해양사고를 야기하는 위기(risk) 또는 해저드(hazard)는 세계 경제 및 물류, 기상환경, 금융, 선종개발, 기술개발 등 다양한 요소에 의해서 수시로 변한다. 변한 위기에 대해서 사전에 대응방안을 수립하지 못한 경우 대규모 해양사고로 연계될 가능성이 크다. 그 이유는 대응방안을 사전에 고려하지 못했거나 준비하지 못한 해양사고는 사전대응책이 마련된 사고와 비교하여 대응하는 방법과 대응속도 등이 다르기 때문이다. 본 연구에서는 현재까지 새로 창출된 다양한 위기를 각종 보고서, 논문 등을 통해서 식별하고 분류하여 현재까지 식별하지 못한 위기를 구분하고, 식별하였더라도 새로운 사고를 유발한 위기를 식별하여 사전에 예방책을 강구하는 것이 목적이다. 연구 대상이 방대하기 때문에 본 연구에서는 일단, 알리안츠 보험회사 자료에서 획득한 위기분석 결과를 토대로 위기를 식별하고, 이에 대한 시나리오를 전개하였다. 이를 통해서 추후 연구방법을 검토하고자 한다.

인터넷의 발달과 함께 스팸메일이 세계적으로 기승을 부리고 있으며, 특히 한국, 중국, 일본에서의 스팸 발생건수는 꾸준한 증가세를 보이고 있다. 이와 같이 엄청난 양의 스팸메일로 인하여 처리시간, 처리비용 발생 등의 피해가 증가하고 있으며, 이를 저지하기 위하여 각 국에서는 법적, 제도적 대응방안을 마련하고 있다. 이에 본 고에서는 스팸메일의 증가에 적극적으로 대응 방안을 마련하고 있는 한국과 중국 및 일본의 스팸메일 수신/발신 현황 및 이에 대응하기 위한 법률 제정 등의 스팸메일 대응 동향을 살펴보고자 한다.

This study looks at plans for the efficient functions of the current terror response system in Korea. The results are derived from by comparing and analyzing American, British, German, Japanese, and Korean terror response systems. It focuses especially on addressing some problems with Korea's terror response system and how to operate it effectively. The study will systematically compare and analyze each nation's terror countermeasure studying organizational, functional, and legal aspects as standards. This study shows that there is not an exclusive terror response center in Korea compared with other nations such as America, the United Kingdom, Germany, and Japan. Also it is difficult to expect effective and vigorous operations due to weak cooperation across the relevant organizations. The presidential directive of the state's anti-terrorism action guidelines is legally ineffective. This means that on legal grounds, it is difficult to take actions to prevent the terrorism. Therefore, keys to counteracting terrorism derived from this study are summarized below. In the first place, an integrated terror response system should be set up for expansion of information sharing which leads to emergence effect. In the second place, the superior legislative systems should be made for the cleardefinition and extent of what the terror is, rigid enforcement of investigation, immigration, and keeping an eye on the funds raised by terrorists and tracking down the terrorists, the plan for eco-terrorism. In the third place, to augment security of vital facilities and peoples' awareness of terrorism safety should be emphasized and a cooperative system between civil and government organizations need to be built. In the fourth place, system for crisis management must be provided in an effort to maximize management system of terrorism and unify a decentralized emergency countermeasures effectively.

In this paper, we propose an attack detection technology using SDN Controller to study security threats in IoT environment. The research methodology has been developed by applying IoT security threat management technology to the IoT layer and analyzing the research trend of applied security technology. The study results show that the effectiveness of the detection method using the sampling method is studied by adding OpenFlow based SDN Controller to the network switch equipment of the existing IoT network. This method can detect the monitoring and attack of the whole network by interworking with IDS and IPS without affecting the performance of existing IoT devices. By applying such improved security threat countermeasure technology, we expect to be able to relieve anxiety of IoT security threat and increase service reliability.

Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.

In this paper, an implementation method of augmented reality (AR) technology using Web 3.0 information services in the field of disaster response is proposed. The structure and characteristics of semantic web-based Web 3.0 are realized and a AR based mobile visual search (MVS) applied in the disaster sites is described. Based on Web 3.0 and AR MVS, a semantic web ontology oriented configuration scheme for disaster-related information and the communication scheme of information provided by AR technology are proposed. For the purpose of providing disaster-related and customized information to the disaster response site quickly and accurately, a method of leveraging Web 3.0 information services in AR technology is presented.

This study researched about problem of Xenophobia and proposed countermeasures of the police. This study utilized previous studies and statistical of Xenophobia. Xenophobia was negative reaction about foreign stranger joined area of native people. and native hated stranger. Xenophobia has not yet big trouble in Korean society. But small trouble will prospect be big trouble. Xenophobia in Korea society was influenced by increase of migrant worker, increase of foreigner, negatude of foreigner from low income countries, native troubled immigrant, receptivity of multi-cultural. Accordingly, This Situation will be big social problem. and we need active counteract. Active counteract plan utilized police of public power. So. This study suggest plan of police. Plan of police stretch the criminal justice by Xenophobia crime, active response of media and SNS negative about foreigner, crash-prevention native, foreign crime prevention.

The purpose of this study is to progress foreign secret service's human intelligence(HUMINT) activity through case study. This study presents confrontation way of our country analyzing characteristic of foreign secret service's human intelligence(HUMINT) activity and examples concretely. The examples that is used this study is foreign secret service's human intelligence(HUMINT) in USA and Japan. The following was the result of the study. First, we need importance awareness of persons security that correspond in foreign secret service's human intelligence activity. Second, we must secure administrative means for persons security means to correspond in foreign secret service's human intelligence (HUMINT) activity. Third, we must raise anti-espionage ability that correspond in foreign secret service's human intelligence(HUMINT) activity.

Recently, payment methods using smartphone are diverse with the increased usage of smartphone. Especially, new features of mobile payment service are required in the situation to provide more services than mobile service of non-financial corporations. This paper proposed response and plan of current banks for mobile payments of non-financial corporations. Proposed method analyzes response and plan of the existing countermeasures of banks due to the spread of mobile devices, the development of FinTech, and the diversification of mobile payment in recent years. And, proposed paper additionally suggests the countermeasures of the financial sector for the reduction of fee income caused by the non-financial payment services. Also, this paper analyzes the mobile payment field and the method of non-financial corporations, which is the threat to the existing banks, and describes the countermeasure.

Forest fires generate many types of risk as well as a wide and varied range of damage. Various studies and systems have emerged in response to wildfire disasters. International wildfire disaster safety management systems apply advanced technologies such as utilizing big data, GIS-based systems, and decision-making systems. This study analyzes South Korea's and other countries' forest fire disaster safety management systems, and suggests alternatives for wildfire disaster safety management in Korea. First, a means of integrating information, including field information, obtained by domestic agencies is proposed. Second, a method of applying big data to the disaster response system is proposed. Third, a decision-making system is applied to an existing GIS-based system. When applying the above countermeasures to Korea's existing disaster safety management system, various information and data can be visualized and thus more easily identified, leading to more effective decision-making and reduced fire damage.
