the DJP. Second, Cadastral-related laws include 'VAV' and 'TVAV' newly enacted in 1993, and Registration-related laws include 'Civil Act(ZGB)' and 'Order on Land Registration(GbVO)' etc. which have been in effect since 1912. Third, the cadastral record includes the Cadastral Books, Cadastral Maps & Numerical Cadastral Books etc, and the register includes the Hauptbuch, Tagebuch, Pläne, Liegenschaftsbeschreibung etc. It is hoped that the results of this study will provide an accurate understanding of the fact that Switzerland's CS. is managed separately by the DDPS, and the RS. is managed by the DJP.

대한설비건설협회는 지난해 7월 개정된 도시가스사업법 시행규칙 제20조의2 '특정가스사용시설' 규정과 관련 코드기준(KGS FU551 등) 등 세부기준이 건설업계와 설비시공업계에 규제 강화로 적용됨에 따라 민원이 속출하고 있어, 이를 제외 및 폐지하여 줄 것을 지난 3월 14일 산업자원통상부와 한국가스안전공사에 건의했다. 현재까지 단 한건의 가스누출사고도 없었던 매립(매몰) 배관에 대해 안전성을 강화한다는 명분으로 고가의 다기능가스안전계량기를 설치토록 하고, 추가로 한국가스안전공사의 완성검사 및 기술검토까지 받도록 하는 것은 이중규제로 지적되고 있다. 또한 점검구의 경우 천정높이와 현장여건에 따라 설치 개수도 달라지며, 설치 후 실질적인 수리 보수를 할 수 없는데다 미관상 많은 민원을 초래할 수 있어 무용지물이 될 수 있다고 업계는 지적하고 있다. 이에따라 대한설비건설협회는 ${\triangle}$건축물 내 도시가스 매립(매몰)배관 특정가스사용시설 제외 ${\triangle}$가스용 금속플렉시블배관용호스 은폐(천정) 설치 시 점검구 또는 다기능가스안전계량기 설치 의무화 Code기준의 개선을 촉구했다. 또한 지난 3월 13일 제도 홍보를 위해 개최된 '건축물내 매립배관 제도개선 현황과 과제' 세미나에서도 대한설비건설협회는 이같은 문제점을 지적하고 보완책 마련을 건의했다.

The existing 2D cadastre as the core engine of land administration systems met with the difficulty of managing and representing the real 3D world. As a result, a 3D cadastre system has emerged as a solution oriented towards managing, representing and providing 3D spatial information related to physical status, land rights, restrictions and responsibilities. The aim of this study is to establish the foundation of the 3D cadastre information system. With this in mind, this paper aims not only to set up the data range of the 3D cadastre, but also to design a conceptual model based on an LADM (Land Administration Domain Model) through the investigation of legal restrictions and land uses relating to spaces in 3D.

The purpose of this study is to find out the influence on Organizational Performance of Autonomy in Cadastral Employees. The survey was conducted around the branch Korea Cadastral Survey Corporation. Using SPSS 20.0 and Amos 19.0, Structural Equating model was verified. The results of the analysis and the proposal is as follows. First, autonomy not directly but indirectly affected job satisfaction and organizational commitment. This had a positive impact on job satisfaction and organizational commitment, autonomy existing research. But it was not the organization's performance by increasing the autonomy to higher study. Perhaps it is analyzed the results of the public sector. Second, the relationship between autonomy and organizational performance in leadership had a mediating effect. And increase organizational performance factors, leadership has a very important meaning. Public good is not guaranteed autonomy. Therefore, it is possible to compensate through leadership. Third, cadastral field manager leadership competencies, it is necessary to develop a training program to enhance the organizational commitment and job satisfaction.

The Korean government strives to transform the society from one that stresses academic and qualification to one that stresses individual competencies. National Competency Standards(NCS) has been adopted to this end. However, NCS classifies cadastre into a group with survey and spatial information collection. Such classification limits cadastre to encompass cadastral administration, cadastral survey, geospatial survey, etc. This study reviews current status and implications of NCS, and proposes few solutions: improvement of classification system, introduction of cadastral industry cooperation model, curriculum development based on competency level, unification between NCS developer and learning module writing group, etc.

그동안 건설업계가 한목소리로 지적했던 실적공사비 제도를 폐지하고 시장거래가격을 토대로 하는 표준시장단가제도 도입 등의 주요 내용을 담은 국가계약법 시행령 및 시행규칙이 개정되어 지난 11월 4일 공포와 동시에 시행에 들어갔다. 대한설비건설협회가 건설공사의 적정공사비 확보를 위해 현실가격을 반영하지 못하는 실적공사비제도 개선을 협회 중점추진 과제로 선정하고 국회, 국토교통부, 기획재정부 등에 지속적으로 건의해 온 결과 정부가 받아들여 개정된 것이다.

At present cadastral surveying is being driven fort combination of digitalized cadastral map accord with real cadastral boundary between cadastral resurvey area and World Geodetic System transformation about all country. So this study is conducted to newly establish items being needed in making digitalization of parcel boundary points based on the World Geodetic System in registration conversion surveying. For this study firstly management of mountainous districts Act, related laws and registration conversion-related laws and regulations are reviewd. Secondly, economical, administrative validation by using data from 12-branch companies of LX is analyzed. Thirdly, surveying method and procedure were established through experimental surveying on the two cases such as digital and analog area. Finally, through investigating standard of estimate about cadastral surveying, it was calculated amendment of registration conversion surveying fee based on World Geodetic coordinate System.

도로는 교통기능 외에 여러 시설물을 수용할 수 있는 사회 인프라구축의 공간으로 활용될 수 있기 때문에 서울시뿐만 아니라 각 지방자치단체에서는 이러한 공간을 활용하기 위한 도로점용공사는 매년 전국적으로 수만 건에 달하고 있다. 따라서. 매년 발생하는 도로점용공사의 차로과다 점용, 교통시설물 설치 부적절, 보행자 안전무시, 공사안내표지 부적절, 공사구간에서의 불법 주.정차 등의 문제점이 계속하여 발생.지적되고 있으나 이에 따른 관련 규정이 미흡하여 도로점용공사 시행자의 불법을 초래하고 있는 실정이다. 또한 서울시의 경우 시스템적 접근방법인 관련조례에 의해서 수행되기보다는, 교통자문회의로 운영되고 있으며, 관련 인원 및 법적 제재조치가 미약하여 도로점용공사의 효과적인 관리가 어려운 실정이다. 따라서 서울시 및 각 지방자치단체에서는 도로점용공사로 인한 보행자와 운전자의 통행권 확보와 안전상의 문제 등을 하루빨리 인식하여 도로점용공사에 따른 도로공사장 교통관리 규정을 법규화 하여 체계적으로 관리할 필요가 있다. 이에 따라, 본 논문에서는 도로점용공사에 따른 관련법 및 적용대상, 관련보고서 검토, 서울시를 사례로 한 공사중 교통처리방안 운영실태 및 문제점의 진단을 통하여 향후 도로공사장 교통관리 규정의 운영적 및 제도적 측면의 개선방안과 향후 추진방향을 제시하고자 한다.

South Korea makes and manages the ground boundary points record to efficient menage for the installed ground boundary points from cadastral survey with established the Land survey Channel investigation and Cadastre law Section 65 on 17 July 2013. However, this system's negative perception is spreading across the country because of the excessive business process time and inadequate availability. Consequently, this study has analyzed implementation problems of the ground boundary points record. Moreover reasonable development plans have been proposed through the investigation of the advanced foreign cases and interview of the international cadastral experts. Based on this study, it looks forward to improvement more enhanced reliability of the Korean cadastral system.
