Existing pedestrian and evacuation models generally seek to find locally optimal solutions for the shortest or the least time paths to exits from individual locations considering pedestrian's characteristics (eg. speed, direction, sex, age, weight and size). These models are not designed to produce globally optimal solutions that reduce the total evacuation time of the entire pedestrians in a building when all of them evacuate at the same time. In this study, we suggest a globally optimal model for indoor pedestrian evacuation to minimize the total evacuation time of occupants in a building considering different distributions of them. We used the genetic algorithm, one of meta-heuristic techniques because minimizing the total evacuation time can not be easily solved by polynomial expressions. We found near-optimal evacuation path and time by expressing varying pedestrians distributions using chromosomes and repeatedly filtering solutions. In order to express and experiment our suggested algorithm, we used CA(cellular automata)-based simulator and applied to different indoor distributions and presented the results.

Lately, losses and damage from natural disasters have been increasing. Researchers across various fields in Korea are trying to come up with a response plan, but research for evacuation plans is still far from satisfactory. Hence this paper proposes a model that could find an optimized evacuation route for when disasters occur over wide areas. Development of the model used methods including the Dijkstra shortest path algorithm, feasible path method, genetic algorithm, and pareto efficiency. Computations used parallel computing (SPMD) for high performance. In addition, the developed model is applied to a virtual network to check the validity. Finally the adaptability of the model is verified on a real network by computating for Gumi 1stNational Industrial Complex. Computation results proved that this model is valid and applicable by comparison of the fitness values for before optimization and after optimization. This research can contribute to routing for responder vehicles as well as planning for evacuation by objective when disasters occur.
Purpose: This study analyzes accessibility of outdoor evacuation places for earthquake and the accessibility improvement effects when expanding the evacuation places in accessibility-deficient areas. In order to consider real-world evacuees, the accessibility analysis is based on service population not on resident population. Method: Location-allocation model as a GIS-based spatial optimization mode is used to analyze accessibility and vulnerable areas to evacuation places. Of location-allocation problem types, 'Maximize Coverage' method is chosen to allocate as many potential evacuees as possible to evacuation places. And impedence cutoffs or evacuation distances (times) are applied to three classes: 500m (7.5 minutes), 1,000m (15 minutes), and 1,500m (22.5 minutes). Case study area is Jung-gu areas, Seoul as a high-density downtown area. Result: Results show that accessibility-deficient areas and population to evacuation places are much more in service population than in resident population. Accessibility is significantly improved when increases when expanding the evacuation places in accessibility-deficient areas. Yet, accessibility-deficient areas are still remained since available lands are insufficient in the high-density downtown area. Conclusion: The study suggests that temporary evacuation facilities like outdoor evacuation places for earthquake need to consider real potential evacuees based not only on resident population but also on service population. Also, policy measures to provide emergency shelters need to more utilize spatial optimization tools like location-allocation model.

The purpose of this study is to reveal the effects of the number of users and their spatial distribution on the evacuation time in a road tunnel in the event of a fire. An agent-based evacuation model was implemented using Netlogo following the ODD protocol. The proposed model illustrates how the evacuation behavior of one can hinder others across different evacuation environments. Simulations show that evacuation time increases with the number of users when they are randomly located in a road tunnel.
There is a lot of loss of life due to natural disasters. In particular, flood damage caused by heavy rainfall in urban areas causes serious damage. Therefore, in this study, we conducted a study on the optimal evacuation route for safe evacuation of urban areas. We set up a methodology by reviewing Flo-2D model and A* algorithm. A Flo-2D model was used to derive the hazardous area, and we selected the starting points with many people and suggested ways to select safe evacuation sites. And the route was derived from the starting point to the safe evacuation point by using the A * algorithm. This study could be used not only for evacuation route but also for road maintenance and evacuation facilities.
방재계획의 하나인 대피장소 및 대피경로의 결정은 방재계획 중 가장 기본이 되는 사항으로 재해발생 시 대비가 적절치 못하면 대규모 인명피해가 발생할 우려가 있기 때문에 결정에 신중을 기해야 한다. 대피장소 및 대피경로의 결정은 직접 대규모 인원이 참여한 모의실험을 실시하여 효율적이고 안전한 방법을 찾는 것이 가장 바람직하다. 그러나 이러한 접근은 현실적으로 불가능하기 때문에 본 연구에서는 대상 지역의 지진해일 대피 시뮬레이션 모형을 제작하고 이를 적용하여 최적의 대피장소 및 대피경로를 지정할 수 있도록 하였다. 이러한 접근을 통하여 실제 지진해일 발생 시 주민들이 가장 빠르고 안전하게 대피하도록 할 수 있으며, 나아가 효율적이고 안전한 방재계획 수립에 큰 역할을 할 수 있을 것이다. 본 연구에서는 과거 지진해일로 인한 피해 경험이 있는 삼척항을 지진해일 대피 시뮬레이션을 위한 대상지역으로 선정하였다. 또한, 현장 조사를 실시하여 대상지역의 지형특성을 고려한 결과를 토대로 지진해일 대피 시뮬레이션에 앞서 필요한 가상 시나리오를 작성하였고 지진해일 대피 시뮬레이션을 통해 비상대처계획(EAP, Emergency Action Plan) 수립에 필수 사항인 대피계획을 검토하였다.
It is necessary to establish guidelines when we selecting the civil defense evacuation facilities through quantitative analysis by civil defense evacuation facilities volume. The purpose of this study is to evaluate according to population density and distribution of the capacity of evacuation facilities. The results of this study are as follows. First, it is necessary to consider the capacity of evacuation facilities in order to set up the exact districts of civil defense evacuation facilities. Second, basic data based on to compare the condition of civil defense evacuation facilities is produced by an analysis on evacuation status of the target region. Third, it is proved to consider topographical conditions which do not move the shortest distance. Fourth, in order to create a realistic model, it is necessary to consider the model set various parameters.
In this study, a real-scale stairway model was constructed to analyze the evacuation safety of human life due to the change of flooded stair flow. In the experiment, the water depth and flow velocity at each stage of the stairs were measured and the specific force per unit width was calculated. Using the calculated the specific force per unit width, the evacuation safety of each steps of stairs according to the change of the flooded stair flow was presented. Finally, the depth of water measured by the experiment and the evacuation safety graph of "Ishigaki" by the specific force per unit width were combined to analyze the evacuation safety by depth. As a result, it has been found that evacuation of adult man is difficult without help at the flow depth of 0.20 m or more. And it has been found that evacuation of adult women and elderly men are difficult without help at the flow depth of 0.15 m or more. Finally, it has been found that evacuation of elderly women is difficult without help at depth of 0.13 m or more.

Tsunami happens rarely enough to allow a false sense of security, but when they do occur, there may be just minutes or hours for people to reach a safe location. Natural disasters like tsunami are inevitable and it is almost impossible to fully recoup damages caused by the disasters. However, it is possible to minimize the potential risk by developing early warning strategies. GIS modelling with its geoprocessing and analysis capability can play a crucial role in efficient mitigation and management of disaster. This study aims at developing integrated spatial information system processing model supporting tsunami evacuation action planning using geo-information technology such as GIS. The integration process classified into four phases. And in each phase, required input data and GIS processes are decided. The main effort in minimizing casualties in tsunami disaster is to evacuate people from the hazard area before tsunami strikes by means of either horizontal or vertical evacuation. The study provides essential spatial information for local decision making related with people's evacuation in tsunami-prone areas based on a modeling approach transferable to other coastal areas.
