최근 전 세계적으로 수송수단과 산업시설에서의 배출로 인한 대기오염의 심각성을 강조하고 있다. 특히 항만과 공항에서도 대기오염의 중요성을 인지하고 있고 지역별 대기오염물질 배출 및 대기오염도 현황을 분석하여 각 시설에서의 종합관리방안을 도출하고 있다. 2020년부터 시행되는 국제해사기구(IMO)의 선박에서 배출되는 온실가스 즉, 황성분을 포함한 연소배기가스 중 CO2, SOX,NOX, PM2.5의 배출규제에의 대응과 배출규제해역(ECA)제도 도입에 따른 업계와 정부, 학회의 대비도 빠르게 진행되고 있다. 부산항에서도 항내계류선박과 하역장비에서의 오염물질 배출을 억제하기 위한 대체전력공급(AMP, Cold Ironing)에 대해 대응하고 있다. 본 연구는 도시주민의 건강을 위협하는 미세먼지(PM2.5)의 심각성과 배출가스의 저감을 위한 방안을 소개하고 오히려 이를 해운항만에서의 4차산업 발전의 계기로 대응하도록 하는 방향을 제시하고자 하였다. 산업화 과정에서 필연적인 대기오염을 저감시키는 방안이 새로운 해양산업으로 전환하기를 기대한다.

최근 국내에서는 북한의 사이버 테러로 추정되는 전산망 해킹(APT공격)사건과 더불어 하나의 전자전으로서 GPS 재밍 사건들이 인천 등 서해에서 다수 발생되어 왔다. 즉, 이러한 GPS 재머는 러시아 등에서 유출되는 간단한 장비에서부터 치명적인 대규모 전파공격까지 다양한 형태가 발생될 수 있다. 특히 GPS 정보를 사용하는 선박의 AIS 정보는 다수의 선박으로부터 전송되는 정보로서 재밍 대응 가능한 고가의 장비를 선박측에서 탑재하기 어려우며, 송신지가 인근 북한의 경우 국내에서 근원지를 탐지하더라도 대응이 어려운 실정이다. 따라서 본 논문에서는 GPS 교란의 지능화된 여러 공격 형태를 파악하고, 해상교통관제 시스템에서 자체적으로 실시간 대응할 수 있는 방안을 검토하여 시스템 설계에 반영 하고, 관제사의 실시간 인지를 통한 혼란을 방지하며, 선박에 해당 교란 정보를 제공함으로서 능동적인 관제 방안을 제시한다. 실제적으로 재밍에 대응하는 시스템 설계가 관제에 효율적인 방안인지 확인되어야 하며, 국가적으로도 VTS 서비스의 안전성을 보장하는 기술개발로 진화가 고려되어야 한다.

본 연구에서는 국내에서 재난관리에 있어 지방정부와 민간과의 네트워크를 지역특성별로 구성하는 방안에 대해 제시하였다. 현재 우리들이 살고 있는 과학기술이 발달한 현대 산업사회를 '위험사회' 라는 개념으로 정의하기도 한다. 최근 재난의 유형이 다변화되고 피해규모가 증가됨에 따라 본래의 정부주도하의 재난대응보다는 협업과 협력을 통한 재난관리가 필요하다. 국외에는 이러한 재난대응을 위한 협력구축네트워크를 광역방재거점 등을 설치 운영함으로써 실질적이고 효율적인 협력을 구축하고 운영 중이다. 하지만, 국내에서는 협업 및 협력에 대한 매뉴얼 등을 통한 소프트적인 체계구축에 중점을 두고 대응을 하고 있다. 본 연구에서는 국외사례를 통해 실질적인 거점형태의 민관네트워크를 구축하고, 해당지역에 적합한 운영방안을 선택하는 데에 활용 할 수 있을 것이다.

도시의 인구 밀집도가 증가함에 따라 도시의 단위 면적당 건물 밀집도 역시 증가하고 있으며, 이에 도시 화재는 대규모 화재로 발전할 가능성이 높다. 도시 내 대규모 화재로 인한 인명 및 경제적인 피해를 최소화하기 위해 시뮬레이션 기반의 화재 대응 방안들이 널리 연구되고 있으며, 최근에는 시뮬레이션에서 효과적인 화재 대응 방안을 탐색하기 위해 강화학습 기술을 활용하는 연구들이 소개되고 있다. 그러나, 시뮬레이션의 규모가 커지는 경우, 상태 정보 및 화재 대응을 위한 행위 공간의 크기가 증가함으로 인해 강화학습의 복잡도가 증가하며, 이에 따라 학습 확장성이 저하되는 문제가 발생한다. 본 논문에서는 시뮬레이션 규모 증가 시 강화학습의 학습 확장성을 유지하기 위해, 화재 상황 정보와 재난 대응을 위한 행위 공간을 변환하는 기법을 제안한다. 실험 결과를 통해 기존에 강화학습 모델의 학습이 어려웠던 대규모 도시 재난시뮬레이션에서 본 기법을 적용한 강화학습 모델은 학습 수행이 가능하였으며, 화재 피해가 없는 상황의 적합도를 100%로 하고, 이것 대비 99.2%의 화재 대응 적합도를 달성했다.

유해화학물질의 제조, 취급사업장의 화학사고에 대한 대응에는 어느 정도 체계적으로 이루어 지고 있으나 유해화학물질의 운송 중 설비결함이나 교통사고에 의한 폭발, 누출사고는 장소 및 시간등이 확정되지 않고 다양한 변수로 인하여 정부기관의 신속한 대응에는 많은 어려움이 따르고 있다. 다양한 변수들을 고려한 화학사고 업무대응 매뉴얼이 부족하고 현장지휘체계의 신속한 구성과 협업에 의한 비상대응체계를 구축하여 운영하는데 현실적으로 많은 어려움이 있어 이에 대해서 효과적으로 대응하는 방안을 수립하기 위해 검토해야 할 사항들에 대해 알아보고자 한다.

There's been a difficulty for general corporate to adopt recent incident response study because those studies focus on nation wide CERT Coordination Center or large organization aspect. This study is focus on study and design on security ticket based CERT system through analysis Security management's threat element, attack element. response element and it also help general corporate establish incident response process that is adjusted on IT operation. Confirmed CERT model's effectiveness and effect of quantitative Security incident management wav that propose executing Security incident response experiment on the basis of this way. This study which Provides general corporate oriented CERT model can be used to improve corporate's capability of responding incident by quantified management technique and select incident response SLA indicator. Already, formation which operate CERT can heighten corporation's information protection level by measure Security incident response result as metrical and analyze and improve problem continuously.

정부는 지구온난화로 인해 기후변화에 대응하고 세계적 경제위기를 극복하기 위해, 저탄소녹색성장기본법(2010년 1월)을 제정하여 저탄소 녹색성장을 추진하고 있다. 저탄소 녹색성장은 신재생에너지, 탄소배출권 거래제도, 5+2 광역권개발정책, 저탄소 녹색도시 등으로 요약할 수 있다. 본 연구의 목적은 저탄소 녹색도시계획 및 이에 대한 전략환경평가의 동향을 고찰하고, 저탄소 녹색도시계획에 대한 전략환경평가의 방향을 제시하는 데 있다. 저탄소 녹색도시 조성 관련 연구를 고찰한 후, 환경부의 사전환경성검토 업무매뉴얼의 도시계획의 환경성제고 방안과 국토해양부의 전략환경평가 업무처리규정, 도시계획수립지침, 저탄소 녹색도시 조성을 위한 도시계획수립지침(2009), 저탄소 녹색도시계획 표준모델(2010), 녹색도시개발계획 등을 포함하면서 개정된 도시개발업무지침(2011)이 도시계획에 제대로 반영되는지를 검토하고, 외국의 기후변화에 대응하는 전략환경평가를 고찰한 결과는 다음과 같다. 첫째, 기후변화 대응 도시계획의 내용은 저감방안과 적응방안 두 가지로 나눌 수 있는 데, 저감방안은 경제적 및 기술적으로 한계가 있으므로, 향후 전략환경평가는 저감방안과 함께 적응방안을 강조할 필요가 있다. 둘째, 기후변화 대응(저감과 적응)을 위해 전략환경평가의 목표와 지표를 설정한다. 셋째, 국토해양부의 상위계획(광역도시계획과 도시기본계획)에 대한 전략환경평가와 환경부의 하위계획(도시관리계획)에 대한 전략환경평가의 긴밀한 연계가 필수적이다. 넷째, 전략환경평가는 도시기본계획 수립 후에 이뤄지는 독립된 과정이라기보다는 도시기본계획 수립과정에서 중요한 부분으로 인식하는 것이 중요하다. 장기적으로는 도시기본계획과 도시환경계획을 연계시키는 것이 바람직하다.

This paper describes not only the complexities of LNG business including shipping sector but also its own current environmental changes. Furthermore, system dynamics (VENSIM analysis) as a methodology is introduced to analyze the potential LNG shipping market in the future. As a result of the VENSIM analysis, potentiality of the spot LNG shipping market is systematically established in connection with embodiment of the spot LNG market. This paper suggests three methods, which are centered on newbuildings of ships, for the shippers to prepare for the spot LNG shipping market on the basis that maritime economics can make a direct contribution to the shippers' business decision-making.

In recent year, phishing attacks are flooding with services based on the web technology. Phishing is affecting online security significantly day by day with the vulnerability of web pages. To prevent phishing attacks, a lot of anti-phishing techniques has been made with their own advantages and dis-advantages respectively, but the phishing attack has not been eradicated completely yet. In this paper, we have studied phishing in detail and categorize a process of phishing attack in two parts - Landing-phase, Attack-phase. In addition, we propose an phishing detection methodology based on web sites heuristic. To extract web sites features, we focus on URL and source codes of web sites. To evaluate performance of the suggested method, set up an experiment and analyze its results. Our methodology indicates the detection accuracy of 98.9% with random forest algorithm. The evaluation of proof-of-concept reveals that web site features can be used for phishing detection.

In case that they do not have counterstrategies ready for patent disputes in advance, they would not be able to survive competitions or would fall behind in the market. Most of domestic companies are not equipped with appropriate counterstrategies, and there are only few studies on the countermeasures for patent disputes. Thus, this study examined counterstrategies for patent disputes drawn from cases of smartphone patent disputes and preceding researches, and conducted interviews and surveys with patent experts and company executives to grasp their opinions about the effectiveness of countermeasures for patent disputes related to the smartphone field. As for analysis tool, the Delphi method is selected that is usually used for analyzing relatively a small number of expert opinions. As a result of interviewing patent experts, effective countermeasures turned out to be cross licensing, counter-suit, and patent invalidation suit, in order, and as a result of surveys with company executives, they turned out to be patent invalidation suit, counter-suit, cross licensing, suit through solidarity, and loyalty agreement, in order. It is anticipated that the study results could be used for smartphone manufacturing companies and ICT companies to establish counterstrategies for patent disputes.
