Industry-Academy Collaboration as National Innovation System (우리나라 산학협력의 현황과 과제;국가혁신시스템 관점)

  • Industry-academy Collaboration alms to produce synergy-empowerment through co-opt between university and business within R&D and human resource management. The lack of indigenous R&D capabilities makes Korean small businesses not have sustainable competitive advantages. While the Korean government has increased the budgetary supports on small businesses since the late 1990s to enhance technological capabilities of small businesses, the competitiveness gap between large and small firms has been widened. The alternative for the government support is considered as active industry-academy collaboration. After exploring various policy measures for the collaboration with classifying them and pointing out their problems from a technological innovation perspective, this study shows the more expected roles of the collaboration to be a catalyst coordinating the R&D activities among the local small businesses, local universities, and public research institutes. Based upon the analyses, this study suggests several policy alternatives to facilitate the technological innovations of small businesses in the regional innovation clusters.

  • The cases of entrepreneurial universities who conduct enterprisers like activities are increasing continuously in these days. Entrepreneurial activities by universities include university enterprises establishment and management, direct and indirect investment, incubating startup businesses, and diverse university-industry cooperation. In this study, the roles and contributions of universities in the development of science parks are explored with a case of Zhongguancun in Beijing. In particular, the roles of four universities such as Peking, Tsinghua, Renmin, and Chinese Academy of Science were intensively focused and investigated. Interpretive case research methodology was adopted for this study and in-depth interview and secondary data analysis methods were used for the investigation. The result of this study suggests that universities can do essential roles in the development of science parks and can contribute to the development and growth of science parks through proactive and direct economic activities as well as traditional and defensive university-industry cooperation.

  • This study reviews technological innovation to examine science, technology, and innovation (STI) policies and strategies for academy-industry cooperation for innovation and entrepreneurship in Daejeon. STI policy in Daejeon is based on a vision that harmonizes regional and national policies at a regional level, fostering of a key innovation cluster and strategic industries in Daejeon, and a new growth engine of converging industries such as information technology (IT), biotechnology (BT), and nanotechnology (NT). This paper proposes the following: First, considering the harmony of national and regional policies, STI policy should be promoted at the regional level considering venture and SMEs. Second, we recommend nurturing a global innovation cluster as part of a regional STI and venture ecosystem. This will support the region of Daejeon as the heart of a global innovation cluster by having Daedeok Innopolis and the International Science and Business Belt as its two major axes. Third, we recommend strengthening academy-industry cooperation in Sejong and other regions.

  • This study is to look into the spin-off ventures which was incorporated based on the technology developed by public research institute, but underwent difficulties confronted during the development stages focused on the growth process and the factors contributed to their success. The case study was conducted with i-Sense Co., Ltd. which is a ventures organized by professors as a form of research based spin-off venture. i-Sense Co., Ltd. is a new-technology based ventures to produce self-tester for blood sugar level which was incorporated by Prof. Cha, Keun-sik and Prof. Nam, Hak-hyun of Department of Chemistry in Kwangwoon University along with the graduate course students of the Research Laboratory of the University. The two professors operated the Chemical Sensor Research Center at the Kwangwoon University where they produced many preliminary research outputs related with bio-sensors. They also executed the service works at the specialized company they established for research development to make research fund. They established i-Sense Co., Ltd. with the aim to carry out the research they want to. But contrary to the initial intention of the founders of the company, i-Sense Co., Ltd. has grown up as manufacturing company which produces and sells the self-tester for blood sugar level and is expected to be listed by Initial Public Offering (IPO) on the KOSDAQ in 2008. This study is to analyze the foundation and the growth process of i-Sense Co., Ltd. as successful research based spin-off ventures, to find out the factors contributed to their success by enabling them to overcome the difficulties experienced during the growth process, and eventually to provide with suggestive meanings in policy and practical point of view that leaded the research based spin-off ventures to success.

  • This paper introduced successful case studies of the EIP (Entrepreneurship Intensive Programs) programs that are planed by 5MBA (Small and Medium Business Administration) and executed by Hoseo University and Jinju National University in 2004. Therefore, the illustrations and examples used in this paper are based on the EIP programs of those schools. Currently there are five graduate schools for Entrepreneurship educations that are originated from the EIP program models and those graduateschools are actively and successfully working. The purpose of this paper is to find out the diffusing strategies of the Entrepreneurship spirits and Entrepreneurship Education programs after careful analysis and review of the EIP programs. The main factors of the Success of the EIP are as follows. First, there were excellent modules of the education process. Second, there were firm and clear goals of the education. Three, there were differentiated contents of the entrepreneurship education programs. Four. each and every education performance was monitored. Five, during the programs, real start-up cases were actually handled and students had many opportunities to present their cases. However, there were some shortcomings to improve and change of the entrepreneurship education. First of all, it was very difficult to make proper education formation that is fit in the purpose of the program. Second, motivating students to find out their own business opportunities so as to turn them into real business was not satisfactory or easy. Third, there were some limitations in distributing and executing the EIP budgets. Therefore, to improve the efficiency of the Entrepreneurship education, following expanding strategies should be complemented. First, continuous redesigning of the entrepreneurship education programs is very important. Second, the specialization of the contents of the entrepreneurship education programs is essential. Third, there should be some discretionary room for the management of the entrepreneurship programs. Fourth, it is also important activating the entrepreneurship networks among schools of the entrepreneurship education. Finally, it is necessary to give some incentives and motivations based on the proper performance evaluation system.

A Study on the Relationships Among Learning Orientation, Innovativeness and Organizational Commitment of Entrepreneurs: Focusing on the Mediating Effect of Innovativeness and the Moderating Effect of Career Relevance (학습지향성 및 혁신성과 조직몰입 간의 관계에 관한 연구: 혁신성의 매개효과와 경력연관성의 조절효과를 중심으로)

  • Entrepreneurs should continuously invest resource and capital for a long time to get tangible business results. In order to be successful, despite difficulties, it is essential for entrepreneurs to continue entrepreneurial businesses without giving up too early. Thus, it can be said that organizational commitment of entrepreneurs is essential for success. According to previous studies, the organizational commitment of entrepreneurs has a significant effect on organizing, establishments of new firms and new product developments. The purpose of this article is to examine the relationships among learning orientation, innovativeness and organizational commitment of entrepreneurs. Especially, we focus on the mediating effect of innovativeness in the relationship between learning orientation and organizational commitment and the moderating effect of career relevance among the relationships. Based on empirical analysis, we reported the following results. First, learning orientation, innovativeness and career relevance of entrepreneurs had significant positive effects on organizational commitment. Second, it was found that innovativeness of entrepreneurs has a partial mediating effect on the relationship between learning orientation and organizational commitment. Third, using Baron & Kenny's hierarchical multiple regression analysis, we examined the moderating effect of career relevance among the relationships of learning orientation, innovativeness and organizational commitment. Third, because the interaction term was found to be positively significant, it was concluded there is a moderating effect of career relevance between learning orientation and innovativeness. This means, when career relevance was higher than average, the influence of learning orientation on innovation increases even more. Fourth, it was also found there is a moderating effect of career relevance between learning orientation and organizational commitment. However, the results of the mediated moderating effect analysis showed the moderating effect of career relevance between learning orientation and organization commitment is an indirect effect of moderating effect of career relevance between learning orientation and innovativeness mediated by innovativeness.

The Effect of Technology Startups' Value Chain Internal and External Network Activities on Competitive Advantage Through Dynamic Capabilities (기술창업기업의 가치사슬내부 및 외부 네트워크 활동이 동적역량을 매개로 경쟁우위에 미치는 영향)

  • It has been verified in several studies that dynamic capabilities has a very important effect on the competitive advantage of technology startups. And the network has an important influence on this dynamic capability. This is even more important for start-ups that lack the resources and knowledge. Networks that directly and significantly affect dynamic capabilities have been studied mainly the value chain internal. However, network activities of start-ups are conducted not only with the value chain internal networks but also with the value chain external networks. Therefore, it is necessary to study the effect of the value chain internal and external network activity of start-ups on the dynamic capabilities, but prior studies are lacked. In this study, We make a model that encompass the value chain internal and external network for technology startups, and a study was conducted to demonstrate the effect on dynamic capabilities and competitive advantage. As a result of the study, value chain internal network activity directly and significantly affected dynamic capabilities, and value chain external network activity did not directly significantly affect dynamic capacity. And dynamic capabilities had a significant effect on competitive advantage. As confirmed through additional research, value chain external network activity affects value chain internal network activity, and through this, dynamic capabilities are strengthened, and positively affect competitive advantage.. The intensity of value chain external network activity was not significant to dynamic capabilities and the diversity of value chain external network activity had a significant effect on the competitive advantage by double mediating the value chain internal network activity and dynamic capability. Through this study, it is confirmed that the value chain internal networks is important in order for startups to strengthen their dynamic capabilities and increase their competitive advantage, and that both strong and diversified the value chain internal networks positively affects competitive advantage by enhancing dynamic capabilities.

A Study on the Implications of Korea Through the Policy Analysis of AI Start-up Companies in Major Countries (주요국 AI 창업기업 정책 분석을 통한 국내 시사점 연구)

  • As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.

  • 소형 산업클러스터 연계 융합전공은 대형 산업체가 아닌 중소형 산업체들을 중심으로 형성된 소규모 산업클러스터에 적합한 융합형 프로그램이다. 이 예로 강원도 원주시에 소재한 한라대학교의 융합형 전공모델을 소개한다. 한라대학교는 강원도 전략산업인 의료기기산업 육성을 위하여 원주시 소재 100개 내외의 소규모 업체들을 위한 의료기기융합 전공을 설치하였으며, 전략산업 분야의 창직 문화를 확산하기 위하여 벤처창업학전공을 설치하여 운영하고 있다.
