'18.3.24일. 정부가 정한 무허가축사 적법화 기간이 1년밖에 남지 않았다. 본고는 '12.5월 환경부의 가축분뇨법 개정안 입법예고부터 '15.11월 무허가축사 개선 세부실시요령 발표까지 정부정책의 변화를 살펴보고, 우리협회의 향후 대응방안에 대해 정리했다. 정부 세부대책은 그간 협회 자료, 월간 낙농육우를 통해 소개된 만큼 상세한 내용은 생략하고 개괄적인 내용을 담았다.

사용후핵연료를 재이용하는 일련의 흐름을 핵연료사이클이라 부르지만, 재이용$\cdot$재처리에 대한 생각, 대응방안에는 각국의 원자력정책의 차이가 있어서 각기 다르다. 일본에서는 청삼현$\cdot$육개소촌에서 핵연료사이클 3개시설(재처리, 우라늄농축, 저준위폐기물저장)의 건설이 진행되고 있다. 다음은 일본, 미국, 영국, 프랑스, 서독 등 5개국의 재처리와 방사성폐기물 처리$\cdot$처분에 대한 대응방안을 소개한 것이다.

본 협회는 지난해 11월 21일 협회 대회의실에서 "2007년도 사료산업 여건변화에 따른 대응방안 모색"을 주제로 2006 정기세미나를 개최하였다. 참석대상은 회원사 대표 및 실무자로서 90여명이 참석, 장소가 다소 협소함에도 성황리에 세미나를 마칠 수 있었으며 참석자에 대한 설문조사 결과 주제의 시의성과 아울러 주제항목의 다양성에 대한 호평이 이어졌다. 이에 본지에서는 세미나에서 발표된 내용을 요약하여 독자들의 이해를 돕고자 한다.

Breaking away from the blind faith of internal military security network, current military security demands strengthening measure on the H/W, controlling measure against information communications within the military, strengthening measure on the linkage point of the military and universal internal networks, legal supplementation, sucurity management ofn the military facilities from outsourcing services supporting the military. By analyzing the danger of military organizations hacking and real hacking cases, policy establishment for strengthening the security on military network hacking, legal supplementation and controlling measure for the outsourcing services are the pragmatic counter measures against military security hacking considering the peculiarities of military rather than the application of physical containment linked with information communications technology on the H/W safety measures.

Recently target oriented attacks which target an enterprise and a government agency are increasing. The starting point of APT(Advanced Persistent Threat), called as target oriented attacks, is the spear phishing email that is personalized based on the information collected via Internet of the target personnel. It is known that 94% of target oriented attacks use spear phishing emails. Therefore, in this paper, we analysed spear phishing methods in detail and the characteristics and recent trends of spear phishing threats and proposed the effective prevention method of spear phishing for the end user.

The Radiation Emergency Plan (REP) can be divided into a technical and an administrative responses. The domestic NPP's REPs are reviewed from the viewpoint of the administrative response and improvement methods are also suggested in this treatise. The fields of the reviews are the composition of the emergency response organizations, the activation criteria of the organizations, the selection of the staffings and the reasonableness of the REP's volume. In addition, the limitations of the current radiation exercises are reviewed and the improvement method of the exercise is presented. It is expected that the suggested recommendations will be helpful in establishing useful REPs and making practical radiation exercises in Korea.

본 연구에서는 비정상적 사건을 정의하고 이에 따른 비정상적 위험의 구체적인 유형을 파악하며, 이와 관련된 사학연금의 위험관리 체계에 대한 검토와 함께 비정상적 위험에 효과적으로 대응할 수 있는 자산운용방안을 제시하였다. 우선 비정상적 사건을 '과거 자료를 이용한 발생확률의 추정이나 발생여부에 대한 예측이 불가능하며 따라서 이의 발생 가능성을 사전에 고려하고 대비하는 사전적인 대처가 어려운 사건으로서 자산운용과 위험관리에 무시할 수 없는 영향을 미치는 사건'으로 정의하였으며, 이의 구체적인 형태로서 금융위기를 포함하는 9가지 사건 유형을 파악하였다. 동비정상적 사건들은 포트폴리오 투자를 통한 자산운용에서 개별자산군의 기대수익률과 위험 및 자산군 사이의 상관관계에 영향을 미쳐, 기존의 자산배분안의 최적성을 상실시키고 위험수준의 측정치인 VaR값을 과소 또는 과대추정하게 할 수 있는 것으로 분석되었다. 한편 비정상적 사건의 해외 사례에 대한 분석에서는 비정상적 사건의 영향이 개별 사건마다 다양한 양태로 발현되는 것이 관측되었다. 본 연구에서는 사학연금의 현행 자산배분 체계가 이와 같은 비정상적 사건의 영향에 적절하게 대응하기 어려운 상황이라고 진단하였으며, 비정상적 사건에 적절히 대응하기 위한 자산관리방안의 일환으로서 일별 수익률 자료를 사용한 비정상적 사건의 영향 평가방안을 제시하였다. 한편, 사학연금의 현행 위험관리 체계는 비정상적 사건의 발생에 적절하게 대응할 수 있는 것으로 평가되었다

Korean government has recently abrogated WIPI policy to open domestic mobile phone market to the world, which may result in the influx of foreign smart phones. This circumstance has given users more wide range of choices to buy a product and also has brought benefit to buy mobile phone cheaply. On the other hands, this change might have brought potential danger of mobile malware incidents which have only occurred in foreign countries. There are standardized analysis methods and response guides for computer malwares, not but for mobile malwares in our country. In this paper, we introduce existing mobile malwares and available tools for their analysis. Considering domestic circumstances which might not be properly protected against mobile malwares, we propose analysis methods and response guide of mobile malwares.

피싱(Phishing)이란 '위장 홈페이지를 만들어 불특정 다수의 이메일 사용자에게 메일을 보내는 수법으로 수신자의 개인정보를 빼내 금융범죄에 악용하는 행위'를 말한다. 기존의 스팸메일 둥과 달리 피싱은 이메일 사용자에게 금융, 신용 피해를 줄 수 있어 개인에게 미치는 피해가 심각한 경우가 발생할 수 있다. 이에 대응하여, 미국에서는 'SB California SB 1386' 등의 법안을 제정하고, 'Coalition on Online Identity Theft' 등의 조직을 결성하는 등 피싱으로 인한 피해 예방 및 대처를 위해 적극적으로 노력하고 있다. 국내에서도 금융기관과 기업에서의 주의 메일 발송, 홈페이지에의 피싱 주의 안내문 게시 둥의 방법으로 대응하고 있으나, 피싱으로 인한 피해를 예방하기에는 미진한 것으로 여겨진다. 이에 본 고에서는 미국을 중심으로 한 피싱에 대한 피해.대응현황과 국내 대응방안에 대해 살펴본다.
