서울대 58년 역사상 첫여성 처장으로 임명됐던 노정혜 연구처장(생명과학부 교수)이 7월말로 2년간의 임기를 끝냈다. 노 처장은 지난해 우리 사회를 혼란스럽게 했던 황우석 박사의 줄기세포 논문조작 사건을 맡아 진실 규명에 중요한 일을 해낸 것으로 평가받고 있다. 당시 노 처장은 전국민을 대상으로 한 방송 생중계에서 차분한 어조와 절제된 표현, 힘 있는 발언으로 강한 인상을 남겼다. 또 서울대 자연대 수석 졸업, 20대 서울대 여교수 임용, 강금실(전법무부 장관), 김영란(대법관)과 고교 동기 등의 사실이 알려지면서 노 연구처장에 대한 개인적인 호기심을 불러일으키기도 했다. 정운찬 서울대 23대 총장의 이임식이 열리던 지난 7월 19일, 서울대 본부의 연구처장실에서 그를 만났다. 그는“과학자가 행정업무에 적합하지 않다는 것은 선입견일 뿐”이라며“과학자는 합리성을 갖고 있기 때문에 오히려 더 잘할 수 있다”고 밝혔다.

근래에 많은 형질전환 실험동물이 생산되어 인간을 대체하여 전임상실험에 사용되고 있으며, 그 요구는 점차 증가되고 있다. 그러나 지금까지 생산된 것은 소형 실험동물에 국한되고 있어, 사람과의 그 크기와 기능에 거리가 있었던 것이 사실이다. 본 실험은 중형 실험동물이자 사람과 여러 기관 및 조직이 유사하다고 알려진 돼지로부터 난자를 채취하여 난자의 핵을 GFP가 발현된 세포의 핵으로 치환하여 태어난 산자를 재복제하여 생산된 돼지 신생자를 이용하여 각 기관 및 조직에서 GFP의 발현을 RT-PCR, Northern blot 및 immunocytochemistry 방법으로 분석하였다. TerraSAR-X 자료를 이용하여 고해상 X-밴드 SAR 시스템을 이용한 조간대 적용 가능성을 시험하였다 연구대상지역은 강화도 남단과 영종도를 잇는 조간대이며, 단일편파자료와 이중편파자료를 이용하였다. 연구내용은 다음과 같은 세 가지로 분류된다. 첫째, X-밴드 영상에서의 연안의 레이더 반사도 특성 연구 및 waterline 추출 정밀도를 평가하였다. 연안지역의 wateline은 HH 편광자료의 레이더 반사도 특성을 통하여 추출하였을 때 가장 신뢰도가 높았으며, TerraSAR-X 시스템의 짧은 파장과 높은 제도정밀도로 인하여 정밀한 지리좌표로의 변환이 가능하였다 연구지역의 조간대 지형 경사도는 평균적으로 수평방향으로 60m당 20cm의 고도변화를 가지므로, TerraSAR-X HH 편광자료를 이용한 waterline 추출은 정밀한 조간대 DEM 추출로 응용될 수 있다. 둘째, 이중편파자료의 편파특성을 이용한 조간대 염생식물의 산란특성 관측하였다. 조간대에서 수륙의 경계부에서 잘 관측되는 칠면초와 같은 염생식물은 해수면변화에 따른 조간대의 육지화를 모니터링 하는데 좋은 표적이 된다. TerraSAR-X 이중편파자료의 산란특성을 이용한 염생식물 관측결과는 2007년에 현장에서 취득된 실측자료와 비교하여 3dB 이내의 정밀도로 일치하였다 셋째, 단일편파 자료의 레이더 간섭기법을 이용한 조간대 DEM 작성 시도하였다. 조간대 내에서 육지화가 진행된 지역은 표면에 염생식물이 발달하였음에도 불구하고 높은 간섭긴밀도를 나타내었다. 레이더 간섭기법을 통한 DEM의 제작은 일반적인 조간대에서는 적용이 제한적이며, TanDEN-X의 적용이 필요하다.

북동태평양 C-C지역의 우리나라 광구에서 산출되는 망간단괴의 내부조직을 크게 주상조직 층상대, 첨상조직 층상대, 첨상조직 괴상대, 첨상조직 다공질대 및 괴상조직 괴상대로 구분하였다. 주상조직 층상대에서는 버나다이트(vernadite)가 가장 우세하게 산출되며, 첨상조직 층상대에서는 부서라이크(buserite)가 함께 산출된다. 첨상조직 괴상대는 부서라이트의 산출이 두드러지며, 부분적으로 토도로카이트(todorokite)가 수반된다. 첨상조직 다공질대는 첨상체 또는 구상체로 이루어지며 부분적으로 괴상조직으로 교대되는데 주로 토도로카이트와 부서라이트로 구성되어 있다. 괴상조직을 갖는 괴상대에서는 토도로카이트와 버네사이트(birnessite)가 부서라이트와 함께 산출된다. 각 조직대별로 미세조직을 이루는 엽리들에 대해 전자현미분석을 실시하였다. 엽리의 화학조성을 구성하는 요인은 상관계수 군집분석에 의해 Mn-K의 Mn군, Cu-Ni-Zn-Mg(Ca-Na)의 Cu-Ni-Mg군 Fe-Co-Ti(Ca-P)의 Fe군과 Si-Al의 Si군 등 네 개군으로 구분된다. 각 조직대는 세 개 또는 네 개의 군으로 구성되며 이들 각군은 단괴에서 산출되는 광물과 밀접한 관계를 가진다. Mn군은 토도로카이트, Cu-Ni-Mg군은 부서라이트, Fe군은 함코발트수산화철광물, 그리고 Si군은 규산염광물에서 주로 기인하는 것으로 생각된다. 엽리의 화학조성은 이들 광물의 조합과 구성광물의 화학조성에 따라 지배되고 한 조직대내에서도 여러종류의 조합을 보이는데 이는 각 조직대의 엽리들의 성인과 밀접한 관련이 있는 것으로 생각된다.

In the construction project, the design field has a crucial effect on the success or failure of the final product, and it is becoming more important as a core area of national industrial development because it creates high value added by technology. In addition, since the design work is carried out based on professional technical personnel, in order to secure the quality and competitiveness of the design, it is necessary to continuously input the excellent manpower and develop the technology, and above all, the appropriate design cost must be ensured. However, as a result of reviewing the current status of the design cost criterion in Korea, problems such as mixed cost calculation method, inaccuracy of construction cost ratio method, and inactivation of cost plus fixed fee method were analyzed. Therefore, it is difficult to calculate the fair value reflecting the characteristics of the project when calculating the construction design price. Therefore, the price criterion should be improved so that the fair value of the design can be determined according to the contents of the project, By analyzing the correlation and multiple regression analysis of the projects and price information of the completed road construction design, the factors influencing the design price and the level of influence were analyzed.

The purpose of this research is to suggest a construction device that can transform a public safety, security service, security system on counter-terrorism device system, from government leading type to private management type. There are purpose on this thesis to research for the bringing up counter-terrorism experts certification system and about all sorts of developed device among our country's counter-terrorism situation and through comparing developed country's private security's developing device. This summary of thesis is like below. First we need to establish total counter-terrorism center, like developed country on national corresponding strategy. Second, we need to make an organization as a country security department unified as an America's President directly belonging organization. Third, it is to legislate about an counter-terrorism. Fourth, we need to make a coorperate system according to counter-terrorism duty come under private management, so that can recover a trust among people. Fifth, a terror warning system is necessary. Private security's mutual relationship and developing devices is First, it is necessary to bring up counter-terrorism expert. Second, it is necessary to bring in counter-terrorism experts certification system. Third, counter-terrorism research center that come under private management is necessary. The university, private security related academy, should establish research center for the private security industry's specialization, subdivision. It is considered that various research need to be continued after by bringing up counter-terrorism experts, transforming a consciousness, counter-terrorism education, building an equipment and education center, not for a special group, that can minimize human infringement.
